The governmentwide IT data reporting Product Owner Proxy / ScrumMaster acts as a proxy for the Customer's product owner. This role is essential for driving the Agile development process by prioritizing functional requirements and leading the development team throughout the Agile sprint cycle. Their role prioritizes functional requirements aligned with the OMB Circular A-11 policy cycle and leads Government-wide community meetings with technical vendors to ensure coordination, alignment, and clear communication of future plans for governmentwide IT data reporting.

Key Responsibilities</b></p><ul>
<li>
Serve as the Product Owner Proxy on behalf of the customer, ensuring that product vision, priorities, and requirements are clearly defined and communicated to the Agile development team.</li>
<li>Lead Agile ceremonies including sprint planning, daily stand-ups, sprint reviews, and retrospectives to maintain focus, collaboration, and progress toward delivery goals.</li>
<li>Translate OMB Circular A-11 policy requirements and data reporting needs into actionable user stories and acceptance criteria.</li>
<li>Collaborate with cross-agency stakeholders, technical vendors, and the customer to align development priorities with governmentwide IT data reporting objectives.</li>
<li>Manage and refine the product backlog to ensure alignment with mission goals, user needs, and evolving policy requirements.</li>
<li>Facilitate governmentwide community meetings to gather feedback, communicate product roadmaps, and ensure coordination across participating agencies.</li>
<li>Support the development team by removing impediments, clarifying requirements, and maintaining focus on high-value deliverables.</li>
<li>Oversee sprint progress, release planning, and delivery schedules to ensure transparency and accountability in development outcomes.</li>
<li>Develop and deliver reports, dashboards, and briefings to the customer and stakeholders to communicate progress, performance, and upcoming releases.</li>

Requirements</b></p><ul>
<li>
Bachelor&rsquo;s degree in Information Technology, Computer Science, Business, or a related field (Master&rsquo;s preferred).</li>
<li>7+ years of experience supporting Agile software development projects, including at least 3 years in a ScrumMaster or Product Owner role.</li>
<li>Strong understanding of Agile frameworks (Scrum, Kanban, or SAFe) and hands-on experience leading Agile teams.</li>
<li>Demonstrated ability to translate complex federal policy or reporting requirements&mdash;such as OMB Circular A-11&mdash;into functional product backlogs.</li>
<li>Proven experience collaborating with multiple federal agencies or interagency communities on enterprise IT systems or data initiatives.</li>
<li>Excellent facilitation, communication, and stakeholder engagement skills, with the ability to manage discussions across technical and policy audiences.</li>
<li>Experience working with data reporting, analytics platforms, or governmentwide transparency systems strongly preferred.</li>
<li>Certified ScrumMaster (CSM), SAFe Scrum Master (SSM), or Product Owner (CSPO/PSPO) certification required.</li>
