Substance Abuse Counselor

*This is a Full-Time Temporary Contract Position (Extension of Contract Term Subject to Funding Availability)Position Summary:The position works under the supervision of the designated Supervisor or Manager, and carries out direct therapeutic interaction with clients, in accordance with the Department&rsquo;s Substance Use Disorder Assessment-Fast (SUDA-Fast) program. The position is primarily responsible for conducting substance use assessments for pretrial defendants at the Oahu Community Correctional Center (OCCC) and the Women&rsquo;s Community Correctional Center (WCCC) as an augmentation to the services provided by the Department of Health and/or its Hawai&#703;i Cares contracted provider. Follow-up services include matching the level of care with appropriate community programs, and facilitating the client&rsquo;s release into the appropriate program. The position protects the confidentiality of clients and client records in accordance with all applicable federal regulations.Duties:I. Essential Functions (85%)1. Serve as SUDA-Fast&rsquo;s primary substance use assessor for each client referred to his/her caseload.2. Coordinates with the Department of Public Safety for case assessment referrals, and referrals for treatment.3. Drives to and from OCCC and WCCC to conduct substance abuse assessments.4. Conducts and prepares substance use assessments of clients by utilizing a bio-psycho-social screening instrument to determine a client&rsquo;s need for treatment and level of motivation, and makes recommendations for the appropriate level of care.5. Coordinates with the Department of Health and/or Hawai&#703;i Cares to facilitate approval of care and placement into treatment, and with the treatment programs to schedule a proposed release date from OCCC.6. Communicate with the Department of Public Safety, defense attorneys and deputy prosecuting attorneys to effect activities for SUDA-Fast pretrial releases.7. Maintains client records in accordance with the Department&rsquo;s policies and procedures, and in compliance with all state and federal laws.8. Perform statistical reporting tasks as required, and collaborate with the Department&rsquo;s grant planners.II. Other Functions (15%)1. Participate in SUDA-Fast or other related meetings as required.2. Perform other related duties as assigned.Qualification Requirements:1. Certification as a Substance Abuse Counselor (CSAC) by Hawai&#703;i&rsquo;s Department of Health.2. Eligible for certification in CPR and First Aid.3. Location: Gateway Foundation Residential Substance Abuse Treatment Facility<ul><li>
1080 E Park St, Carbondale, IL 62901</li></ul> 
Schedule: Full-time; Tuesday - Saturday, or Sunday - Thursday (2 of the days will be evening shifts) 
Residential Substance Abuse Counselors are responsible for:<ul><li>
Preparing and facilitating group counseling sessions, educational programs, and lectures to assist clients in meeting therapeutic goals</li><li>
Conducting individual counseling to provide crises intervention, support &amp; guidance, and address client behaviors and personal problems</li><li>
Documenting clients&rsquo; progress and responses to treatment</li><li>
Maintaining client records; ensuring records are complete, accurate, and up to date</li><li>
Monitoring clients in medication self-administration</li><li>
Ensuring client safety and well-being</li><li>
Monitoring client behavior during social, recreational, or daily activities</li><li>
Enforcing house rules</li><li>
Scheduling, coordinating and transporting clients to appointments and maintaining the vehicle</li><li>
Collecting urine samples and administering breathalyzer</li><li>
Other duties as assigned</li></ul>
Job Requirements:<ul><li>
High school diploma or equivalency required</li><li>
Minimum 6 months of previous experience in substance abuse or mental health counseling required</li><li>
Related work experience with a program specific population (adolescent/adult) in a residential treatment setting required</li></ul>
Physical Requirements:<ul><li>
Ability to walk and move about the facilities for up to two hours at a time, to monitor and interact with clients.</li><li>
Ability to speak with others in order to exchange information and provide counseling.</li><li>
Ability to record, proofread and check documents and files for accuracy on a regular basis.</li><li>
Ability to use a keyboard and video display terminal to receive, retrieve, and/or audit information and data on a regular basis.</li><li>
Ability to respond to telephones, and to hear and detect alarms and unusual noises.</li><li>
Ability to drive an automobile or van; remain alert to traffic conditions, and to identify and comply with traffic signals and signs</li></ul> 
Compensation (based on experience)<ul><li>
$19.23 - $24.47 per hour</li><li>
