</b></p><p>Senior Finance &amp; Grants Officer is responsible for the day-to-day operations and overall performance of the Greater Cairo Field Office. The incumbent leads the finance and compliance functions in Aswan Field Office ensuring the soundness and the correctness of the financial transactions and ensuring that all transactions and procedures are Donor and institutional compliant, as well as leading the finance staff in Aswan Field Office.
</p><p>In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.<br>

</b></p><ul><li>Conduct financial due diligence for partner organizations, and capacity-building based on identified needs.
</li></ul><ul><li>Conduct initial review for potential sub-grantees' proposals and budgets, working closely with budget holders and the Field Manager and escalating to the Country Office Senior Finance &amp; Grants Officer for final review and submission.
</li></ul><ul><li>Monitor and review financial reports from sub-grantees, ensuring they align with planned budgets and compliance standards and coordinating with Project Managers to ensure they align with planned and completed activities.
</li></ul><ul><li>Conduct regular field visits to sub-grantees to verify financial reports and supporting documents and raise audit reports to the Field Manager and the CO Senior Finance &amp; Grants Officer.
</li></ul><ul><li>Develop reports highlighting key financial findings and work with partners to address them.
</li></ul><ul><li>Ensure partners&rsquo; payments are completed on time in coordination with budget holders, CO Senior Finance &amp; Grants Officer and partner focal points.
</li></ul><ul><li>Ensure partner assessment logbooks are updated as necessary and build partner capacities on donor regulations.
</li></ul><ul><li>Ensure partner expenses are registered on the financial system, and maintain partner balances on the system.

</li></ul><ul><li>Lead the finance team during sub-award launch and closeout processes, working closely with the budget holders.
</li></ul><ul><li>Develop and update partner-related budgets, monitor settlements, and report any issues to the CO Senior Finance &amp; Grants Officer, the budget holder and the Field Manager.
</li></ul><ul><li>Ensure that the finance team upload scheduled reports to the Awards Management System in a timely fashion.
</li></ul><ul><li>Ensure that the finance team continuously update partner and project financial records in the finance system.
</li></ul><ul><li>Prepare monthly reports to CO Senior Finance &amp; Grants Officer on the status of partner reports, documents and audit findings for partners and ensure that budget holders and the Field Manager are aware of any issues and engaged in resolving them.
</li></ul><p><b>Budget Management &amp; Donor Reporting
</b></p><ul><li>Ensure budgets are set up on the system and that monthly updates for new awards or revisions are uploaded.
</li></ul><ul><li>Support and advise budget holders and the Field Manager on the preparation of the Country Office Master Budget, budget phasing exercise and forecasting.
</li></ul><ul><li>Monitor Field Office award budget spending patterns for consistency with the forecast.
</li></ul><ul><li>Monitor and review interim and final financial reports in compliance with Save the Children International and donor requirements in coordination with Budget Holders and submit them to the Senior Budgeting &amp; Reporting Officer and the Project Manager for review.

The Salmon Recovery Funding Board (SRFB) is embedded within RCO and since 1999 has awarded salmon-related grants across seven salmon recovery regions and 25 lead entities using a bottom-up prioritization and funding approach termed the &ldquo;Washington Way.&rdquo; The Salmon Section staff support SRFB grants in salmon recovery, riparian, and Puget Sound focused programs.</div><div></div><div><br>
The Salmon Section staff at RCO also support other salmon and habitat focused grant programs (called &ldquo;office programs&rdquo;) partnering with state agencies, and nonprofit organizations. Those &ldquo;office programs&rdquo; include the Estuary and Salmon Restoration Program (ESRP), the Brian Abbot Fish Barrier Removal Board (BAFBRB), the Family Forest Fish Passage Program (FFFPP), and the Washington Coast Restoration and Resiliency Initiative (WCRRI). This passionate and dedicated 17-person team manages over 800 active projects, totaling nearly $500 million, and processes between 200-300 new applications per year.</div><div></div><div><b><br>
We are looking for:</b><br>
Someone that supports the mission of the agency by providing project level support for various grant programs that provide statewide funding for conservation, restoration, and salmon recovery projects. Interested candidates should have strong communication skills and be confident assisting a variety of people and organizations. Key components of this position include managing a portfolio of grant applications and funded projects, conducting workshops for prospective and successful project sponsors, reviewing and interpreting policy materials, conducting and documenting site visits, addressing compliance issues, and providing staff support to the various boards and committees. Successful candidates are able to juggle multiple project tasks, competing priorities and demands.</div><div><br>
Applicants should have interest in supporting healthy watersheds, restoring habitat, and salmon recovery. Familiarity with salmon and steelhead, and an understanding of habitat types from saltwater to the forested headwaters is ideal. POSITION SUMMARY</b><b>:</b></div><div>
The Liaison Officer for the Community Development Block Grant (CDBG), jointly with other Community Development support staff, is responsible for managing the City&rsquo;s Housing and Urban Development (HUD) Home Investment Partnership (HOME) and Emergency Solution Grant (ESG) programs.</div><div><b><br>
</b></div><div>Typical duties include but may not be limited to:</div><div><ul><li>
Oversee, monitor, and administer the City&rsquo;s Federal HOME and ESG programs, ensuring compliance with Federal guidelines</li><li>
Responsible for the direct supervision for all community development specialists and indirect supervision of the clerical staff, interns, and aides. This includes the Home Investment Partnership Program (HOME), the Community Development Block Grant program (CDBG), the Emergency Shelter Grant program (ESG) and HUD 108/BEDI projects</li><li>
Prepare and amend ESG and homelessness-related sections of the Consolidated Plan, Annual Action Plan and CAPER</li><li>
Direct the Community Development Department to follow the appropriate City of Reading Ordinances as well as those established through the Department of Housing and Urban Development (HUD)</li><li>
Maintain accurate records related to housing, economic development, job creation statistics, and personnel files</li><li>
Manages and coordinates the Community Development fleet of vehicles, including reservations, tracking vehicles&rsquo; physical locations, fuel cards and mileage</li><li>
Assist in administering all CDBG, HOME and ESG funded program activities as needed</li><li>
Coordinates and supports Community Development department special projects and duties as assigned</li><li>
Attends meetings with other City departments, or the public, on behalf of the Community Development department as assigned</li><li>
Facilitate the monitoring and coordinated partnership of RACP state grants and other State programs. Communicate with State officials and community partners</li><li>
