GCS&rsquo;s Corporate Real Estate (GCSCR) division plays a crucial role in supporting IBRD, IFC, IDA, MIGA, and ICSID by developing and operating their real estate demands worldwide. GCSCR&rsquo;s primary purpose is to create safe, cost effective, sustainable, and functional real estate solutions, enabling business units to perform their work program in line with the WBG&rsquo;s mission to create a world free of poverty on a livable planet.</p><div>
To achieve its purpose, GCSCR led by the Senior Manager, is structured into three divisions: (i) HQ Real Estate Development and Management (GCSHQ), which covers facilities based in Washington, DC, (ii) International Real Estate (GCSIR), responsible for facilities located overseas, and (iii) Corporate Real Estate Strategy &amp; Planning (GCSSP), providing cross-cutting strategic planning and analysis and business support.</div><div>
GCSCR is comprised of approximately 80 staff, leverages over 500 contractors, and manages an annual facilities capital investment plan of about $190 million globally. Job Description</b></div><p>
The Project Manager position reports to the Senior Program Manager of Project Management in the GCSHQ Real Estate Development and Management section and will be based out of Washington DC. The position&rsquo;s primary responsibility is to manage the implementation of base building capital improvement projects from inception to completion.</p><div>
Duties and accountabilities include, but are not limited to:</div><ul><li>Responsible for managing capital and overhead projects up to $30 million. Determines the scope of the project and required resources and mobilizes them from within/outside the Bank. Develop initial estimates on structure costs, building time and special requirements.</li><li> Work closely with WBG internal units (i.e., Budget, Planning and Strategy, Procurement, Information Technology) to ensure projects are presented for the appropriate clearances during each phase of the project life cycle.</li><li>Develops project-specific proposals for overhead and capital projects in coordination with Building Managers, Building Engineers and the end user.</li><li> Works with the Building Engineers to ensure proper design and execution of projects to meet their requirements to maintain optimal working conditions for the building occupants.</li><li>Responsible for development of the project plan with the client in coordination with Building Managers and Engineers to ensure projects are completed in a coordinated manner.</li><li> Develops the project schedule and leads the planning, design, and construction process, reporting, coordinating inputs from Bank units and contracted firms on all aspects of the project from inception through final completion, including documenting lessons learned as applicable, and completion of all project close-out requirements.</li><li>Supports the selection of design consultants, contractors for projects, and coordinates and directs all implementation activities, including quality assurance and resource management.</li><li> Leads project teams comprising architectural &amp; engineering; mechanical electrical &amp; plumbing firms, general contractors, furniture suppliers, audio visual contractors to perform to the expected standards.</li><li>Manages and provides inputs for the preparation of design concepts, renderings, construction plans, specifications, and contract documents.</li><li> Analyzes needs, identifies potential issues, and develops optimal solutions considering user requirements, options available, technical constraints, resource availability, Bank policies and standards.</li><li>Works closely with members of the Corporate Responsibility Team to review projects aimed at reducing the Bank&rsquo;s carbon footprint and implementing them in a sustainable manner. Work with corporate sustainability team to ensure projects are completed in a sustainable manner.</li><li> Develops and monitors the project budget and schedule and takes appropriate corrective action when needed to adhere to the pre-established budget and schedule.</li><li>Assures the final completion and timely occupancy of projects in a cost-effective and timely manner.</li><li> Reviews and approves invoices submitted by vendors/contactors for accuracy, settles discrepancy and prepares the required documentation for payments.</li><li>Oversees and monitors post-occupancy activities and turn-over to the client.</li><li> Coordinates with other Project Managers to leverage synergies as required to maintain a consistent approach to delivery of projects.</li><li>Maintains project documentation in project files and provides project progress updates and reporting as required.</li></ul><p></p><p><b>

</p></li></ul><p><b>General Statement of Duties and Responsibilities</b></p><p>
The Leasing Unit is responsible for the procurement and management of all leased space for commonwealth agencies. Its activity includes planning, issuance of Requests for Proposals (RFPs) for the procurement of new leases, lease negotiation, project management, and lease administration during occupancy. Its mission is to procure best-value space for the Commonwealth through a fair and competitive process, guided by current real estate market knowledge and industry best practices.</p><p>
