General Purpose 
Perform a variety of field supervisory and advanced level Landfill Foreman/ Landfill Equipment Operator duties as needed to assure the efficient and effective daily operations of a solid waste facility.

Essential Functions 
Assist with management of the day-to-day operations of waste transfer station and landfill sites; monitor operations to ensure compliance with various regulations and established policies and procedures; assist in monitoring operation expenditures for compliance with established budgets. 
Provide training for Equipment Operators and Waste Management Technicians; review performance to ensure quality work; make recommendations affecting employment status such as retention, advancement, discipline, and discharge; participate in interviewing and selection process of new employees; conduct new hire orientation to operations and department policies, practices and procedures; monitor employee attendance; review and approve time records and authorize paid time off. Understand and administer Bonneville County's personnel policies. 
Assist with maintenance of various operations records; monitor use of equipment and general maintenance; oversee safety practices; assure compliance with safety guidelines, dumping regulations, and environmental standards by employees and general public; make recommendations to minimize risks and liabilities associated with facility functions and equipment operation. 
Perform as a working supervisor; must have high level skill and ability to operate landfill equipment to move, compact and transfer solid waste; assists with general equipment preventative maintenance; assures proper operations of compactor; assists in the screening or waste, white goods, and regulated materials. 
Monitor receiving and segregation of materials in the recycling area; provides information to the public concerning disposal and recycling of solid wastes; may assist with Freon recovery process. 
Perform cleaning and maintenance of work areas using motorized sweepers and various cleaning equipment and chemicals; perform winter operations duties, i.e., snow removal to allow year-round public access. 
Maintain regular, reliable patterns in work product and attendance according to Bonneville County's expectations.

Minimum Qualifications
1. Educations and Experience: 
A. Graduation from high school or equivalent; plus, specialized training related to landfill operations, environmental regulations, etc.
AND
B. 2 years of experience in the operation of landfill equipment.
OR
C. An equivalent combination of education and experience. 
2. Required Knowledge, Skills and Abilities: 
Considerable knowledge of the principles and techniques of heavy landfill equipment operations; hazards and safety standards common in medium and heavy equipment operation, maintenance and repair; established landfill and transfer station operating procedures, policies and practices. Working knowledge of the legal liabilities associated with facility use and access. Working knowledge of principles of supervision and employee motivation practices; basic bookkeeping; basic mathematics; interpersonal communications and public relations; legal terms and definitions; problem solving; planning and goal setting techniques.

4. Work Environment:

 Anne Arundel County is located on the Chesapeake Bay between Baltimore and Washington, D.C. The Landfill Manager manages the operation, and maintenance of a County sanitary landfill, resource recovery facility, and recycling center.
 
 
 The Landfill Manager position will manage the day-to-day operations of the active landfill and the seven (7) closed landfill areas at the 565-acre Millersville Landfill and Resource Recovery Facility located in Severn, Maryland, and two (2) closed landfills, located in Deale and Glen Burnie, Maryland, owned by the County. The position will oversee municipal landfilling operations at the state-of-the-art Millersville Landfill and Resource Recovery Facility. Operation includes managing the state-of-the-art solid waste disposal facility, including liner and leachate collection systems, landfill gas (LFG) collection, conveyance and recovery systems, recycling activities, and post-closure care.
 
 
 
 NATURE AND VARIETY OF WORK
 
 
 
 There is considerable public contact with county residents and private contractors on operational issues, and citizens concerning on- and off-site environmental compliance activities. Work involves responsibility for planning, organizing, and supervising the daily operations at the County landfill, associated recycling center, and other resource recovery operations. Responsibilities include supervising staff, planning the layout and fill sequences within a landfill sub-cell, maintaining proper berms, ditches, and access roads, assuring proper cover of solid waste with suitable materials, and oversight and contract supervision of a yard waste composting operation currently operated by a third party. The employee must apply sound waste management principles and applications to ensure effective landfill operations and compliance with Federal, State, and County regulations on environmental mandates. The complexity of work requires reading and interpreting a variety of engineering documents prepared by consultants regarding erosion and sediment control, stormwater management, fill sequence of landfill cells and sub-cells, and determining what devices are available to enforce sediment and erosion and stormwater controls. The scope of work impacts County citizens using the facility, other County agencies, and private contractors.

 Plans, organizes, and schedules activities for refuse disposal at the County landfill to include excavation, soil hauling, waste compaction, recycling, monitoring contractor performance, and checking sediment and erosion control devices. Supervises and schedules employees who are engaged in activities ranging from laborer duties to the operation and maintenance of various types of complex heavy equipment, both wheeled, tracked, and stationary.
 
