Completes and forwards timely progress reports, to the Vectrus Subcontract Administrator, Quality, and Supply and Services Manager</li><li>
Certifies the Subcontractor's invoices for payment, including any credit due Vectrus. This includes the authority to request the Subcontractor to make corrections and/or submit new invoices when clerical or other errors are detected</li><li>
Keeps detailed records of the Subcontractor's performance, and if it is not satisfactory or if problems are anticipated, notifies the, Vectrus Subcontract Administrator, Quality, and Supply and Services Manager in writing, as to the cause and recommends a course of action from a technical standpoint. Immediate notification is essential to assure that timely and appropriate action is taken to protect Vectrus rights under the Subcontract.</li><li>
Provides copies of all correspondence between the Subcontract Technical Monitor and the Subcontractor relating to contract issues to the Vectrus Subcontract Administrator, Quality, and Supply and Services Manager.</li><li>
Prepares memoranda for the record covering all meetings/discussions between the Subcontract Technical Monitor and the Subcontractor and forwards copies to the Vectrus Subcontract Administrator, Quality, and Supply and Services Manager. It is critically important to keep them informed of the context of all communications with the Subcontractor to prevent misunderstandings or situations that could affect the contract terms or conditions and become the basis of future claims against Vectrus.</li><li>
Advises the Subcontractor that in the event the Subcontractor desires to propose a change, he or she should submit the request in writing to the Vectrus Subcontract Administrator, Quality, and Supply and Services Manager and specifically identify the effect that the proposed change(s) will have on the terms of the contract (technically and/or monetarily).</li><li>
Assures that changes in work under the contract are not implemented before written authorization or a contract modification is issued by the Vectrus Subcontract Administrator. Costs for work performed may not be allowed if not authorized under the contract. No change or commitment should be directed without prior written authorization by the Vectrus Subcontract Administrator.</li><li>
Makes site visits daily, to check the Subcontractor performance to include:<ul><li>
Actual performance versus scheduled and reported performance. The Vectrus Subcontract Administrator, Quality, and Supply and Services Manager should be informed of any adverse conditions noted;</li><li>
Changes in technical performance which may affect the Subcontractor's financial status, create personnel or labor difficulties, overextend facilities, etc.;</li><li>
Verification that the employees charged to the subcontract are performing work under the subcontract;</li><li>
Verification that all Government Furnished Property (GFP) is being used strictly for the subcontract and that proper safeguards are in place to protect all GFP from theft or damage.</li></ul></li><li>
Monitors and evaluates work performance of the employees to ensure they are in compliance with the Statement of Work (SOW) and all regulations pertaining to their assigned duties.</li><li>
Ensures that Subcontractor is always in compliance with established Quality, Environmental Health and Safety Policies and Regulations.</li><li>
Performs other duties and assignments as required.</li></ul>
Qualifications:
<ul><li>Education &amp; Experience:<ul><li>
High school diploma or equivalent</li><li>
Minimum of 3 years specialized experience in Military Contracting, must have served in a position of increased responsibility encompassing contract performance and supervisory experience. (Quality Assurance or Subcontract Administration experience is a Plus)</li></ul></li><li>
Skills:<ul><li>
Must have working knowledge of Base Life Support Operations</li><li>
Must have working knowledge of Performance Work Statements and Statements of Work</li><li>
Must have working knowledge of Subcontractor Management Processes</li><li>
Knowledge of Safety Data Sheets (SDS) and storage requirements to meet compatibility of products based on hazard class is required.</li><li>
Leadership and management skills, including a professional demeanor, are required.</li><li>
Strong interpersonal skills are required.</li><li>
Ability to exercise discretion and good judgement is required.</li><li>
Ability to prioritized responsibilities to handle a demanding workload is required.</li><li>
Attention to detail with a high degree of accuracy is required.</li><li>
Advance ability to communicate in English, both verbally and in written form is required.</li><li>
High-level organizational and planning skills, so that workflow is managed and accurate is required.</li><li>
Basic proficiency in Word, Excel, and Outlook and ALL Microsoft applications is required.</li></ul></li><li>
Clearance &amp; License:<ul><li>
A valid driver&rsquo;s license and the ability to obtain a U.S. Government Motor Vehicle Operator&rsquo;s License and Kuwait Driver&rsquo;s License are required.</li><li>
Must be able to maintain USG Network access &amp; CAC card privilege(s).</li></ul></li><li>
Physical Activities:<ul><li>
Must be physically capable of lifting 40 pounds a vertical distance of four feet and carrying this weight a horizontal distance of 25 feet.</li><li>
May be required to work an uncommon schedule including nights, weekends and holidays.</li><li>
Must be able to work extended hours and evenings, as mission requires.</li><li>
Must have professional appearance</li><li>
Required to observe all safety, security, fire, environmental, and health requirements.</li><li>
Working with or in areas where a potential could exist for exposure to physical, chemical or biological agents.</li><li>

Working Environment:<ul><li>
Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, dusty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months).
