 Role Overview:
 
 
 We are seeking an experienced Human Resources Director to lead the HR function for a growing construction business based in Dubai. This role will focus heavily on talent acquisition, workforce planning, compensation and benefits strategy, and building scalable HR frameworks to support project-based operations across the UAE and wider region.
 
 
 The HR Director will act as a strategic partner to executive leadership, ensuring the organisation attracts, develops, and retains top-tier talent while maintaining compliance with UAE labour laws and industry regulations.
 
 
 
 
 
 Key Responsibilities
 
 
 1. Talent Acquisition &amp; Workforce Planning
 
 <ul>
 <li>
 Develop and implement a comprehensive talent acquisition strategy aligned with business growth and project pipeline demands.
 </li>
 <li>
 Lead high-volume recruitment across technical, engineering, project management, and corporate functions.
 </li>
 <li>
 Build strong talent pipelines for critical construction roles (e.g., project directors, engineers, quantity surveyors, site managers).
 </li>
 <li>
 Establish employer branding initiatives to position the company as an employer of choice within the construction sector.
 </li>
 <li>
 Oversee recruitment partners, agencies, and international hiring campaigns where required.
 </li>
 <li>
 Implement workforce planning models to ensure manpower forecasting aligns with project timelines.
 </li>
 </ul>
 
 2. Compensation &amp; Benefits
 
 <ul>
 <li>
 Design and implement competitive compensation and benefits frameworks aligned with market benchmarks in the UAE construction industry.
 </li>
 <li>
 Lead salary benchmarking exercises and ensure internal equity across roles and geographies.
 </li>
 <li>
 Develop incentive schemes linked to project performance and business outcomes.
 </li>
 <li>
 Oversee benefits administration including health insurance, allowances, bonuses, and expatriate packages.
 </li>
 <li>
 Ensure compliance with WPS (Wage Protection System) and UAE Labour Law requirements.
 </li>
 </ul>
 
 3. HR Strategy &amp; Leadership
 
 <ul>
 <li>
 Develop and execute the overall HR strategy in alignment with business objectives.
 </li>
 <li>
 Establish HR policies, procedures, and governance frameworks suitable for a project-driven environment.
 </li>
 <li>
 Lead organisational design initiatives to support business expansion.
 </li>
 <li>
 Provide strategic counsel to senior leadership on people-related matters.
 </li>
 </ul>
 
 4. Employee Relations &amp; Compliance
 
 <ul>
 <li>
 Ensure full compliance with UAE Labour Law and regulatory requirements.
 </li>
 <li>
 Oversee employee relations matters including disciplinary processes and conflict resolution.
 </li>
 <li>
 Develop retention and engagement strategies to reduce turnover across site-based and corporate employees.
 </li>
 </ul>
 
 5. Performance Management &amp; Development

 Implement performance management frameworks aligned with KPIs and project milestones.
 </li>
 <li>
 Support leadership development and succession planning initiatives.
 </li>
 <li>
 Promote a culture of accountability, safety, and high performance.
 </li>

 Candidate Profile
 
 <ul>
 <li>
 Bachelor&rsquo;s degree in Human Resources, Business Administration, or related field (Master&rsquo;s degree preferred).
 </li>
 <li>
 12+ years of progressive HR experience, with at least 5 years in a senior leadership role within construction, engineering, or infrastructure sectors.
 </li>
 <li>
 Strong expertise in talent acquisition within project-based environments.
 </li>
 <li>
 Proven experience designing compensation and benefits frameworks in the UAE market.
 </li>
 <li>
 In-depth knowledge of UAE Labour Law and HR compliance requirements.
 </li>
 <li>
 Experience managing multi-site or geographically dispersed workforces.
 </li>
 <li>
 Strong leadership, stakeholder management, and influencing skills.
 </li>
 <li>
 Professional HR certification (CIPD, SHRM, or equivalent) preferred.

The Director of Talent &amp; Development is responsible for building and sustaining the organization&rsquo;s people pipeline, overseeing talent acquisition, onboarding, learning and development, leadership growth, and workforce partnerships.
This role integrates recruiting and development into a unified strategy that strengthens workforce readiness, retention, and leadership capacity while supporting organizational growth and change. 
 
The salary range for this position is $117,250.00 to $142,927.10 per year based on experience.
Essential Functions:
Talent Acquisition &amp; Staffing Strategy
<ul><li>Leads recruitment strategy and execution for all positions across the organization.</li>
<li>Demonstrated expertise in executing both traditional and strategic talent management strategies.</li>
<li>Sound knowledge of employment programs, policies, laws, and regulations</li>
<li>Develops scalable hiring infrastructure to support high-volume, enterprise-level recruiting.</li>
<li>Provides guidance and expertise on staffing strategies and the acquisition of key talent.</li>
<li>Strengthens employer branding, candidate experience, and hiring outcomes.</li>
<li>Works collaboratively across the HR organization, partnering with HR leaders to align and strengthen processes and execution.</li>
</ul>
Onboarding &amp; Workforce Readiness
<ul><li>Oversees onboarding programs to ensure new hire readiness, engagement, and early success.</li>
<li>Aligns onboarding with compliance requirements, role expectations, and organizational culture.</li>
<li>Partners with operations to reduce early turnover and accelerate productivity.</li>
</ul>
Learning &amp; Development
<ul><li>Develop and implement a cohesive enterprise learning and leadership strategy aligned with Strategic Initiatives and organizational priorities.</li>
<li>Builds strong partnerships with departments and leaders to support, coordinate, and monitor training efforts, ensuring compliance, role-based, clinical, and professional development content is effectively delivered and completed.</li>
<li>Oversees training delivery, LMS administration, instructional design, and curriculum development.</li>
<li>Evaluates training effectiveness and ensures alignment with strategic priorities and performance needs.</li>
</ul>
Leadership Development, Succession &amp; Performance Growth
<ul><li>Designs and implements leadership development programs aligned with organizational values and future needs.</li>
<li>Supports performance management frameworks and leadership capability development.</li>

Organizational Change &amp; Workforce Development

Workforce Partnerships &amp; Internship Programs

Analytics and Management
<ul><li>Tracks talent and development metrics, including but not limited to time-to-fill, retention, onboarding effectiveness, and leadership pipeline health.</li>
<li>Reports metrics to senior leaders and discusses trends and responses to the data.</li>
<li>Manages the Talent &amp; Development budget.</li>
<li>Directly supervises leaders in Talent Acquisition, Learning &amp; Development, and Workforce Initiatives.</li>

Minimum Requirements:
<ul><li>A bachelor&rsquo;s degree in Human Resources, Organizational Development, Education, or a related field is required.</li>
<li>A master's degree in Human Resources, Organizational Development, Education, or a related field is preferred.</li>
<li>PHR/SHRM-CP or SPHR/SHRM-SCP preferred.</li>
<li>8 years of experience in talent acquisition, learning &amp; development, or workforce development is required.</li>
<li>5 years of leadership experience in talent acquisition, learning &amp; development, workforce development, or a related field is required.</li>
<li>Experience in healthcare, behavioral health, or other mission-driven service organizations strongly preferred.</li>
<li>Demonstrated success in building recruiting, onboarding, and development systems at scale.</li>
<li>Strong interpersonal, analytical, and strategic communication skills.</li>
<li>Proven knowledge of human resources functions, laws, and regulations.</li>
<li>Knowledge of strategic relationship building and conflict resolution is required.</li>
<li>Demonstrated strong leadership and interpersonal skills.</li>
<li>Able to effectively communicate through verbal/written expression.</li>
<li>Travel within designated service areas.</li>
