About the role:
The Training and Technical Assistance Specialist coordinates and delivers trauma-informed, evidence-based Training and Technical Assistance services under the National Human Trafficking Training and Technical Assistance Center. You will manage the day-to-day operations of T/TA delivery &mdash; from fielding requests from the field through consultant coordination, engagement execution, and follow-up &mdash; across general and specialized engagements, the SOAR to Health and Wellness National Training Program, and conference and convening support. You will work directly with NHTTAC consultants, including subject matter experts and individuals with lived experience, to ensure services are person-centered and responsive to the needs of health care, behavioral health, public health, social services, and child welfare professionals nationwide. You will take a human-centered approach to every engagement &mdash; understanding the context, needs, and capacity of each requesting organization &mdash; and use participant feedback and evaluation data to continuously improve how T/TA is designed and delivered.
This is a full-time position contingent on contract award by our client, with a defined performance period of one year with two one-year option periods. Compensation:</h5>
The salary range for this role is $95,000 &ndash; $105,000. In the spirit of transparency, most offers tend to land near the midpoint of the range. Responsibilities:
T/TA Delivery &amp; Field Response<ul><li>
Manage the T/TA request intake process, including fielding requests from federal, state, tribal, and local agencies, social service providers, health care systems, and community organizations; ensuring acknowledgment and outreach within required timeframes; and maintaining the T/TA request log.</li><li>
Coordinate the design and delivery of general T/TA engagements&mdash;including live sessions, webinars, listening sessions, podcasts, roundtables, peer learning communities, and other formats&mdash;ensuring each is tailored to audience needs and aligned with adult learning principles.</li><li>
Support the development and delivery of specialized T/TA engagements that include comprehensive needs assessments, mutually agreed-upon goals, remote coaching, in-person training, and follow-up to strengthen individual, organizational, and community capabilities.</li><li>
Provide public-facing customer support, responding to email and telephonic inquiries during standard business hours, and ensuring accessibility via telephone, TDD, and email.</li><li>
When appropriate, redirect requests to other T/TA centers and coordinate with peer organizations to avoid duplication of effort.</li></ul>
SOAR Program Support<ul><li>
Support delivery of SOAR Live virtual trainings, including logistics coordination, facilitator preparation, strategic outreach to ensure robust participation, and recording as requested by the government.</li><li>
Assist with administration of SOAR Online modules on learning management platforms, including tracking user progress, troubleshooting issues, and supporting third-party LMS agreements.</li><li>
Support SOAR for Organizations and SOAR for Communities specialized T/TA, coordinating consultant assignments and logistics for capacity-building engagements.</li></ul>
Consultant Coordination &amp; Event Logistics<ul><li>
Coordinate NHTTAC consultant participation across all T/TA engagements, including scheduling, travel arrangements, lodging, federal per diem, agreements, and timely reimbursement.</li><li>
Support planning and logistics for national and regional conferences of 150&ndash;300 participants, including travel coordination for up to 75 individuals, venue and platform logistics, and on-site or virtual facilitation support.</li><li>
Provide logistical and content support for virtual and in-person trainings, meetings, peer reviews, and other convenings.</li></ul>
Materials Development &amp; Outreach<ul><li>
Support the development of T/TA materials including microlearnings, toolkits, fact sheets, curricula, videos, workbooks, desk guides, and screening tools&mdash;ensuring alignment with adult learning principles, CLAS standards, and trauma-informed approaches.</li><li>
Develop and implement marketing and outreach strategies to promote NHTTAC and SOAR T/TA services through social media, listservs, and other appropriate channels.</li><li>
Develop and maintain content for the NHTTAC web-based public-facing contact page, and ensure queries are responded to within one business day.</li></ul>
Organizational Contribution<ul><li>
Contribute to Bixal&rsquo;s Transformation Services practice by sharing delivery insights, field trends, and lessons learned that inform how we design and deliver T/TA services across the federal portfolio.</li><li>
Support business development by contributing practitioner-level expertise to proposals and capability narratives.</li></ul>
Qualifications:<ul><li>
Bachelor&rsquo;s degree or 7+ years of relevant experience, including delivering trainings</li><li>
Experience in capacity building and community partnership.</li><li>
Excellent problem-solving skills with ability to analyze situations, identify potential problems, and proactively recommend solutions.</li><li>
Subject matter expertise in designing, implementing, and evaluating T/TA programs for frontline professionals.</li><li>
Experience developing multidisciplinary T/TA that integrates social services, health care, behavioral health, and public health professionals to respond to the needs of impacted populations, including survivors of human trafficking.</li><li>
Experience in facilitating high level meetings, trainings, and focus groups to explore topics and emerging issues with stakeholders.</li><li>
Ability to provide public-facing customer support and respond to T/TA requests from the field in a timely fashion.</li><li>
Experience providing logistical and content support for virtual and in-person trainings, meetings, and other convenings.</li><li>
Experience in developing and implementing marketing and outreach strategies to promote T/TA services.</li><li>
Ability to communicate effectively to technical and non-technical audiences.</li><li>
Ability to multi-task and be responsive to evolving needs in a fast-paced environment.</li></ul>

Experience coordinating consultants/SMEs across multiple T/TA engagements.</li><li>
Familiarity with federal T/TA models, including SOAR or similar programs.</li><li>

In support of a Military Program supporting non-medical counseling intended for situations that do not require clinical mental health treatment. Common topics include:

<li>Relationship and Family: Marital/couples conflicts, parenting skills, and communication.</li>
<li>Military Transitions: Challenges related to deployment, reintegration, and Permanent Change of Station (PCS) moves.</li>
<li>Personal Stress: Stress and anger management, grief and loss, and general adjustment difficulties.</li>
<li>Life Goals: Decision-making, personal goal setting, and coping with phase-of-life changes.</li>
<li>Financial Stress: Navigating money-related pressures or financial concerns.</li></ul> 


Further responsibilities:

<li>Answers calls and live chats, identifies the participant&rsquo;s inquiry or issue, provides a warm hand-off or referral, and/or provides information to participants.
</li><li>Provides Government approved Privacy Act Statement or Advisory for participants requesting or needing non-medical counseling.
</li><li>May conduct DoD Survivor Survey with government designated participants and enters results into the DoD Survivor Survey Platform.
</li><li>Provides Outbound Contact services to ensure services delivered meet the requirements, needs, and expectations of the participants.
</li><li>Offers Interpretation and Translation services in compliance with applicable Federal and DoD regulations, directives and standards, as needed and/or requested by participants.
</li><li>Initiates escalation of contacts indicative of potentially harmful incidents and/or requiring mandated reporting.
</li><li>Possess strong customer service skills, knowledge of Contact Center operations, and knowledge and understanding of the military lifestyle.</li></ul> 


MINIMUM QUALIFICATIONS:

<li>Contact Center Triage Consultants will pass criminal history, fingerprint, and credential review/verification meeting at least the requirements of DODI 1402.05, and successfully passed a DoD-initiated Tier 2 Suitability Investigation.</li>
