Responsibilities :

<li>UAT &amp; Release Validation Validates new surveillance pattern releases by comparing production vs. UAT outputs, analyzing exception counts, volumes, and firm-level impacts</li>
<li>Builds local testing environments to execute query scripts against sample data, enabling independent verification of pattern logic before production deployment</li>
<li>Designs multi-scenario test cases covering edge cases to ensure comprehensive test coverage</li>
<li>Packages release artifacts (scripts, QC results, requirements documentation) following standardized release structures</li>
<li>Ad-Hoc Data Analysis &amp; Investigation Support Writes complex queries to support analyst investigations into surveillance exceptions</li>
<li>Performs firm-level statistical analysis and produces reports for management review</li>
<li>Maintains reference data sets used by downstream surveillance patterns</li>
<li>Assesses data incident impacts by cross-referencing affected data sources against the surveillance pattern dependency map</li>
<li>Process Automation &amp; Tooling Develops automation tools for ticket management, release documentation, and workflow optimization</li>
<li>Builds local testing frameworks that replicate production environments for rapid pattern testing and iteration</li>
<li>Creates data visualization and comparison reports with interactive views, summary statistics, and color-coded differentials</li>
<li>Generative AI Integration &amp; Prompt Engineering Leverages AI coding assistants as a force multiplier - directing AI agents to reverse-engineer source code, build knowledge documentation, generate test frameworks, and produce data comparison reports</li>
<li>Designs structured AI workflows including pattern study pipelines, workflow assistants, and automated documentation generation</li>
<li>Maintains a curated AI project workspace with standing instructions, conventions, and context files that enable consistent, high-quality AI-assisted output</li>
<li>Coordinates multi-step analytical tasks through AI - from reading source code and drafting requirements, to generating test harnesses and producing comparison reports - reducing turnaround from days to hours</li>

About Rate Regulation
The Rate Regulation division is the branch of the PUCT that is most involved in the agency's traditional regulatory rate-setting function. The Rate Regulation division consists of two sections: Financial Review and Tariff and Rate Analysis.
The Financial Review section includes staff members with educational backgrounds primarily in accounting and finance; these staff members evaluate the legitimacy and reasonableness of a utility company's expense levels and develop estimates of an appropriate rate of return on the utility company's capital investment.
The Tariff and Rate Analysis section includes staff members with educational backgrounds primarily in economics and finance; these staff members develop the specific rates that a utility company charges its customers and address issues related to the proper allocation of a utility's costs to different customer groups, such as residential, commercial, and industrial customers.
The Rate Regulation Division also leads and participates in various rulemaking proceedings and works on other projects involving rate-related issues for electric, water, and telephone utility companies.

The Rate Regulation Division is seeking a Senior Rate Analyst, a position responsible for performing highly advanced regulatory and financial analysis related to utility cost allocation, cost unbundling, rate design, tariff development, and market structure in regulated and competitive utility markets. Work involves leading complex financial and statistical evaluations of utility filing and regulatory matters affecting electric, telecommunications, and water and sewer utilities. Qualifications<div></div> 
The ideal candidate should possess the following minimum qualifications.
Bachelor's degree from an accredited college or university with a degree in economics, finance, business administration, public policy, or a related field with coursework in microeconomics, macroeconomics, statistics, econometrics, or calculus; and a minimum of five (5) years of full-time work experience in utility regulation, financial analysis, economic analysis, or regulatory policy analysis.
Preferred Qualifications:<ul><li>
Graduate degree in economics, finance, business administration, public policy, or related field.</li><li>
Professional certification such as Certified Public Account (CPA), Chartered Financial Analyst (CFA), or similar credential.</li><li>
Experience analyzing utility rate cases, cost allocation studies, or tariff filings, or performing regression analysis and other quantitative analysis within a regulatory or utility environment.</li><li>
Experience preparing or presenting expert testimony in regulatory or administrative proceedings.</li></ul>
WORK SCHEDULE
The PUCT operates on a standard work schedule of Monday through Friday, 8:00 a.m. to 5:00 p.m. Employees may request an alternative work schedule in accordance with the PUCT's Alternative Work Schedule Policy. Approval of such requests, including any form of telecommuting, is at management's discretion and based on the business needs of the agency and the requirements of the position.
Newly hired employees are required to complete a waiting period before becoming eligible to telecommute. After thirty (30) days of employment and with supervisor approval, a new hire may telecommute up to one (1) day per week. After ninety (90) days of employment and with supervisor approval, a new hire may telecommute up to two (2) days per week. The Senior Medical Imaging Systems Analyst is responsible for the advanced management, optimization, and technical oversight of all medical imaging technologies and systems within the healthcare environment. This role ensures the seamless operation and integration of Picture Archiving and Communication Systems (PACS), Radiology/Cardiology Imaging Applications, and various medical imaging modalities across multiple departments (e.g., radiology, cardiology, pathology). As a senior-level expert, the analyst leads initiatives for system enhancements, provides strategic guidance, and ensures compliance with all relevant regulatory standards, including data security, quality control, and interoperability.
Education:
Bachelor&rsquo;s degree in Information Technology, Health Informatics, Computer Science, or a related field (Master&rsquo;s preferred).
Master&rsquo;s degree preferred.
Experience:<ul><li>
Minimum of 5+ years of experience in healthcare IT, specifically with medical imaging systems (PACS, RIS, imaging modalities) in a hospital or clinical setting.</li><li>
Demonstrated experience leading system integration projects and managing enterprise-level imaging infrastructure.</li></ul>
Certification/Licensure:<ul><li>
Certified Imaging Informatics Professional (CIIP), preferred.</li><li>
Epic Radiant and/or Cupid proficiency, preferred.</li><li>
IT certifications such as CompTIA Network+, Security+, or equivalent, preferred.</li></ul>
