 The Emergency Services (ES) Primary Advocate is responsible for providing advocacy, support, and information to victims/survivors of domestic violence, sexual violence and/or human trafficking/sexual exploitation accessing Cornerstone&rsquo;s (CAS) 24/7 shelter/hotel, crisis line, and walk-in services. This advocacy position utilizes trauma-informed, survivor-centered, and culturally responsive practices to provide supportive wraparound services for participants. The services are inclusive of safety and goal planning, arrangements for Cornerstone&rsquo;s internal and community external services, and survivor-led advocacy with systems such as housing, social services, medical, immigration, and civil/criminal justice. The ES Primary Advocate works within a team setting to maintain a welcoming, safe, clean, accessible, and inclusive environment for the families and people we serve.
 
 
 Hours/Scheduling:
 
 This is a full-time position which requires flexible scheduling to support participants&rsquo; schedules and needs. Shifts may include evenings and weekends as assigned by the supervisor. This position includes an on-call rotating schedule to assist with after-hours staff support and direct service

 Maintains professional and confidential survivor-centered support, advocacy, information, and safety planning for victims/survivors (v/s) through phone, in-person, and walk-in services.

 Welcomes new participants into the shelter/hotel by processing new intakes, informing them of available services, and providing guidelines for shelter living.

 Provides wrap around services by assisting participants with accessing internal and

 resources inclusive of obtaining needed documents, basic needs, housing, transportation, medical, and interpreter services.

 Meets weekly with participants to complete informational interviews, goal planning, and advocacy requests. Briefly check-ins with the participant several days in the week to provide support, answer questions, and advocacy as needed.

 Participates in weekly wraparound meetings with other assigned advocates to keep others apprised of participants goals, requests, barriers, and other relevant information.

 Accompanies and supports participants when requested, in attending virtual, phone, or in-person meetings inclusive of housing, social services, and systems advocacy with other entities.

 Answers crisis line calls providing information, support, and referrals from v/s or concerned persons and systems personnel (medical, social services, law enforcement, etc.) seeking to assist v/s.

 Screens potential shelter/hotel participants requesting emergency safe housing options when bed space/hotel is available. Utilizes the DO process when CAS is unable to accommodate a v/s.

 Responds professionally to Law Enforcement Intervention contacts via email or over the phone and follows-up with the v/s within program guidelines.

 Assists current residents with basic living skills such as cleaning, meal preparations, and caring for children. And assists in cleaning, safety checks, and other tasks necessary to prepare apartment spaces during participant turnover.

SUMMARY:

The Humane Society of Sonoma County is seeking a customer service-oriented leader for our Santa Rosa Shelter Manager position. This role provides direct oversight of the Animal Care, Adoptions, and Admissions departments, ensuring exceptional care for animals and outstanding service for both internal and external customers. Working collaboratively with department leads, supervisors, and the Shelter Medicine Manager, the Shelter Manager is responsible for the daily operation of shelter programs, including animal intake, housing, adoption placement, and customer engagement. This position promotes high standards of animal welfare, operational excellence, staff development, and a positive experience for community members seeking services from the organization. 


This role works closely with the Shelter Behavior, Foster, Shelter Medicine, and Volunteer Programs. 


Admissions is responsible for the flow of animals into the shelter; fosters and maintains relationship with partner organizations, responds to pleas from other shelters and coordinates regular transfers, responds to and coordinates surrenders, and facilitates entry of stray animals into shelter. Occasionally communicates with approved partners for alternative placement options including trades, out of area transfers, or rescue placement. 


Animal Services and Customer Services Staff are responsible for cleaning and disinfecting all shelter animal housing, and creating a safe, clean, and welcoming environment for all animals, staff, and members of the public. They are responsible for providing daily care including meals, water, bedding, toys and enrichment items, and potty breaks. 


Customer Care Associates facilitate appropriate adoptions by understanding the needs of animals in the adoption program and matching them with prospective adopters; this includes preparing animals for adoption, interacting with customers, screening potential adopters, facilitating adoption meets, explaining organization philosophies, policies and procedures, providing general behavioral, medical and care information, and preparing necessary paperwork. In addition to adoptions, a portion of their time is spent handling other front desk duties such as intake of stray animals, animal surrenders, transfers, assistance with lost pets, processing occasional cremation requests, and gratefully accepting donations. The Adoption Program works closely with the Behavior &amp; Training Program, Shelter Medicine, Foster Program, and volunteers. 


The Santa Rosa Shelter Manger communicates with other programs within Shelter Ops to keep up to date on capacity for care and collaborates with the Admissions team to keep an appropriate flow of animals based on available space and resources. Assists the intake team with performing intake exams on animals as they enter the shelter if needed; communicates medical and behavioral information to relevant staff members. Creates and updates records. 


