Essential Duties:</p><p>
Transportation Engineer III</p><ul><li>
Evaluates and makes recommendations for developing, monitoring, and updating integrated project plans and schedules so that projects may be executed in the most efficient and effective manner possible.</li><li>
Reviews and supports Standard Operating Procedures for maintaining and archiving project schedules; managing resources; managing budgets; managing project changes, and managing quality performance measurements.</li><li>
Coordinates on design schematics, assists with capacity and level of service studies and reviews in-house and consultant traffic control/traffic management/intelligent transportation systems (ITS) plans and projects.</li><li>
Coordinates traffic engineering studies and traffic counts.</li><li>
Meets with law enforcement agencies and/or city officials to discuss traffic problems and possible solutions.</li><li>
Oversees and/or monitors Community Traffic Safety Programs, activities involving preparation of the District Highway Safety Plan and/or the Traffic Safety Office.</li><li>
Oversees and/or performs traffic engineering studies to recommend solutions for high accident locations, to warrant traffic signals and speed zones and to determine capacity and channelization of the highways.</li><li>
Oversees the operations and maintenance of an ITS operations center/managed area.</li><li>
Provides technical expertise in planning, coordinating, maintaining and operating traffic management systems.</li><li>

In this critical role, you will be responsible for the monitoring and identifying actions for improving on the traffic operations performance of the Roads Management Centre (RMC) and Tunnels Control Centres and for the analysis and preparation of operational improvement strategies.</p><p>
You will deliver the monthly traffic operations related performance reporting of the RMC and Tunnels Operations and the traffic modelling and ad-hoc reporting required to support the traffic management of major incidents and special events.</p><p>
Key responsibilities include:</p><br>

Close management of the subcontractors that are providing the SCATS and traffic engineering support for RMC and Tunnels to ensure on-road performance is optimized and aligned with the performance measures being implemented for corridor performance and incident management</li><li>
Produce the monthly traffic operations related performance reports for RMC and Tunnels operations ensuring the deadlines and quality standards are met</li><li>
Prepare ad-hoc major incident and special event reporting and lead the lessons learned and best practice assessments for such reports</li><li>
Lead the data and process analysis activities to develop and deliver a traffic engineering improvements plan that details SCATS traffic signal management improvements and incident and event management improvements</li><li>
Pro-active review of corridor performance, performing micro- and macro-simulation modelling where required and tracking and refining the resulting changes</li><li>
Coordinate the update of SCATS controller personality change requests and perform the necessary quality review</li><li>
Deliver the analysis and response to any customer complaints relating to Traffic Signal timing and performance, ensuring responses and actions are performed within the Service Level Agreement (SLA) timings. Lead the root cause analysis of traffic signal and corridor performance related complaints</li><li>
Support special event coordination with key stakeholders such as Ministry of Interior, Supreme Committee for Delivery and Legacy and the Ministry of Transport</li><li>
Deliver the traffic response plan preparation for special events and the necessary configuration of the traffic management systems to support the response plans.</li><li>
Analyze the configuration and effectiveness of existing traffic management response plans and develop and deliver a program of improvements, delivering traffic simulation modelling, data analysis and traffic engineering activities accordingly</li></ul><p><b><br>

Bachelor's degree in Transportation Planning, Computer Science or similar</li><li>
Minimum of 10 years&rsquo; experience in the Transportation Planning and Management space with a proven track record in delivering traffic modelling and traffic engineering analysis studies and reports, ideally in the Middle East region</li><li>
Expertise with Traffic Modelling systems and Data Analysis tools.</li><li>
Experience in leading traffic optimization studies and major event traffic management planning</li><li>

