The position is responsible for management and oversight of several functional areas of the Maintenance and Traffic Department. These functional areas include: the Department's Operating Budget, components of the Department Capital Budget, Roadway's Computerized Information System, Tollway Contract Towing and Motorist Towing. Through this position all Maintenance and Traffic Department Budget and Procurement information, as well as Roadway data and information is maintained at the highest level.</p></div><p></p>

<p></p><div><p>This position reports to the Chief of Maintenance &amp; Traffic, as does the Deputy Chief of Roadway Maintenance, Deputy Chief of Traffic &amp; Incident Maintenance, and Executive Secretary. This position has one Maintenance Management Systems Analyst direct report. This position also oversees the daily purchasing activities by the fourteen (14) Maintenance Section Clerks.</p><p>
This position will require proactive management of Roadway's information systems, including Cartegraph, Shopping Carts, and Inventory.. This position constantly monitors the Department&rsquo;s budget status, reporting and advising Deputy Chiefs of Maintenance &amp; Traffic and Department heads of their budget status. This role will also work closely with the Procurement Department to ensure Roadway Maintenance and Traffic &amp; Incident Management contracts are properly managed.</p><p>
This position must maintain a positive line of communication within the Tollway with all Department Managers, Procurement staff, Finance Budget Staff, and the Maintenance Site Staff. Key contacts outside of the Tollway would include Contract Vendors.</p><p>
The position works closely with Procurement Buyers and Central Warehouse staff. Internal contacts include Department Chief and Deputy Chiefs, Accounts Payable, Office of Budget, Sign Shop, Traffic Center, ITS, Dispatch, Roadway Electric, Roadway Manager, and Maintenance Site Managers.</p><p><b>
Position Responsibilities</b></p><p>
1. Development and Management of the Maintenance and Traffic Department budget with the assistance of the individual Unit Managers. This includes working closely with the Finance Department&rsquo;s Budget Division on:</p><p>
a) Coordinate the preparation of the Budget for all Maintenance &amp; Traffic Department cost centers.</p><p>
b) Preparation of Budget Reports and act as liaison with the Budget Division.</p><p>
c) Assemble and provide priority levels for requests for tools and equipment.</p><p>
d) Provide monthly analysis of Budget expenditures.</p><p>
e) Determine budget recommendations and coordinate changes and corrections with all Department Deputy Chiefs, Unit Managers and the Budget Division.</p><p>
2. This position is accountable for the ongoing performance and maintenance of all computerized Systems including Cartegraph and SAP; the main objective is to manage and update this system and its subsystems to comply with current technology. Identifying and developing enhancements based on the needs of Roadway maintenance while implementing these enhancements is also a primary focus. This role will also assist Field Supervisory and Clerical Support staff on all system inputs and correcting any system errors.</p><p>
3. Oversight and direct participation with Department procurements and contract monitoring. This includes tracking contract status and entering shopping cart requests for operational needs.</p><p>
4. Development of detailed computerized reports using spreadsheets and word documents. These reports consist of simple to complex analysis of Roadway Maintenance, Traffic Operations, and Incident Management.</p><p>
5. In a timely manner, oversee all Roadway Maintenance, Traffic Operations, and Maintenance Garage Section Clerk shopping carts, ensuring accuracy through receipt follow-up for items to be removed from the system.</p><p>
6. Assist IT Asset, Warehouse Asset, and Inventory staff to ensure all equipment is assigned to their designated area and accounted for.</p><p>
7. Collaborates with the Chief Engineer, Chief and Deputy Chiefs of Maintenance and Traffic, Incident Management, and Roadway Management to provide documentation and information needed for Pre-Ops and Board Meetings.</p><p>

Senior System Engineer (Railway System Integration Manager)

<div><p>SMX is seeking an <b>Information System Security Manger (ISSM &ndash; SIGINT) </b>who will be tasked with managing and maintaining the security posture of SIGINT systems in accordance with the standards established by the National Security Agency (NSA), Department of Defense (DoD), and Intelligence Community (IC). This role involves continuous monitoring, management of security controls, validation of risk management documentation, and ensuring the prompt resolution of Plan of Action &amp; Milestones (POA&amp;M) items. The ISSM&ndash;SIGINT collaborates closely with stakeholders to ensure system compliance, supports incident reporting and response efforts, and offers guidance to other ISSOs on policies and procedures. This senior position demands technical expertise, leadership skills, and a comprehensive understanding of NSA security frameworks, processes, and tools.</p>

Essential Duties &amp; Responsibilities</b></p>
<p>
Continuous Monitoring and System Management</p>
<ul>
<li>Implement ongoing monitoring activities to ensure adherence to NSA standards and timelines (120-100 days of ATD).</li>
<li>Validate and refresh self-test security controls, diagrams, hardware and software inventories, and security scans in CyborgBunny.</li>
<li>Ensure that RMF documents (e.g., Incident Response, Contingency, Configuration, and Disaster Recovery Plans) are updated every 12 to 18 months.</li>
<li>Monitor and review User Activity Monitoring (UAM) activities through SEAR, ensuring that System Security Plans (SSPs) and CONOPS are updated annually.</li>
<li>Address discrepancies in the IGGY system and prepare readiness reports for review by the DAO.</li>
</ul>
<p>POA&amp;M and Vulnerability Management</p>
<ul>
<li>Track, update, and resolve POA&amp;Ms to ensure compliance with NSA and IC policies.</li>
<li>Manage extension requests for expiring POA&amp;Ms and systems requiring DAO decisions.</li>
<li>Collaborate with ISSOs to confirm that expired POA&amp;Ms are either resolved or extended, with DAO approval.</li>
</ul>
<p>Incident Response and Alert Management</p>
<ul>
<li>Respond to Computer Security Incident Reports (CSIRs) through FREEZFRAME or email within three business days and follow up weekly while escalating any unresolved cases.</li>
<li>Review alerts in LATTEART and collaborate with ISSOs to address system health scores in accordance with NSA requirements.</li>

<p>System Approvals and Decommissioning</p>
<ul>
<li>Review and approve IAVA POA&amp;M items, Staffing Processing Forms (SPFs), CIVET tickets, and DTA ticket requests for systems lacking an O-ISSM.</li>
<li>Manage decommission requests in XACTA and ensure that extensions are thoroughly documented.</li>

<p>Policy Guidance and Collaboration</p>
<ul>
<li>Offer guidance to ISSOs regarding policy, procedures, and updates to NSA standards.</li>
<li>Assist system owners and ISSOs in maintaining compliance with mandatory training, iAgree forms, and other security requirements.</li>

<p>Stakeholder Communication and Reporting</p>

<li>PhD in Science, Technology, Engineering, or Mathematics (STEM) with over 15 years of experience in cybersecurity; a Master's degree in STEM with over 18 years of cybersecurity experience; or a Bachelor's degree in STEM with at least 20 years of experience in cybersecurity.</li>
