 Position Summary
 
 
 
 Serves as the County&rsquo;s designated SHIP Administrator and Housing Services Manager, leading the planning, implementation, and oversight of housing programs in partnership with local jurisdictions. Coordinates the strategic use of grant funds to preserve and expand affordable housing, ensure regulatory compliance, and support long-term community development goals.
 
 
 
 Essential Functions
 
 
 
 <ul>

 Serves as the County&rsquo;s designated SHIP Administrator, responsible for all aspects of program planning, implementation, fiscal oversight, compliance, and statutory reporting per Florida Statute 420.907.
 </li>
 <li>
 Leads the development and implementation of the Local Housing Assistance Plan (LHAP), integrating data analysis, stakeholder input, and interdepartmental and interjurisdictional collaboration&mdash;including with the City of Palm Coast&mdash;to guide the strategic use of SHIP funding in alignment with applicable Comprehensive Plans, Land Development Codes, and zoning policies.
 </li>
 <li>
 Research and pursues additional state, federal, or philanthropic funding opportunities to expand affordable housing programs; prepares or contributes to grant applications, implementation and compliance reports as needed.
 </li>
 <li>
 Develops and maintains partnerships with lenders, financial institutions, builders, credit counselors, realtors, and nonprofit partners to support housing access and affordability.
 </li>
 <li>
 Monitors and interprets state legislative activity affecting affordable housing and provide guidance to County leadership on policy impacts and opportunities.
 </li>
 <li>
 Prepares, reconciles, and submits required reports, including the Annual Report and Local Housing Incentive Strategies review, to the Florida Housing Finance Corporation (FHFC).
 </li>
 <li>
 Manages multi-year grant budgets and expenditure tracking; ensures accurate documentation of client demographics, project expenditures, and income qualifications.
 </li>
 <li>
 Supervises and supports the Housing Program Coordinator, providing policy guidance, coaching, and oversight of day-to-day implementation activities. Ensures program effectiveness through collaborative planning, task prioritization, and ongoing compliance monitoring.
 </li>
 <li>
 Establishes policies and procedures for SHIP-funded construction and rehabilitation projects; oversees program compliance and quality assurance, with coordination and contractor interaction delegated to assigned staff.
 </li>
 <li>
 Coordinates with Grant and Project Accountant to submit check requests, purchase orders, and project strings in coordination with Finance and Procurement to support housing-related expenditures and closings.
 </li>
 <li>
 Responds to payoff requests by calculating amounts due and preparing payoff letters for lenders or title companies; coordinates lien satisfaction requests with the County Attorney&rsquo;s Office and ensures proper recordation with the Clerk of Court; tracks receipt of program income and submits deposits in compliance with SHIP requirements.
 </li>
 <li>
 Writes and advertises legal and display notices. Prepares marketing and outreach plan in accordance with SHIP statues.
 </li>
 <li>
 Prepares staff reports, presentations, and policy briefings for leadership and Board consideration; advises and coordinates with the Health and Human Services Director on developing housing strategies and communication approaches to support interdepartmental coordination and public engagement including interpretation of program data, funding impacts, and community input to inform decision-making.
 </li>
 <li>
 Responds to inquiries from contractors, vendors, and community partners regarding program opportunities, compliance expectations, and collaborative initiatives; refers direct client inquiries to appropriate staff within the department.
 </li>
 <li>
 Develops Requests for Proposals (RFPs) and Requests for Qualifications (RSQs) to secure program partners, contractors, and professional services; ensures procurement processes align with County policies, SHIP regulations, and funding timelines.
 </li>
 <li>
 Coordinates the Affordable Housing Advisory Committee (AHAC), including meeting facilitation, statutory compliance, member onboarding, and development of incentive strategy recommendations submitted to the Board of County Commissioners and Palm Coast City Council.
 </li>
 <li>
 Maintains current knowledge of housing policy, compliance, and best practices through ongoing training and certification opportunities, including those offered by the Florida Housing Coalition and other relevant entities.
 </li>

COMMUNITY MANAGER
The Community Manager is responsible for overseeing the entire operations of a housing community under the supervision of the Regional Manager. As a Community Manager, you will manage all phases of the operations, including personnel, leasing, maintenance, financial, administration &amp; risk management. As an on-site leader, you will supervise all aspects of the property and staff to ensure compliance with Asset&rsquo;s policies and procedures, safety and fair housing guidelines, and liability concerns.

This Housing Case Manager is assigned to project-based housing at 573 Meeting Street and will work exclusively with tenants of 573 Meeting Street. The primary goal is to assist vulnerable households in addressing the barriers to maintaining permanent housing using a strengths-based, Housing First approach. Functions performed include providing support to maintain housing, connection to community resources, home visits, rental payment monitoring, and problem solving. The principal duties are performed both in a general office environment and in housing units.
This position is funded in whole by One80 Place&rsquo;s Special NOFO Unsheltered grant.
One80 Place ends and prevents homelessness throughout South Carolina with offices located in Charleston and Columbia. This position will be based in Charleston.
STATUS: Full-time, Regular / Exempt
Requirements:

SPECIFIC REQUIREMENTS:
1. Requires knowledge and belief in &ldquo;Housing First&rdquo; philosophy and strategies.
2. Bachelor&rsquo;s degree in Human Service field of study (social work, counseling, psychology or related field) required.
3. 2-3 years of human services experience working with clients who have a physical or mental health disability.

2. Assist clients in developing and following a personal budget, provide budget counseling and education to assist clients in establishing payments plans for bills and past debts and to assist clients in obtaining and maintaining their housing.
3. Assist clients in developing a strength-based/solution-focused individualized housing stability plan that promotes permanent housing and self-sufficiency; develop an effective, timely referral network in order to ensure ongoing direction and support as needed.
4. Refer clients to community resources to gain support for goals and follow up to ensure referrals were completed. A referral may include providing or setting up transportation for a client to access the resource effectively. It may also mean accompanying them and/or setting up an advocate to attend a meeting with the participant. Resources may be external to the organization or internal (SOAR, Legal).
5. Track and document client progress.
6. Hold clients accountable for achieving goals and objectives as identified on their housing stability plan.
7. Ensure that home visits are conducted at least monthly and more often, as appropriate.
8. Provide pro-active follow-up home visits to ensure stability and further progress towards self-sufficiency; this includes support, advocacy, lease compliance, reducing isolation, listening, problem solving, and identification of resources to assist with reintegration of clients in the community.
9. Provide information and referral assistance regarding available support from appropriate social service agencies and/or community programs.
10. Serve as an ongoing liaison between Supportive Services Manager and participants as well as between participants and neighbors.
11. Apply knowledge of residential lease contracts to educate clients of their rights and responsibilities.
Teamwork and Collaboration:
1. Works in collaboration with shelter and housing program staff to facilitate a team environment.
2. Participates in team discussions regarding guest progress or lack of progress, with possible solutions to ensure best support for success.