Job Purpose</b></p><ul><li>
The Traffic Engineer (TDP Designer) is responsible for the preparation, development, and coordination of Traffic Diversion Plans (TDP) in support of both planned and unplanned works.</li><li>
The role ensures that all TDPs proposal comply with Qatar standards, WZTMG Rev 1.2, QTCM, QRMM, and other contractual requirements.</li><li>
The incumbent works closely with the CAD drafting team, internal stakeholders, and authorities to secure timely approvals and ensure safe, compliant implementation of traffic management schemes.</li></ul><p><b>
Principal Accountability &amp; Responsibility :</b></p><ul><li>
Lead the development of comprehensive <b>Traffic Diversion Plans (TDPs)</b> documentation in full compliance with WZTMG Rev. 1.2, Qatar Traffic Control Manual (QTCM), Qatar Highway Design manual (QHDM) and contract specifications. This includes planned works, unplanned events and development of diversion routes and all required directional signing.</li><li>
Coordinate with internal O&amp;M teams and gather <b>technical inputs</b> on work scope, constraints, risks and staging requirements. Conduct early <b>site visits</b> to assess geometry, traffic conditions and safety considerations that affect the design.</li><li>
Develop <b>concept-level TDP</b> proposals and participate in consultation meetings with Authority stakeholders. Progress concepts into detailed TDP designs including layouts, diversion routing, directional signs, cross-sections, buffers, signage schedules, speed management, pedestrian arrangements and TTM phasing.</li><li>
Design and prepare <b>emergency diversion routes</b> for unplanned events such as major incidents, road closures or emergency maintenance to ensure safe and rapid network operation under abnormal conditions.</li><li>
Provide clear <b>work instructions</b> and technical guidance to technicians, draughtsmen and inspectors to support preparation of CAD drawings and documentation. Ensure submissions comply with authority online systems such as QPRO.</li><li>
Verify and <b>quality check</b> all TDP documentation including drawings, method statements, risk assessments and schedules before submission. Support the submission process and respond to Authority comments in a timely and technically sound manner.</li><li>
Perform appropriate <b>traffic impact analysis</b> including assessments of congestion, queueing, lane capacity and diversion effects. Coordinate with external consultants for Traffic Impact Assessments when required and maintain working knowledge of traffic modelling software such as Synchro, SIDRA and HCS.</li><li>
Apply specialised knowledge of <b>Temporary Traffic Management</b> for <b>high-speed roads</b>, collectors, tunnels and urban environments. Incorporate international best practices to enhance safety and mobility.</li><li>
Coordinate with internal teams responsible for <b>road space booking</b> / <b>road occupancy</b> to ensure alignment with road occupancy requirements and constraints.</li><li>
Conduct <b>follow-up site visits</b> during implementation to ensure the deployed TTM matches the approved TDP. Identify deviations, agree safe modifications when necessary and incorporate lessons learned into future designs.</li><li>
Expert <b>knowledge</b> of on-site <b>TTM implementation</b> requirements including the appropriate health and safety requirements.</li><li>
Provide operational guidance to internal teams and contractors to ensure correct interpretation and use of TDPs during setup, maintenance and removal of TTM.</li><li>
Maintain accurate <b>records</b> and schedules of all TDP and their status, ensuring full traceability and validity at all times.</li><li>
Prepare <b>internal reports</b>, technical notes and briefings to support operational planning and management decision making.</li><li>

6&ndash;10 years of professional experience in road operations, temporary traffic management, or traffic engineering within consultancy, contracting, or O&amp;M environments.</li><li>
Minimum 4 years of specialised experience developing Traffic Diversion Plans (TDPs) and Temporary Traffic Management (TTM) schemes for high-speed roads, collectors, tunnels, and urban corridors.</li><li>
Demonstrated experience working with Ashghal authority processes, including TDP approvals, QPRO submission workflows, and coordination with MOI Traffic and Road Corridor Management (preferred).</li><li>
Proven experience conducting site assessments, risk evaluations, and design verification for traffic management schemes.</li><li>
Experience coordinating with multidisciplinary teams and supporting operational planning for maintenance, emergency works, and capital works interfaces.</li><li>
Knowledge of Qatar&rsquo;s road network, traffic patterns, and common diversion routes is preferred; however, strong international candidates will be considered if they can quickly learn and adapt to the network.</li></ul><p>
