Key responsibilities</b></p>
<p>
As a Protective Services Case Worker, you will focus on ensuring the safety and wellbeing of others.</p>

What can I expect in this role?</b></p>
<p>
Starting pay is approximately $50,000 (paid $24.05 per hour) with opportunities to earn additional income by working optional overtime and taking on additional cases.

<div><p><b>ESSENTIAL DUTIES AND RESPONSIBILITIES</b></p><ul><li>
Conducts investigations of abuse, neglect, abandonment, financial exploitation and/or self-neglect within the specified time frame as set forth by the Illinois Department on Aging's (IDOA) Organization Standards and Responsibilities. Interviews alleged victims, alleged perpetrators, family members, providers and other collaterals as required.</li><li>
Provides Case Work activities for clients and families: assesses client needs, develops a case plan and links clients to resources. Monitors the resources/interventions put in place to ensure needs are being met.</li><li>
Provides follow-up activities on a monthly basis which includes coordinating care/services for the client, evaluating if current services are sufficient and assessing the risk for future abuse, neglect, abandonment, financial exploitation or self-neglect issues.</li><li>
Completes the paperwork required by the IDoA Adult Protective Services program accurately and in a timely manner.</li><li>
Negotiates difficult family situations using a variety of interview/assessment skills and involves the APS Supervisor or Lead Caseworker when appropriate.</li><li>
Utilizes the court system for judicial procedures such as Orders of Protection, Evictions, Guardianships or the like. Prepares the case and oneself to testify in court as necessary.</li><li>
Coordinates with Waiver services such as Aging, DHS/DRS, DHS/DDD, MCO and the like per IDoA policies.</li><li>
Participates in monthly M-Team meetings by presenting a case when scheduled to do so, offering constructive input to the group and incorporating recommendations in the Client&rsquo;s case plan when appropriate. In addition, the APS Caseworker will take minutes when assigned and turn these in to the APS Supervisor or other designated staff within two weeks after the meeting.</li><li>
Participates in Staff meetings: monthly APS meetings, monthly Older Adult Services all-dept meetings, as well as all-agency meetings, offering constructive input when appropriate.
</li><li>Participates in IDoA and Mercyhealth required activities.</li><li>
Completes annual required educational requirements for both IDoA/APS and Mercyhealth.</li></ul><p></p><p><b>
EDUCATION &amp; EXPERIENCE</b></p><ul><li>
Bachelor&rsquo;s or Graduate Degree in health or human services, social work, health care administration, gerontology, criminal justice, or nursing.</li><li>
OR</li><li>
An associate degree from an accredited program in health, nursing, social services, social work, health care administration, gerontology, disability studies, criminal justice or public administration and four years' experience in health or human services.</li><li>
OR An active licensed practical nurse license, with one year experience in health or human services</li><li>
OR Four years' experience with law enforcement or criminal investigation</li><li>
OR An approved waiver of educational requirements for intake workers and case aides through the IDoA</li><li>
AND</li><li>
Minimum three years of experience with assessment of needs for older adults (60+years) or those 18-59 who have a disability, preferred.</li></ul><p></p><p>

CERTIFICATION/LICENSURE</b>

GENERAL SUMMARY:
</b></p><p>The <b>Elder Protective Services Worker</b> is responsible for assessing and evaluating allegations of elder abuse or neglect. Elder abuse and neglect can take many forms including self-neglect, caretaker neglect, physical abuse, emotional abuse, financial exploitation and sexual abuse.
</p><p>The Elder Protective Services Worker will investigate Protective Services reports by conducting home visits in the community and other settings such as hospitals, nursing homes, assisted livings. They will assess a consumers risk level, provide crisis intervention, service planning and other responsibilities necessary to prevent, eliminate, mitigate or remedy the effects of elder abuse and neglect. They will work directly with at-risk consumers, professionals, and families. They will assess at-risk consumers ability to appreciate, understand and assume risks. They will connect the at-risk consumers with any and all available resources, including, but not limited to, state home care services, substance abuse, scams, etc.
</p><p>Designed to provide short-term crisis intervention, the Elder Protective Services worker supports the most vulnerable at-risk consumers. They need to be flexible and possess strong time management skills to adapt to the ever-changing demands of the day. They need to demonstrate the ability to independently manage tasks, show initiative, and meet deadlines.
</p><p><b>ESSENTIAL FUNCTIONS:</b></p><ul><li>
Receive and investigate allegations of abuse, neglect, financial exploitation, and self-neglect of an older adult (60+) in a timely manner as defined under the regulations governing the protective services program.</li><li>
Provide case work services to protective service consumer population, by responding to crisis situations with field visits to assess an older adults physical, social, emotional and environmental status
</li><li>Conduct written assessments of risk, decisional ability and functional abilities. While also providing short-term case management and making referrals to alleviate substantiated allegations.
</li><li>Work closely with community agencies and organizations including first responders, community safety personnel and medical professionals to identify needs, locate resources, and set up service network to meet needs.</li><li>
Develop and maintain ongoing service plans to assist in the resolution of the Protective Services casework.
</li><li>Maintain case records; collect information for program monitoring and evaluation.</li><li>
Serve in a rotational 24-hour on-call capacity, as determined by the Protective Services Supervisor, to ensure continuous coverage and timely response.</li><li>
Must be able to respond quickly to emergencies and travel to locations throughout the organization's designated catchment area. Those areas include Acton, Arlington, Bedford, Boxborough, Burlington, Carlisle, Concord, Harvard, Lexington, Lincoln, Littleton, Maynard, Stow, Wilmington, Winchester, and Woburn.</li></ul><p><b>

The employee is frequently required to stand, get in and out of an automobile, as well as walk up and down stairs to enter and exit consumer homes.