Key Responsibilities: 


ANIMAL WELFARE &amp; SHELTER OPERATIONS:

Practices and guides all staff in humane treatment and safe handling of animals.</li><li>
Ensures the highest level of care for all animals, including safe and humane restraint, daily care, exercise, and kennel operations as needed.</li><li>
Oversees daily routines and care of all animals housed at the Santa Rosa location to ensure care meets HSSC standards.</li><li>
Monitors available space, current population and capacity for care, coordinating with the shelter behavior team, shelter medicine, animal care, and adoptions to ensure an appropriate population of adoptable animals.</li><li>
Works to ensure the shortest length of stay for in-house animals by monitoring pathways and moving the animals to the next steps as efficiently as possible.</li><li>
Oversight and management of animal inventory at the Santa Rosa campus including transfers to other campuses or approved adoption partners.</li><li>
Works with Admissions Coordinator to create and foster relationships with partners organizations.</li><li>
Ensures a clean, safe, and welcoming environment for the public, staff, volunteers, and animals.</li><li>
Maintains and updates policies, procedures, and SOPs to ensure compliance with industry standards and ASV Guidelines.</li><li>
Performs minor medical tasks as needed, including physical examinations, vaccinations, microchip implantation, deworming, and blood collection at intake.</li><li>
Provides input on animal pathway decisions and may participate in humane euthanasia review and recommendation processes.</li></ul> 


STAFF LEADERSHIP &amp; DEVELOPMENT:

Directly supervises Admissions, Animal Care and Customer Care staff, including supervisors and leads; responsible for hiring recommendations, onboarding, training, performance management, and disciplinary actions.</li><li>
Oversees animal and customer care volunteers, including onboarding, training, coaching, and scheduling.</li><li>
Oversees the schedules of Animal Services Supervisors and admissions staff; supports supervisors in creating appropriate schedules for Adoptions and Animal Care staff to ensure appropriate coverage for shelter operations.</li><li>
Collaborates with the Shelter Behavior Manager and other teams to provide training, continuing education, and skill development opportunities.</li><li>
Supports staff in setting and achieving professional development and career goals.</li><li>
Conducts and facilitates regular team meetings and serves as a liaison with other department leaders.</li><li>
Participates in operations and leadership meetings, contributing to agenda development and facilitation.</li></ul> 


PROGRAM ADMINISTRATION &amp; RESOURCE MANAGEMENT:

Collects, tracks, and analyzes program data to measure impact, identify growth opportunities, and improve outcomes.</li><li>
Maintains accurate and current records in the ShelterBuddy database.</li><li>
Participates in development of the Animal Services and Admissions annual budget.</li><li>
Monitors and manages expenses within approved budget guidelines.</li><li>
Oversees purchasing, inventory management, and allocation of animal services supplies and resources.</li></ul> 


CUSTOMER SERVICE &amp; COMMUNITY ENGAGEMENT:
<ul><li>
Ensures staff provide accurate information and maintain professional interactions with the public.</li><li>
Assists in resolving escalated customer concerns related to admissions, adoptions, and animal care programs.</li><li>
Communicates professionally and effectively with staff, management, volunteers, and the public, including during sensitive or emotionally charged situations.</li><li>
Represents HSSC at community events, industry conferences, and public engagements.</li><li>
Participates in fundraising and outreach events, including Wags, Whiskers and Wine and other organizational initiatives.</li><li>
Encourages and identifies compelling adoption and animal care stories for marketing and development efforts to support fundraising and community awareness.</li></ul> 


STRATEGIC AND ORGANIZATIONAL SUPPORT:
<ul><li>
This position is a member of the leadership and will be expected to attend and participate in leadership and operations meetings.</li><li>
Contributes shelter metrics for grants, fundraising and data collection purposes.</li><li>
Expected to contribute and participate in public events on occasion (i.e. gala fundraiser, offsite and onsite adoption events)</li><li>
This position will be asked to provide anecdotal stories, photos, and data of cases and animals to the development team for marketing purposes.</li></ul> 


Supervision: Reports to the Director of Shelter Operations. 


Supervises: Directly oversees and supervises Santa Rosa Admissions and Animal Services (Animal &amp; Customer Care) staff and volunteers. 


