  Roles and Responsibility

 <ul>

   Assist the SCAM in the development and implementation of rail safety management systems in accordance with local and international railway standards, focusing on compliance with the operations safety case.
  </li>
  <li>
   Under the guidance of the SCAM, conduct regular Compliance Audits, Inspections and risk assessments to identify potential hazards and ensure compliance with railway safety regulations and the operations safety case.
  </li>
  <li>
   Provide Assurance to SCAM that the investigation of safety incidents, near misses, and accidents, have accurately identified root causes and preventive measures have been appropriately allocated.
  </li>
  <li>
   Collaborate with various departments to integrate safety measures into all aspects of rail operations, including Operation and maintenance, and train services.
  </li>
  <li>
   Participate in the development and delivery of safety training programs and initiatives to promote a strong safety culture within the organization, in line with the operations safety case.
  </li>
  <li>
   Stay current on industry best practices, regulations, and standards related to railway safety, and assist in updating Etihad Rail Freight &rsquo;s safety procedures accordingly.
  </li>
  <li>
   Liaise with internal stakeholders to ensure compliance with local laws, regulations, and the operations safety case.
  </li>
  <li>
   Perform periodic reviews for local and international changes and developments in HSEQ legislation, standards, technological specifications, research or lessons learned. Advise the organisation and update the HSEQ management system as required.
  </li>
  <li>
   Contribute HSEQ legislation and other requirements to the legal and other requirements register.
  </li>
  <li>
   Maintain accurate and up-to-date records of safety inspections, audits, incident investigations, Safety Management Information System (SMIS), hazards registers etc .
  </li>
  <li>
   Compile periodic HSEQ performance reports as per reporting requirements.
  </li>
  <li>
   Contribute to the development and where relevant, implementation of the annual HSEQ plan and annual HSEQ report in accordance with mandated requirements and timescales.

   Support in planning and Conducting Emergency Exercises with respective Etihad Rail Freight Stakeholders
  </li>
  <li>
   Support in conducting Business Impact Analysis and develop Business Continuity Plans for various departments in Etihad Rail Fright.

  Academic Qualifications:

The Compliance Services Specialist II position manages various transactional roles within the Compliance Services team including processing of new vehicle paperwork or annual registration renewals for vehicles managed by Wheels fleet management company. KEY RESPONSIBILITIES - ESSENTIAL FUNCTIONS

About the role:</div><div>
We are looking for an experienced Operations Compliance Specialist who will serve as the compliance authority within the Operations department. The role is responsible for ensuring full adherence to all regulatory requirements, including cGMP (current Good Manufacturing Practices), Quality standards, financial controls, and EHS (Environment, Health &amp; Safety) policies and guidelines, in alignment with Haleon&rsquo;s Corporate Policies.</div><div></div><div>

Monitors the compliance of stated contractual goals with the prime contractor and subcontractor on (location) projects. Reviews and evaluates compliance documentation and oversees the maintenance of Equal Employment Opportunity (EEO) project files and certified payroll files. Furnishes complete project files and attends/assists the District Compliance staff with Contractor/Consultant in-depth compliance reviews and (location) office audits. Communicates results of audits and reviews any irregularities that affect compliance to the Operations Engineer. Prepares all correspondence to contractors and Departmental personnel with regard to EEO, Disadvantaged Business Enterprise (DBE), Affirmative Action (AA) and On the Job training (OJT) compliance for each project. Attends preconstruction conferences to advise contractors of documentation requirements for EEO/DBE/AA/OJT, project onsite bulletin boards and Department actions taken in the event of non-compliance</div><br>

Ensures compliance with procedures, laws, contract requirements and standard practices informally and with in-depth inspections and Quality Assurance Reviews (QARs). Identifies inconsistencies or deficiencies and guides/monitors corrective action. Identifies contractors eligibility for annual Federal Highway Administration (FHWA) Contract Compliance reviews. Schedules and conducts data collection and analysis on selected contractors. Designs and applies comprehensive analytical methods to factually substantiate finds. Prepares data for Compliance Review meetings and the official report of findings. Recommends and monitors reconciliation actions as appropriate.</div><br>

</div><div>Assists in reviewing a contract's OJT schedule and appointment requests. Ensures official enrollment of trainees. Directly communicates with trainees regarding the program, pay, problems, etc. Closely monitors trainee accomplishments/time and enters various trainee data in tracking system. Provides information and assistance to the contractor regarding the recruitment of trainee candidates, the selection of job training classes and/or the establishment of new training classification. Reviews the periodic training reports. Assists Project Administrators, Inspectors and Contractors on submission of required documentation. Anticipates and works with contractors to prevent non-compliance with contract OJT requirements. Reviews contractor progress in attaining DBE utilization; recommends utilization changes. Reviews DBE payment data. Provides information and assistance to DBE firms and assists in Department sponsored DBE programs.</div><br>
