</b></p><p>Conduct Regulatory Investigations and Legal Proceedings<br>
Examine and investigate PBMs and related entities; prepare and prosecute administrative and civil enforcement actions; draft legal documents; present arguments before tribunals and courts; and negotiate resolutions.<br>
</p><p>Legal Counsel and Policy Guidance<br>
Provide legal advice to the Insurance Commissioner, agency leadership, and staff on PBM and insurance statutes, rules, and regulations. Respond to legal inquiries from legislators, stakeholders, and the public.<br>
</p><p>Policy and Rule Development<br>
Draft and review legislation, administrative rules, and agency guidance. Monitor and analyze state and federal legal developments affecting PBM regulation and recommend policy responses.<br>
</p><p>Collaboration and Representation<br>
Collaborate with internal staff, other state and federal agencies, and national insurance regulators. Represent the Department in National Association of Insurance Commissioners (NAIC) working groups and external stakeholder meetings.<br>
</p><p>Education and Outreach<br>
Provide training and presentations on PBM compliance and insurance law to Department staff, legislators, and stakeholders. Participate in continuing education and regulatory conferences to maintain subject matter expertise.<br>
</p><p><b>Minimum Qualifications
</b></p><p>Juris Doctor (J.D.) from an accredited law school.</p><p>
Active membership (in good standing) with the North Dakota Bar, or eligible for admission by reciprocity within six months of hire.</p><p>
Minimum of three years of professional legal experience in one or more of the following areas: regulatory compliance, administrative law, litigation, pharmaceutical law, health care law, insurance law, or related legal fields.</p><p>
Experience preparing and presenting cases in administrative or judicial proceedings is preferred.</p>

<div><p>Miller Nash is seeking an attorney with two to ten years of experience land use or Oregon regulatory matters to join its team in Portland, Oregon. Sharp analytical skills and persuasive legal writing is a must. Our ideal candidate would have experience with land use applications, including comprehensive plan amendments, rezones, conditional use permits, site plan review applications, subdivisions, shoreline permits, and LUBA appeals and/or Oregon regulatory matters including permitting, contested case hearings, challenging administrative rules, and participating in legislative rulemakings. Experience with permitting in City of Portland, Metro area jurisdictions, Oregon coast jurisdictions, or Oregon Parks and Recreation Department would be a plus.</p>