MINIMUM QUALIFICATIONS:

Equivalent of three (3) years of full-time progressive responsibilities or any equivalent combination of education and experience working with animals in shelter, kennel, or veterinary setting.</li><li>
Minimum of one year experience working in an animal shelter required; preferably a shelter with municipal contracts.</li><li>
Minimum one year experience as a manager or supervisor required.</li></ul> 


KNOWLEDGE, SKILLS, AND ABILITIES:

Advanced training and/or instruction in field of animal care preferred.</li><li>
Must possess excellent skills in conflict resolution, coaching, and counseling.</li><li>

PHYSICAL REQUIREMENTS: 
This position requires extended periods of standing, walking, bending, and lifting up to 50 lbs. Must be able to handle animals of varying sizes and temperaments, and work in a variety of settings including clinical and shelter environments. Allergic conditions, which would be aggravated when handling or working with animals, may result in disqualification. WORK ENVIRONMENT: 
Will work within a standard office environment, as well as indoor/outdoor kennel areas with exposure to environmental conditions that include working near and caring for animals. The employee is generally working in a shelter environment and will be exposed to moderately loud noise levels (such as barking dogs, ringing phones), cleaning agents, bites, scratches, and animal waste. There is potential for exposure to parasites and infectious diseases that can be carried and transmitted by animals. Responsibilities:

The Foster Care Case Manager works under the supervision of the Program Manager. They are responsible for the delivery of case management services, individual and family counseling and training and supervision of foster families. The Foster Care Case Manager assists the Program Manager in developing individual treatment plans for troubled children and their families. They maintain weekly contact with the foster families, children, and bio-families and monitors the progress of the child and family throughout the placement. They assist with training, home studies, and evaluation of foster parents. The Foster Care Case Manager uses standardized tools to measure social and emotional progress and outcomes and prepares written treatment plans and progress reports.
PERSONAL WORK RELATIONSHIP: The Foster Care Case Manager makes decisions regarding the placement and treatment of neglected, abused, disturbed, and medically complex children. He or she will have good verbal and writing skills. They will be capable of working with children, parents, foster parents, client agencies and the courts. The Foster Care Case Manager will be creative, pragmatic, assertive, and know when to act independently and when to seek the advice of others.
EXAMPLES OF DUTIES. The position includes, but is not limited to, the following:

Places children in state licensed or state certified foster homes.</li><li>

Provides direct case management services to individuals and families who are homeless or at risk of becoming homeless, focusing on helping them achieve housing stability. Uses Family Development and Housing First models of case management that is client driven, solution focused and facilitates change and movement toward self-sufficiency. Specific duties may include, but are not limited to home visits, intakes, the tracking of services, and assisting in program development. 


WORK SCHEDULE:

Monday through Friday: 9 hour shifts Mon-Thu, 4 hours on Friday. 


ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

Provides homeless housing related case management services using the Family Development Model to families participating in homeless housing programs.</li><li>
Conducts intakes and assessments.</li><li>
Assists in program development work and advocacy and education to community partners.</li><li>
Maintains confidential case notes on each individual or family client in a timely manner.</li><li>
Develops and maintains cooperative working relationship with other agencies and service providers.</li><li>
Serves as link between client and resources.</li><li>
Provides reporting and tracking information for data management systems.</li><li>
Determines client eligibility for homeless housing services.</li><li>
Ensures that all federal, state, agency and/or funder guidelines are met.</li></ul> 


OUR IDEAL CANDIDATE WILL HAVE:
<ul><li>
Minimum four-year degree and six months relevant experience; or year for year relevant experience in place of degree.</li><li>
Case management experience in social service employment setting, and a working knowledge of issues and resources in relation to housing services for low-income families preferred.</li><li>
Experience working with persons living with mental illness, experiencing chronic homelessness and/or experiencing Domestic Violence and its long term affects</li><li>
Knowledge of the disease of Chemical Dependency and its signs and symptoms.</li><li>
Experience with crisis prevention and intervention and crisis management; including resolution and recovery.</li><li>
Valid Washington State driver&rsquo;s license and five-year driving history within Opportunity</li><li>
If hiring for a bilingual position. Must be able to speak, read, and write with proficiency and fluency in the required language.</li></ul>

Overview The Rapid Rehousing Case Manager provides comprehensive, trauma-informed case management and support services to individuals experiencing homelessness. This role focuses on helping participants find and secure housing through Rapid Rehousing to achieve long-term housing stability and self-sufficiency. Objective

Qualifications<ul><li>

Responsibilities<ul><li>
Engage in street outreach to consumers who have histories of homelessness, mental illness, substance abuse, unemployment, incomplete educations, lack of employment skills and are disengaged from services.</li><li>
Must be comfortable providing a full range of case management services to individuals in the community, i.e. in soup kitchens, shelters and on the streets.</li><li>
Must team with and support all other outreach case managers and shelter case managers as appropriate.</li><li>
Attend all required network and staff meetings; meet with Middlesex and Transitional Programs Manager for regular supervision; review caseload on a weekly basis; complete required monthly, weekly and daily charting and movement reports.</li><li>
Position will be required to collaborate with the CAN Entry and Exit process in Middlesex region.</li><li>
Must be able to work one evening a week at the local Warming Center during winter season after 9PM.</li><li>
Complete all required documentation accurately and in timely fashion.</li><li>
Enter all required client data completely, accurately and timely into Case Worthy computer program.</li><li>
