JOB TITLE: SENIOR ENGINEER - CIVIL</b></p><p><b>
KEY RESPONSIBILITIES:</b></p><ul><li> Works to a 90 day look ahead schedule and direct all field personnel and subcontractors to achieve completion of the project on schedule, with quality workmanship that conforms to plans and specifications.</li><li> Ensure all work is executed in compliance with Contract requirements, Petrofac Management System requirements and associated procedures and all relevant standards and national and international standards, as appropriate.</li><li> Contribute to the development of plans, schedules and estimates for individual work scope.</li><li> Ensure Go/NoGo checklist is signed off and enough Workfront is available prior to mobilisation of Subcontractor.</li><li> Verify the Subcontractor&rsquo;s execution plan at an early stage and approve only if it aligns with Petrofac deliverables (documents and materials). Challenge Subcontractor for a more efficient execution plan inline within schedule &amp; in line with safety and quality requirements.</li><li> Prepare and discuss with subcontractor in advance construction method, sequence of works for critical activities.</li><li> Initiate scoping sessions with subcontractors to plan activities (be aware of workface planning)</li><li> Contribute to construction schedule and 6-weeks look-ahead, understand the project plans and specifications, identify and solve problems, order materials and schedules inspections as necessary throughout the process.</li><li> Coordinate with Engineering &amp; PMT to ensure that planned activities are constraints free.</li><li> Review work procedures and method statements for earth works, concrete works, steel works, road works etc. and compliance with good work practices and the customers contract specializations.</li><li> Ensure subcontractors are working with latest issued documents and drawings. Review IFC documents and resolve discrepancies, raise technical queries for clarifications on IFC deliverables in coordination with field engineering team.</li><li> Implement standardized construction work processes, procedures, manuals and systems and create a system of control in each specific area.</li><li> Ensure adequate storage and preservation of equipment &amp; bulks before and after installation.</li><li> Understands the system&rsquo;s turnover plan and sequence and ensures that the work is performed accordingly.</li><li> Takes ownership of Build Right First Time (QinC) as nominated by CD/SM. Ensures that all inspection reports are accurate and that all attached documents are current status. Actively participate in Quality control inspection for all type of Concrete works, earth works, building architectural works, grouting works, underground services and structural steel works in line with approved ITPs.</li><li> Monitor implementation of PPC (daily progress monitoring). Daily progress report to be submitted to line manager.</li><li> Highlight to Construction Manager &amp; Subcontractor in advance on area of concern that might have an impact on project execution. Review daily/weekly job progress report and cost reports and issue to line management for ensuring progress and managing slippage in coordination with mechanical construction.</li><li> Coordinate with the Client / QC inspectors for the resolution of site problems.</li></ul>
Liaise with other disciplines in the execution of work.<ul><li> Assist the site subcontractors in the resolution of drawing interpretation.</li><li> The review of inspection test packages during the course of construction activities.</li><li> Monitor calibration status and condition of Inspection/Test and Measuring instruments.</li><li> Ensures closure of all RFIs and related inspection/test records (ITRs) immediately after successful completion of each inspection with minimum/no punchlist.</li><li> Monitor completion of system/sub system in his area based on previously forecasted ITRs.</li><li> Ensure that all punch items are closed on timely basis and assist in commissioning plan.</li><li> Attend subcontract/cost awareness sessions and understand the Responsibility matrices, BOQ &amp; preambles of subcontract. Shall provide assistance to subcontract teams on payment and invoice clearance in accordance with the BOQ and guide/manage sub-contractor change requests by complete assessment of works in the interest of the company within the framework of the subcontract.</li><li> Ensure quantity reporting is established and reported accurately.</li><li> Challenge every Site Instruction based on Ts and Cs and assess cost impact prior to approval. Be aware of contract Ts &amp; Cs of the subcontractor and scope of responsibilities.</li><li> Conduct a review of all Site Instructions &amp; Variation Orders (issued, approved, rejected) with Subcontracts Manager on a monthly basis. Keep evidences of changes requested.</li><li> Immediately report any cost affecting inspection results to discipline lead and also highlight to engineering. Ensure all design changes are captured by the change control process.</li><li> Coordinate with Subcontractor to timely closure of Non-conformances NCR, Corrective actions (CAR), Daily surveillance (DSR) and Quality Walkthrough, Construction Observation Form (COF) findings.</li><li> Ensure competency check of construction supervisor and subcontractors, ensure personnel are qualified and competent to perform allocated tasks, have valid certification, where required, for the techniques in use.</li><li> Prepare Inquiry Requisitions to subcontractors for Soil and Topographic investigation analysis reports</li><li> Identify factors such as soil strength, underground water tables and other civil works which may influence design of structure foundations. Review technical inquiry requests (Inquiry Requisitions) to vendors, participate in the technical evaluation of vendor bid offers. Participate in Technical Bid Evaluations (TBE), review vendor drawings and documents. Review design calculations and ensure vendor equipment specifications meet with client equipment specifications and are within budgeted costs.</li><li> Participate in the follow-up of subcontractor survey works, review and validate test results, identify deviations from original work scope requirements. Incorporate subcontractor investigative reports and Client Project Design Data to frame the Civil Design Basis.</li><li> Review topographic layouts, earthworks/excavation drawings, borehole&rsquo;s locations, fencing, paved roads and drainage, underground piping and foundations, architectural and conceptual building drawings, control room layouts, substation layouts, machinery shelters, service platforms, pipe racks, pump foundations, vessel and vessel platform foundations, columns and other civil/structural drawings.</li><li> Review sizing calculations, concrete design analysis, building design analysis, design of equipment foundation analysis, design analysis of steel structures, dynamic analysis, finite element and numerical analysis, roads and drainage, HVAC requirements, electrical system requirements, fire and detection systems, instrument systems, telecom systems, quantity estimations, and other technical requirements and specifications.</li></ul><p><b><br>
ESSENTIAL QUALIFICATIONS AND SKILLS:</b></p><ul><li> Maximum years of experience in Civil and Structural Engineering experience in direct hire construction with an international oil &amp; gas company and with subcontractors.</li><li> Degree in Civil Engineering or equivalent from an accredited college or university.</li><li> Experience working in the Commonwealth of Independent States (CIS/FSU), Middle East, and/or North Africa</li><li> Prior experience working with a diverse international workforce.</li><li> Good communications skills.</li><li> Familiar with International codes and standards (BS,ASTM.ACI etc.), concrete/asphalt mix designs, laboratory testing of concrete, asphalt, earth works and grouting</li><li> Must have working knowledge and interpretation skills of building sectional/reinforcement and structural steel drawings</li><li> He has knowledge and experience to solve civil, building, structural issues onsite and provide guidance to subcontractors.</li><li> Trained in lifting and scaffolding supervision (preferred).</li></ul></div><p></p>