Manages and distributes General Assistance (GA) payments and foster/adoption subsidies, ensuring all documentation meets Bureau of Indian Affairs (BIA) standards. Prepares and submits required quarterly BIA reports. Collaborates on planning quarterly Elder Care Packages and participates in the Local Homeless Council and Aging Council to represent tribal interests. Supports Family Services by organizing events and assisting clients with food orders, hygiene supplies, and resource referrals.

Job Functions:<p>
include, but not limited to, the following:</p><ul><li>
Interviews, investigates, evaluates, and provides counseling to applicants seeking GA. Determines GA initial and ongoing eligibility.</li><li>
Assists GA recipients with developing an Individual Self-Sufficiency Plan (ISP) and monitors their progress towards meeting their ISP.</li><li>
Assist eligible individuals in filling out applications and other necessary paperwork to meet the eligibility requirements for disability benefits, if appropriate.</li><li>
Assist eligible individuals in filling out applications and other necessary paperwork for the Low-Income Home Energy Assistance Program (LIHEAP), Food Box Delivery, Family Crisis Assistance, and other appropriate available assistance programs and resources.</li><li>
Assists in the review and audit (90-day reviews) of the Family Services client files, ensuring the required documents are presented or added as needed.
</li><li>Responds promptly to phone calls and emails from community, State, Tribal and Federal agencies.
</li><li>Scans and archives past client files in orderly and retrievable manner.</li><li>
Receives telephone calls, visitors, and clients. Answers routine inquiries, routes other inquiries or problems to the appropriate program staff in a timely manner.
</li><li>Assists eligible individuals and/or families to understand and complete necessary paperwork to receive BIA and/or tribal Burial Assistance if needed.</li><li>
Develops and maintains a collaborative relationship with outside agencies to give and receive referrals leading to the accomplishment of objectives for all Puow&rsquo;wan Programs.
</li><li>Maintains accurate and confidential records and files on individuals being served per BIA and Tribal Policies and Procedures. Documents all client interactions accurately and timely.</li><li>
Requires frequent travel within the service area to fulfill job responsibilities.</li><li>
Provides backup to the Front Desk Receptionist.</li><li>
Follow up on ICWA (Indian Child Welfare Act) requests submitted to the Tribe in a timely manner; ensure each case has a documented encounter and all relevant documents are uploaded into the appropriate file. As assigned by Puow&rsquo;wan Program Manager.
</li><li>Collaborate with Community and Elder Coordinator to plan, prepare, and mail or deliver the quarterly Elders Care Package, including selecting appropriate items for inclusion.</li><li>
Assist in the planning and execution of all Puow&rsquo;wan Program events and complete any assigned duties to ensure successful implementation in coordination with Community and Elders Coordinator.
</li><li>Follow up on ICWA (Indian Child Welfare Act) requests submitted to the Tribe in a timely manner; ensure each case has a documented encounter and that all relevant documents are uploaded into the appropriate file.</li><li>
Attend ICWA-related court hearings on behalf of the Tribe, take detailed notes, and ensure appropriate tribal support is provided for the child and family involved as directed by the Puow&rsquo;wan Program Manager.</li><li>
Coordinate with Enrollment Officer to verify the tribal status of children involved in ICWA cases and ensure accuracy in documentation as directed by the Puow&rsquo;wan Program Manager.
</li><li>Collaborate with local, state, and federal agencies to support the development and operation of the Tribe&rsquo;s foster care program, ensuring alignment with ICWA and BIA standards.</li><li>
Manage and distribute monthly General Assistance (GA) payments to eligible tribal members in accordance with program guidelines.</li><li>
Oversee the distribution of foster and adoption subsidies and ensure all files are complete and maintained to meet Bureau of Indian Affairs (BIA) compliance standards.</li><li>
Assist with case management services related to crisis, ICWA, and GA to support tribal members in need of multi-service support.</li><li>
Perform administrative tasks as assigned, including documentation, reporting, and coordination related to ICWA, GA, and foster/adoption services.</li><li>
Attend monthly Local Homeless Council meetings to network and build partnerships that bring additional services and resources to tribal clients.</li><li>
Attend Aging Council meetings every three months to stay informed about programs and resources that may benefit tribal elders.</li><li>
Work directly with the Utah Domestic Violence Coalition to coordinate training opportunities for the Puow&rsquo;wan Program department and identify potential funding sources to support tribal members. Assist with reporting for domestic violence grants and utilize the funding accordingly.
</li><li>Coordinate with the Utah Food Bank to schedule monthly volunteer activities and assist with the Summer Feeding Program at Shivwits. Collaborate with Utah Food Bank on future food security projects involving the Tribe.</li><li>
Support the CSFP (Commodity Supplemental Food Program) by working with the member service team to develop and distribute healthy recipes that complement the monthly food box distribution.</li><li>
Prepare and submit reports and model plans related to the LIHEAP (Low Income Home Energy Assistance Program) grant; maintain communication with the U.S. Department of Health and Human Services regarding program requirements and updates.</li><li>
