The Opportunity</div><div>
WSDOT is currently seeking a Procurement and Supply Specialist (PSS) 3 to join the Southwest Region (SWR) Maintenance Organization Stores. SWR Stores provide services and equipment necessary for highway construction, maintenance and operations throughout the SWR. They oversee purchasing and inventory for the Southwest Region Stores under the supervision of the PSS4. This position oversees Minor Capitol, stockpiles, supports Washington Electronic Business Solutions (WEBS) procurement processes, and monitors region-wide inventory to ensure efficient, accountable use of state funds and compliance with state laws and agency requirements. This role is critical in ensuring timely delivery of goods and services to internal and external stakeholders. This position also acts on behalf of the PSS4 as needed.</div><div></div><div> 
What to Expect</div><div>
Among the varied range of responsibilities held within this role, the PSS3 will:</div><ul><li>
Coordinate the purchasing activities for the Southwest Region, including procurement, placement, receipt, storage, inventory, issues, payment, asset management and the transfer of supplies and equipment.</li><li>
Generate, publish, track, and award solicitations in the Washingtonian Electronic Business Solution (WEBS) maintaining fiscal and ethical responsibility.</li><li>
Advise SWR staff on best practices for inventory management and fiscally responsible procurement; train SWR staff in WSDOT purchasing policies and Washington State regulation for public procurement and report to PSS4 and area superintendents.</li><li>
Execute annual Minor CAP, Stockpile, and Stores inventory counts, processing all necessary accountability documents, including crime loss and surplus disposal reports.</li><li>
Lead the Stores team to maintain the consumable inventory system utilizing the WSDOT Purchasing and Order System, Consumable Inventory System, Data Mart and financial documentation.</li><li>
Converse with vendors and freight carriers to investigate and resolve discrepancies related to invoicing, delivery shortfalls, and vendor performance issues.</li><li>
Lead the daily operations of the Purchasing Office staff, overseeing the entire supply chain cycle, including the receipt of supply requests, procurement of equipment, materials, and services, inventory stocking, annual inventory counts, and processing of all related payments.</li></ul><div></div><div>

 The Naval MRO Logistics and Supply Chain Specialist plays a central role in ensuring that naval vessels remain fully supported, available, and mission ready. This person manages the flow of parts, materials, tools, technical documentation, and services required to keep ships operational&mdash;across both scheduled maintenance cycles and urgent defect rectifications.
 
 
 Initially tasked with finalizing project details prior to contract commencement, you will transition to the operations department, working closely with engineering, maintenance planners, OEMs, shipyards, naval operators, and the MRO programme team to ensure that the right items reach the right place at the right time, and that the supply chain operates smoothly, compliantly, and cost-effectively.

 Job Summary
 
 
 
 The Staff Supply Chain Specialist will be responsible for the acquisition of materials, equipment, and services focusing on contract negotiations and material cost reductions. They will manage the supplier/contractor qualification and selection process by interfacing directly with internal customer(s). The Staff Supply Chain Specialist will also be accountable for preparing and issuing Request for Proposals (RFPs) and other sourcing events, contracts/purchase orders management and responsible for the contract utilization recommendations to customers.
 
 
 The Staff Supply Chain Specialist will work in our Houston Corporate office and may work two (2) days a week remotely, as business needs allow.
 
 
 
 Responsibilities
 
 
 
 <ul>
 <li>
 Assesses customer needs, provides technical procurement expertise to customers in the acquisition process, receipt of goods and any other related issues
 </li>
 <li>
 Prepare and manage Request for Proposals/Quotations; conduct bid analysis, facilitate technical and commercial clarifications and make award recommendations
 </li>
 <li>
 Lead negotiations with Supplier/Contractors including developing and executing cost reduction and cost avoidance strategies and initiatives
 </li>
 <li>
 Responsible for sourcing major materials for Operations capital maintenance, value added, O&amp;M and E&amp;P projects
 </li>
 <li>
 Develop and assist with contract start-up functions involving appropriate department managers and provide further recommendations
 </li>
 <li>
 Participate and lead product standardization processes
 </li>
 <li>
 Responsible for assessing emerging opportunities within the supply community
 </li>
 <li>
 Evaluate contractual relationships, including identifying savings realized and new potential opportunities
 </li>
 <li>
 Review and provide recommendations on sole source justification
 </li>
 <li>
 Monitor, assess and adjust sourcing strategies based on supplier and market intelligence
 </li>
 <li>
 Ensure current and continued compliance with all regulatory requirements, policies, and procedures both internally and externally to the Institution
 </li>
 <li>
 Independently plans actions to ensure customer requirements are achieved
 </li>
 <li>
 Develops clear and concise contractual documentation
 </li>
 <li>
 Advises users on simple processes and resolves problems such as those relating to routine contracts or medium risk contracts

 Qualifications/Requirements

 High school diploma or equivalent
 </li>

 Minimum 15 years&rsquo; experience in supply chain overseeing contracts, negotiations, and material costs

 Strong SAP experience
 </li>
 <li>
 Strong Microsoft Suite skills

 The individual is required to follow all applicable safety precautions. Work is performed almost entirely in a controlled (i.e., inside) environment and does not typically subject the incumbent to any hazardous/extreme elements; some positions may require regularly moving or transporting items weighing up to 25 lbs. around the office for various needs.
