Impact 
The OSP Engineer II / III plays a critical role in designing and supporting outside plant (OSP) telecommunications infrastructure. This position is responsible for engineering copper and fiber network facilities, ensuring designs meet company standards, industry regulations, and project budgets. The engineer supports the successful delivery of telecom services including Fiber-to-the-Home (FTTH), Copper DSL, Metro-E Ethernet, TDM, SONET, and other fiber solutions.

This role contributes to the reliability and expansion of telecom networks by preparing detailed engineering plans, conducting field measurements, coordinating with municipalities and stakeholders, and ensuring projects meet operational, financial, and regulatory requirements.

Core Responsibilities
<ul>
<li>Perform detailed OSP engineering tasks including estimating, analyzing, designing, and planning for copper and fiber cable networks including aerial, buried, and conduit systems.
</li>
<li>Develop engineering designs for poles, conduit routes, and buried facilities in accordance with company standards and industry regulations.
</li>
<li>Prepare and interpret engineering plans, drawings, loop loss designs, and technical reports.
</li>
<li>Design and support network infrastructure including FTTH, DSL, Metro-E, SONET, and other telecom transport technologies.
</li>
<li>Track project budgets and compare estimated versus actual costs to ensure financial performance.
</li>
<li>Conduct field data collection, measurements, and inspections to support engineering design and construction planning.
</li>
<li>Prepare and organize permit packages for submission to local jurisdictions and regulatory agencies.
</li>
<li>Maintain project documentation, records, and files including property records and engineering reports.
</li>
<li>Perform quality control reviews and periodic inspections to ensure engineering accuracy and project compliance.
</li>
<li>Collaborate with engineering teams, municipalities, retail and wholesale providers, and other stakeholders to support project implementation.
</li>
<li>Develop engineering work orders including routine and complex OSP projects such as road moves.
</li>
<li>Provide technical guidance regarding network equipment installation and operational functionality.
</li>
</ul>Core Qualifications
<ul>
<li>Experience designing and engineering OSP telecom infrastructure including fiber and copper networks.
</li>
<li>Strong understanding of OSP principles, engineering standards, and telecom industry practices.
</li>
<li>Experience with right-of-way acquisition, easements, and permitting processes.
</li>
<li>Ability to identify existing voice/data plant, electric utilities, and other infrastructure in both site plans and field environments.
</li>
<li>Experience reviewing and performing quality control on engineering work, including oversight of other OSP engineers (required for Level III).
</li>
<li>Knowledge of COE/OSP work order procedures and telecom construction practices including road move projects.
</li>
<li>Familiarity with PC applications, engineering databases, and computer-aided drafting (CAD) systems.
</li>
<li>Understanding of telecom network systems including FTTH, DSL, Metro-E, SONET, and fiber transport technologies.
</li>
<li>Knowledge of circuit design and network equipment functionality.
</li>
<li>Experience working with local telecom networks and municipalities.
</li>
<li>Familiarity with the National Electric Safety Code (NESC) and related engineering requirements.
</li>
<li>Must have field engineering tools including a measuring wheel, height stick, pull finder, and laptop.</li></ul>

<div>OSP (Outside Plant) Engineer III is responsible for complex design and development of complex outside plant (OSP) equipment installations, modifications and upgrades. This role maintains fiber splice records, network topography records and fiber mapping and as-builts in corporate inventory systems. (This is meant to be a guide. Duties may vary dependent upon management.)

Essential Position Functions: 
<ul><li>Responsible for the complete design of telecommunication distribution projects such as downtown underground projects, new facility projects, highway relocation projects, and other complex rearrangement and equipment related projects.</li><li>Prepare site drawings and construction drawings for various telecommunication facilities in a cost-effective manner.</li><li>Provide guidance and expertise on department design guides, standards, systems, applicable engineering codes and company policies.</li><li>Develop and maintain a strong relationship with the customers in order to work directly with them on complex projects.</li><li>Assist with the coordination of team members on complex projects.</li><li>Utilize in-depth knowledge of OSP requirements to prepare and complete permit drawings.</li><li>Interpret codes, standards, requirements, and guidelines to complete assigned projects.</li><li>Interpret engineering drawings and assisting with layout/design engineering work for construction.</li><li>Communicate with management and provide work status updates daily.</li><li>Perform self-check and quality control of work for completeness, accuracy, client standards, and overall presentation.</li><li>Train and mentor OSP engineering team members.</li><li>Represent TrueNet Communications to the community with attention to the highest standard of conduct, appearance, and attitude.</li><li>Other duties as assigned.</li></ul></div>

Education and/or Experience: 
<ul><li>High School Diploma or GED required. Associate&rsquo;s or Bachelor&rsquo;s degree preferred.</li><li>10+ years of AT&amp;T, Windstream, CenturyLink, Level 1, FPL FiberNet, or other relevant OSP design experience required.</li><li>Expert level knowledge of Telecommunications industry standards and practices required.</li><li>Experience in OSP design of copper and fiber optic facilities in aerial, underground, and direct buried applications required.</li><li>Proficiency with BSTCAD, Microstation, and/or AutoCAD is required.</li><li>High level of experience in and understanding of outside plant construction techniques required.</li><li>Ability to read and understand highway/road prints is required.</li><li>Knowledge of easement, right-of-way, and permit documents is required.</li><li>Strong analytical and problem-solving skills required.</li><li>Ability to prioritize and complete assignments accurately and in a timely manner.</li><li>Able to effectively handle multiple priorities with a strong attention to detail in a fast-paced environment.</li><li>Strong interpersonal, organizational, oral and written communications skills.</li><li>Must be able to work alone, and with a team.</li><li>Must be able to pass a drug screen and criminal background check.</li></ul></div>
