About The Division:</b></p><p>
The Treasury Operations division is the center of financial operations for the state, managing the daily movement of over 200,000 transactions across more than 400 bank accounts. Treasury Operations receives and processes deposits for all state agencies, pays all state disbursements, reconciles state bank accounts and accounts for all state agency cash and interest earnings. The division efficiently ensures the safety and control of the state's treasury, which is approximately a $65 billion pool of funds, and positions them for optimal investment returns.</p><p>
Monday through Friday, 40 hours a week with occasional evening, weekend hours and holidays. Hours may change based on business needs.</p><p></p><div><br>

Minimum Qualifications</b></p><p><b>

Information Security Administration:</b></p><ul><li>
Manages the division&rsquo;s information security program by serving as the designated Security Administrator (DSC) and overseeing governance, program controls, and division‑wide system security administration</li><li>
Directs the end‑to‑end access management program, including policy enforcement, approval workflows, and multi‑department coordination with IT to ensure secure and compliant provisioning processes.</li><li>
Leads and manages the biannual system access review program.</li><li>
Oversees security governance across PeopleSoft, TAG, Mainframe and other platforms, directing standards for access roles, system controls, and enhancement planning aligned with program objectives.</li><li>
Work closely with IT on resolving PeopleSoft bug resolution and functionality improvement on a daily basis.</li><li>
Serves as the primary security systems program liaison between the division and SAO, Internal Audit, Treasury Safekeeping and Trust Company (TTSTC), IT and other entities.</li><li>
Manages the division&rsquo;s involvement in business continuity and disaster recovery program activities, guiding preparedness efforts, documentation, risk identification, and ongoing collaboration with the ISO.</li></ul><p><b>
Budget and Personnel Coordination</b></p><ul><li> Directs the division&rsquo;s personnel and budget coordination program, managing documentation workflows (PRFs, PAFs), ensuring compliance with agency standards, and providing guidance to managers to maintain process accuracy and timeliness.</li><li> Oversees the division&rsquo;s Open Records compliance program, including intake, review, stakeholder coordination, response development, and adherence to legal and agency requirements.</li><li> Leads the division&rsquo;s annual budget planning efforts, collaborating with managers and leadership to develop strategic budget requests across personnel, operations, training, and travel categories.</li><li> Manages the rollout of the annual operating budget by communicating updates to leadership, guiding resource planning, monitoring expenditures, and ensuring program activities remain aligned with approved financial limits.</li></ul><p><b>
Projects Management</b></p><ul><li> Leads and manages multi‑phase program and project initiatives by providing strategic oversight, directing work activities, and ensuring alignment with division and organizational priorities.</li><li> Conducts program‑level evaluation of project proposals, facilitates stakeholder engagement, performs needs assessments, and delivers strategic recommendations to leadership for decision‑making.</li><li> Analyzes project plan, implementation methodology, project phases, implementation timeline, and testing approach, go live schedule and impact analysis with a contingency plan.</li></ul><div>
Reviews status reports and other project documents and liaise between Treasury and other project partners.</div><p><b>
Surprise Cash Audit:</b></p><ul><li> Performs surprise cash audit of the cash balances and related business processes in the Banking and Electronic Processing division at Treasury. Compiles audit report, keeps on file and informs the Director and Internal Auditor at CPA of the audit results.</li></ul><p><b>
Treasury Operations Webpages:</b></p><ul><li> Develops content for and maintains the Treasury&rsquo;s internal website. Coordinates with Public Outreach and Technology division on graphics and on the technical needs and with Treasury managers on fresh and reliable content in order to increase communication and collaboration with an efficient use of latest and available technology at CPA. Also coordinates maintenance of Treasury&rsquo;s web content on Comptroller&rsquo;s external website with Data Services division. The Director and Internal Auditor at CPA of the audit results.</li></ul><p><b>
Other Duties as Assigned:</b></p><ul><li> Coordinates and completes miscellaneous tasks and reports for the division and performs other duties as assigned.</li></ul><p><b>