 
 Determines layout and fill sequence of various subcells, and directs proper maintenance and construction of necessary sediment and erosion control devices and access roads. Ensures landfill is operated in accordance with applicable Federal, State, and County laws and existing operation permits, including daily, intermediate, and final cover; weight records of refuse disposed of; seeding and other required maintenance activities. Informs users of the landfill and recycling area of rules, regulations, and responsibilities in the disposal of solid waste; prepares and maintains necessary records and reports on personnel, as well as the operation of the facilities.
 
 
 Inspects all new construction such as lined cells, leachate collection, sediment and erosion control devices, and recycling area layout. Assist with the preparation of, and administers operating budget for the landfill and resource recovery areas. Draft policies and operational procedures to ensure the landfill and recycling area operate effectively in maintaining a safe working environment and customer-oriented focus.
 
 
 Administers contracts for supplies and services to include writing of proposals, advertising and reviewing bids, and ensuring contract is executed by contract specifications. Reads and interprets a variety of engineering documents prepared by consultants regarding erosion and sediment control, stormwater management, and fill sequence of landfill subcells. Performs duties of a higher-level manager when required.
 
 
 Serves as the liaison for citizen contact for both on- and off-site environmental compliance activities. Perform related duties as required.

 Education:
 
 A bachelor's degree from an accredited college or university in physical, environmental, or biological sciences, engineering, geology, hydrology, or a related field.
 
 
 
 Experience:
 
 Two (2) or more years of experience in landfill operations, environmental regulations, and waste management service operations; and a valid non-commercial Class C motor vehicle operator's license.
 
 
 NOTE: Two (2) or more years of experience in landfill operations, environmental regulations, and waste management service operations may be substituted with two (2) years of experience in heavy and civil earthwork construction management.
 
 
 NOTE: Heavy and civil earthwork construction management would include projects such as site development, Public Works, water resources, transportation, and projects that include significant mass excavation and grading. Construction management experience would include primary project management (submittals, invoices, RFIs, change orders, schedule tracking, close-out documents, etc.), project cost controls and tracking, managing overall site safety, environmental compliance, and personnel management and development.
 
 
 NOTE: This is a safety-sensitive position and employees in this position are subject to Controlled Dangerous Substance (CDS) and Alcohol testing.
 
 
 Note: Accredited University or College is the recognition from an accrediting agency that an institution maintains a certain level of educational standards. The U.S. Department of Education maintains a database of accrediting agencies it recognizes for schools within the United States.

 MAJOR FUNCTION
General maintenance and repair of machines and mechanical equipment required for County-owned landfill operations. This includes leachate management systems (i.e. pumps, check valves, floats, level transducers, flow meters, air compressors) and landfill gas management systems (i.e. pneumatic or electric pumps, air compressors, electrical motors and blowers).
General maintenance and repair of diesel and/or gasoline powered landfill equipment, to include on/off road rubber tired equipment and vehicles. Assists in troubleshooting, disassembling, repairing and reassembling components of all sizes and types involving the mechanical operation of the vehicles/equipment described above, to include preventative maintenance (i.e. oil and filter changes, lubrication).
ILLUSTRATIVE DUTIES
<ul><li>Assemble and set up machinery or equipment
</li><li>Inspect and diagnose problems to determine the proper course of action to correct them
</li><li>Maintain an inventory of spare parts associated to the Leachate Management System (LMS) and verify availability.
</li><li>Maintain and repair mechanical equipment, such as pumps, check valves, floats, level transducers, air compressors that are associated with the LMS.
</li><li>Maintain records of LMS maintenance activities.
</li><li>Monitor control panels to ensure proper operation of the LMS.
</li><li>Perform preventive and corrective maintenance, keep detailed records of maintenance activities
</li><li>Plan repair work. Use of blueprints or diagrams as necessary
</li><li>Review and record LMS data (i.e. flow, alarms, sump depths, load-out volume) on a daily basis to ensure proper function of the system.
</li><li>Use computer SCADA system for operation and troubleshooting of essential leachate management infrastructure.
</li><li>Work with various site contractors and consultants, as necessary.
</li></ul>Will often carry out many different tasks in a single day at any number of locations throughout the County Landfill area. May have to stand for long periods or lift heavy objects. May work in uncomfortably hot or cold or wet environments, in uncomfortable or cramped positions, or on ladders. The work involves a lot of walking, climbing, and reaching.

</li></ul>MINIMUM QUALIFICATIONS
<ul><li>Graduate of an accredited high school or possess an acceptable equivalency diploma.
</li><li>Must have three (3) years maintenance experience or equivalent vocational training
</li><li>Must have a valid driver&rsquo;s license and/or be able to secure a valid Florida driver&rsquo;s license at the time of employment.
</li></ul></div>PREFERRED QUALIFICATIONS
Associate&rsquo;s degree in environmental engineering technology or a related field. Programs in environmental engineering technology generally include courses in mathematics, chemistry, hazardous-waste management, and environmental assessment, among others.
