The Martin Luther King Jr. Behavioral Health Center (MLK BHC) is a program of HealthRIGHT 360 and is
 contracted with the Department of Public Health's Substance Abuse Prevention and Control (SAPC)
 program. MLK BHC offers residential Drug Medi-Cal (DMC) services for a maximum of 99 adult individuals,
 comprising 33 beds each for judicially involved men, men, and women. MLK BHC collaborates closely with
 other Behavioral Health Center programs to ensure a comprehensive range of services for low-income
 and Medi-Cal-eligible individuals. Situated on the Martin Luther King Jr. Hospital campus in the
 Willowbrook area of South Los Angeles, the program serves residents of all Los Angeles County.
 
The SUD Counselor III is part of an interdisciplinary team that supports our clients through assessment of
 their needs and strengths in support of their health and recovery. This in-person role involves providing
 counseling in both individual and group settings, delivering curricula in accordance with program-specific
 requirements, and offering case management. The SUD Counselor III also assists clients in navigating
 systems of care while fostering a supportive treatment environment.
 
KEY RESPONSIBILITIES
 Treatment Setting

<li>Maintain an assigned caseload of up to 25 clients, depending on the program staffing pattern and</li>

Substance Abuse Counselor (Men's Residential)

<div>The Newport News Sheriff&rsquo;s Office has an immediate opening for a full-time Certified Substance Abuse Counselor (CSAC). The Sheriff&rsquo;s office operates two facilities housing over 500 inmates. 
The Masters Level Certified Substance Abuse Counselor (CSAC) leads rehabilitation education, completes assessments, case management and discharge planning of clients admitted into the Newport News City Jail. This position assists the medical staff as needed in their evaluation of inmate with substance abuse addiction. 
Administers appropriate screening tool such as Substance Abuse Subtle Screening Inventory (SASSI), VA Modified Offender Screening Tool (M-OST) and/or Offender Screening Tool (OST). Assists in case management/discharge planning, with appropriate referrals based on client needs. The CSAC assures that an Individualized Treatment Plan is established for each participant and that a Treatment Plan Review is completed weekly for those who remain incarcerated for greater than 16 weeks. Daily tasks consist of attending and leading group sessions and individual sessions. 
The CSAC is a strategic member of the Treatment Team and makes decisions and recommendations in the area of social services required placement in other social structures and counseling with recommendations for other wraparound services, including re-entry. 
Work is performed in accordance with established departmental policies with application of professional knowledge and skills in completion of case assignments, working with a degree of professional independence. The counselor will work closely with a multidisciplinary team consisting of jail administrators and staff, medical providers, program staff (counselors, re-entry specialists), and community partners such as CSB and similar agencies. Performance of duties are under the supervision of the Executive Director of Community Outreach and Programs. 
Essential Functions
Essential functions include, but are not limited to:<ul><li>
Demonstrate the ability to engage individuals in a hopeful, empathetic manner regardless of the phase of recovery.</li><li>
Provide a welcoming environment while conducting daily classes for individuals enrolled in substance abuse treatment and counseling.</li><li>
Make referrals to appropriate personnel who will determine participants&rsquo; eligibility for Medication Assisted Treatment (MAT).</li><li>
Perform individual counseling and group classes. Document client progress through counseling and interaction through groups and individual sessions.</li><li>
Identify any case management needs and work to address those needs.</li><li>
Conduct follow up with re-entry before release from incarceration to ensure appropriate placement in re-entry classes/programs.</li><li>
Coordinate services and service planning with medical providers within NN-MAT and with other agencies such as criminal justice agencies, probation officers, Veterans Affairs staff, jail staff, psychiatric hospitals, counselors, landlords, vocational programs, doctors, etc., to ensure continuity of care.</li><li>
Maintain records related to service delivery according to applicable ethical requirements and the requirements of the Newport News Sheriff&rsquo;s Office and other regulatory agencies (federal, state, and other).</li><li>
Participates in team meetings, professional development trainings, seminars, and conferences pertaining to the program and its operation.</li><li>
Always acts in the best interest of the program and Newport News Sheriff&rsquo;s Office; honors, supports and protects the data and rights of all participants.

Work with program teams to ensure patient full engagement in the program and to conduct patient outreach efforts Meet with all prospective patients to explain program involvement and requirements using motivational enhancement strategies Support external efforts by engaging with referral partners, community organizations, and healthcare providers to build awareness of the program Conduct group counseling sessions as required Orient patients to the treatment program&rsquo;s operation and procedures Collect available social, educational, economic, and vocational information to be used as part of the assessment process Implement or revise patient treatment plans with the patient as required per state regulation and record a review of the patient&rsquo;s progress according to BHG policy Develop within (10) days of entry or as required by state guidelines, whichever is more stringent, a formal treatment plan documenting patient goals and update utilizing the same guidelines. Maintain patient records that are complete, comprehensive and well organized Submit records for periodic review as requested by supervisory team Document all patient contacts. If other team members provide services to the patient, the assigned counselor is responsible to see that such contacts are documented in the patient&rsquo;s chart Make appropriate referrals through case-management services and perform necessary follow-up Assist the Program Director in implementing new programs into patient treatment Advise the Program Director of problems encountered with caseload management and schedules Attend weekly treatment team meetings prepared to both lead the discussion where appropriate and also discuss his/her assigned individual patient caseload Provide in-service trainings to counselors and other treatment center team members as needed Hold a basic understanding of alcohol/drug abuse and addiction. Additionally, keep up-dated on current drug abuse and treatment information, especially current trends in Opioid Maintenance Treatment Provide intake/readmission services, including several weeks of supportive follow-up counseling for new patients until their assignment to a primary counselor Provide, monitor, and document follow-up calls/contact to all discharging patients for at least 30 days Provide crisis intervention/support services to patients assigned to other counselors when their primary counselor is unavailable Provide inter-agency reports/documentation required for third party reimbursement, criminal justice proceedings, supplemental income assessments, emergency services, and other specialized treatment needs of patients as applicable Coordinate care with other community providers as needed Meet BHG attendance standards and be present and ready for work at the beginning of their established work schedule Performs OBOT services as required Report any work-related injury or illness, or workplace hazards or security issues immediately to supervisor Other duties as assigned by supervisory team Regulatory Responsible for complying with all federal, state and local regulatory agency requirements Responsible for complying with all accrediting agencies Marketing and Outreach Participate in community and public relations activities as assigned. Qualifications Bachelor&rsquo;s degree in a related field combined with the appropriate state licensure the mobile unit is in.
