<p>Basic Function</p><p>This incumbent will work as a general laborer at the Transfer Sites, Recycling/Household Hazardous Waste Facility, and around the Solid Waste Facility as required, working individually or providing assistance to other staff. The City of St. Cloud is seeking a qualified and customer-focused <b>Solid Waste Billing Specialist</b> to support the operations of the Solid Waste Division. This position is responsible for managing the complete billing and revenue cycle for Solid Waste services, including account maintenance, billing adjustments, payment processing, and responding to customer inquiries.</p><p>
The Solid Waste Billing Specialist performs extensive customer service while ensuring accurate billing records, resolving account discrepancies, and supporting efficient revenue management for the division. This position works closely with internal departments and residents to ensure timely and accurate service billing.</p><p>
The ideal candidate demonstrates strong attention to detail, effective communication skills, and the ability to manage multiple tasks while providing professional service to the community.</p><p>

Responsible for Solid Waste billing and coding guidelines, and properly applies refunds and fee waivers as applicable.</li><li>
Provide regulatory reports and statistics as requested by their supervisors.</li><li>
Explains billing methodologies, rates, and fees to customers while resolving concerns or outstanding debt.</li><li>
Provides customer service related to Solid Waste and Scale house billing operations including initiating, processing and closing accounts; processing deposits; making payment arrangements; updating account notes; resolving billing issues; processing adjustments.</li><li>
Processes refunds, account receivables and itemized billing requests.</li><li>
In addition to regularly scheduled hours, this position maybe be offered unscheduled overtime.</li><li>
Performs any and all other duties as assigned or directed.</li></ul></div><p></p>

Bilingual in Spanish preferred (ability to read, write, and speak)</li><li>
Proficient in Microsoft Office to include tables, charts, graphs, PowerPoint, 10-key, and a minimum typing speed of 45 words per minute.</li><li>
Must possess and maintain a valid State of Florida Driver&rsquo;s License with an acceptable driving record history.</li><li>