The Project Manager oversees the full lifecycle of leased real estate transactions on behalf of Commonwealth agencies, from planning and procurement through occupancy and lease administration. This role partners with client agencies to define space needs, execute competitive procurements, negotiate lease terms, and manage build-outs and ongoing landlord performance.</p><p>
The Project Manager applies expertise in commercial leasing, financial analysis, space planning and design, and building operations to deliver cost-effective, compliant, and high-quality outcomes. This position operates in a fast-paced, team-oriented environment and collaborates closely with internal staff, senior leadership, and external stakeholders.</p><p>
Responsibilities Include:</p><p><b>
Lease Procurement &amp; Project Delivery</b></p><ul><li><p>
Partner with agencies to assess space needs and develop programming requirements.</p></li><li><p>
Prepare and issue RFPs; manage bidder outreach and inquiries in accordance with open, fair, and competitive procurement standards.</p></li><li><p>
Evaluate proposals, including financial and site analyses, to support best-value procurement decisions consistent with Commonwealth policy objectives.</p></li><li><p>
Negotiate business terms of leases and collaborate with counsel on key legal terms and conditions.</p></li><li><p>
Maintain complete, accurate, and auditable procurement records, ensuring all documents, communications, and decisions are thoroughly documented and properly filed in accordance with established standards.</p></li></ul><p><b>
Lease Administration &amp; Asset Management</b></p><ul><li><p>
Oversee Landlord&rsquo;s Improvements/build-outs to ensure compliance with lease terms.</p></li><li><p>
Monitor landlord performance, building operations, and service delivery.</p></li><li><p>
Negotiate and execute lease amendments, extensions, and related agreements.</p></li><li><p>
Support agencies on occupancy issues and resolve landlord-related concerns with support from the Leasing Compliance Team.</p></li><li><p>
Manage and execute lease expirations, renewals, and terminations.</p></li></ul><p><b>
Collaboration &amp; Strategy</b></p><ul><li><p>
Collaborate with internal teams to support unit goals, policies, and process improvements.</p></li><li><p>
Maintain knowledge of commercial leasing market trends and industry standards.</p></li><li><p>
Build and maintain strong and positive relationships with agency partners and stakeholders.</p></li></ul><p><b>
Preferred Qualifications:</b></p><ul><li><div>
Knowledge of commercial real estate, including lease structures, financial analysis, tenant improvements (build-out), building operations and landlord service standards.</div></li><li><div>
Strong negotiation and stakeholder management skills, with the ability to build consensus among agencies, landlords, and partners.</div></li><li><div>
Excellent written and verbal communication skills, with the ability to convey complex information clearly and concisely.</div></li><li><div>
Proven ability to work independently and collaboratively, including leading and contributing to cross-functional teams.</div></li><li><div>

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five years of full-time, or equivalent part-time technical or professional experience in urban or regional planning, environmental planning, transportation planning or land use planning, and (B) of which at least three years must have been in a professional capacity, and (C) of which at least one year must have been in a supervisory capacity, or (D) any equivalent combination of the required experience and the substitutions below.</div><div></div><div><br>
Substitutions:</div><div>
I. A Bachelor's degree with a major in urban or regional planning, environmental planning, urban studies, architecture, landscape architecture, civil, environmental, or transportation engineering or environmental sciences may be substituted for two years d the required (A) experience.*</div><div>
II. A Graduate degree with a major in urban or regional planning, environmental planning, urban studies, architecture, landscape architecture, civil, environmental, or transportation engineering or environmental sciences may be substituted for three years of the required (A) experience and one year of the required (B) experience.</div><ul><li>Education toward such a degree will be prorated on the basis on the proportion of the requirements actually completed.</li></ul><div>
NOTE: Educational substitutions will only be permitted for a maximum of three years of the required experience. Substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitution will be permitted for the required (C) experience.</div><div>
SPECIAL REQUIREMENTS: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License.</div><p><b>
