Charles County Government is seeking an experienced Utilities Maintenance Superintendent to provide managerial and operational support for the day-to-day maintenance of the County's water and wastewater equipment, such as wastewater treatment plants, water wells, water treatment plants, and sewer pump stations, and similar. Superintendent will supervise crews, schedule work, manage computerized maintenance system, monitor and control expenditures through the budget and procurement process and manages county assets related to water and wastewater facilities.</div></div><p></p>
<div><h2 class="jobSectionHeader"><b>Essential Job Functions</b></h2></div>
<p></p><div><ul><li>Manages the day-to-day maintenance of the county's water and wastewater equipment, such as wastewater treatment plants, water wells, water treatment plants, and sewer pump stations, and similar.</li><li>
Reviews data collected by staff for correctness and utilizes automation technology to make sure preventative maintenance was done correctly, monitors data and documentation of maintenance performed, required by regulations.</li><li>
Provides technical expertise directly to staff to improve their ability to make timely and effective decisions related to maintenance of equipment; utilizes training to develop maintenance staff to a level where they understand how to accomplish correct maintenance and analyze malfunctions of equipment, providing proper fixes and solutions.</li><li>
Provides significant input for preparing the annual operating and capital improvement budgets for facilities in area of assignment; works with staff to control costs within the approved budgeted amounts.</li><li>
Responsible for proper safety protocols and policies, and responsible for safety training of staff.</li><li>
Provides recommendations for hiring, promotions, disciplinary actions, and all other personnel matters associated with the staff supervised in area of assignment in accordance with County and Department Personnel policies and procedures.</li><li>
Manages electrical systems related to water and wastewater facilities, making sure proper maintenance is accomplished with minimal interruptions of service, safety in mind, and with minimal damage to environment.</li><li>
Monitors/operates the county wide Supervisor Control and Data Acquisition (SCADA) alarm system, interpret results of SCADA information to analyze equipment malfunctions.</li><li>
Participates with county and Department Safety Officers to enforce all safety policies and procedures; goals are to ensure they are understood and followed by staff and visitors, to provide a safe and hazard free workplace, and to eliminate or minimize losses and injuries.</li><li>
Manages the preventive and corrective maintenance of environmental facilities to ensure equipment (such as pumps, blowers, mixers, meters, and piping functions correctly with minimal interruptions, and to make sure equipment functions properly to meet State and Federal regulations. Manages spare parts inventory and tools correctly.</li><li>
Communicates in a professional manner verbally and in writing; develops clear, concise written documents; speaks clearly presenting information in a manner understood by the audience, and effectively corresponds with the public and with federal, state, and local regulatory agencies and officials on applicable matters.</li><li>
Need to be familiar with proper Operations Protocols and Process to assist with managing Wastewater Treatment Plants, Water Treatment Plants, Water wells, and sewer pump stations. Changes in assignment and requests with projects may be requested by the Chief of O&amp;M. Assignments will be rotated from time to time based on the needs of the Department and to encourage cross training.</li><li>
Uses Geographic Information system (GIS).</li><li>
Completes paperwork and forms related to State and Federal regulations, for water systems and wastewater treatment facilities.</li><li>
Performs other related job duties as assigned.</li><li>

High school diploma or an acceptable equivalency diploma (GED). Prefer an associate degree with specialty in Environmental Science or Construction Management or similar. Six (6) years of progressively responsible experience in Maintenance of Water and Wastewater Equipment (such as pumps, Blowers, mixers, piping, flow meters and other related equipment), two of which include management, and supervisory experience, or an equivalent combination of education, experience, and training.<br>
<b>Licenses or Certifications:</b><br>
Must possess a valid driver's license.<br>
Confined Space Training.<br>
Wastewater or Water Operator Certification in the State of Maryland (preferred).<br>

Job Description</b></p><p>
What does this role entail? The Maintenance Supervisor oversees and performs technical and mechanical work that ensures the inside and external buildings, grounds, amenities, and common areas of the property meet the Company&rsquo;s standards for cleanliness, appearance, safety, and overall functionality by performing maintenance related tasks.</p><p></p><p>
Essential Roles You Will Play:</p><ul><li>
Employee champion. Manages maintenance team and assists in employee evaluations. Interview, hire, orient, and train new hires. Oversees all aspects of the &ldquo;Make Ready&rdquo; process from beginning to end in accordance with the company policies and procedures.</li><li>
Assists with and completes work orders generated from resident requests for service, as well as routine upkeep on the property by diagnosing the source or cause of the defect or problem, and making repairs in accordance with established policies, procedures, safety standards, and code requirements.</li><li>
Periodically inspects work performed by other service team members in person to assess effectiveness of policies and procedures and develop corrective action plans as needed. Periodically inspects work performed by contractors, vendors and other service providers to verify the work. Ensures materials and services meet quality standards, scope and specifications as required. Maintains adequate inventory of spare parts and maintenance materials and works with Community Manager to order supplies and tools as needed to stay within budgetary guidelines. Assists Community Manager in developing the budget for maintenance and capital expenses. Supports cost-cutting and expense control programs by fixing rather than replacing parts when possible, not being wasteful with materials and supplies, and practicing the correct use for tools and equipment.</li><li>
Keep informed of changes in technology and industry standards.</li><li>
Completes monthly Preventative Maintenance procedures as outlined in the Policy and Procedure Manual.</li><li>
Demonstrates customer service skills by all interactions with Employees, Residents, Clients, and Vendors.</li><li>

Scope of Responsibility:</b><b>
</b></p><p>The position is responsible for the coordination of worker&rsquo;s compensation&rsquo;s cases, loss control, EPA &amp; environmental program management, routine hazard recognition, evaluation and control of safety and health hazards in the workplace and supports functions by performing routine tasks associated with inspection of necessary equipment. The position will work with supervisors, managers, and employees to minimize environmental exposures, occupational health and safety risks and to manage compliance with applicable regulations.</p><br>

</b></p><p><b>Essential Duties:</b></p>
<ul><li>
Uses a working knowledge of personal, industrial &amp; occupational safety to manage safety programs such as Life Safety Code, Forklift Operations, Hoist &amp; Crane Operations, Lifting Equipment programs, Job Safety Analysis, Blood borne Pathogen Exposure Control, Respiratory Protection, PPE Program, Hazard Communication, and other OSHA required programs.</li></ul>
<ul><li>Review&rsquo;s safety issues, incidents, and works with plant leadership and employees to develop plans for resolution.</li><li>
Schedules and conducts site EHS compliance inspections, performs records documentation, and provides corrective action response recommendations and tracking.</li><li>
Conducts production, shop, and maintenance floor audits, submitting maintenance requests as required ensuring corrective actions.</li><li>
Promotes safety awareness; schedules &amp; performs hazard awareness training.</li><li>
Supports and participates in Monthly Safety Meetings through meeting attendance, content creation and presentation.</li><li>
Supports and participates in Safety Committee meetings through meeting attendance, inspection team leadership and findings documentation.</li><li>
Gathers pertinent information, statistics, and figures to be presented in the form of EHS metrics.</li><li>
Develops and implements JSA&rsquo;s and training programs in the use of safety equipment including PPE, chemical hazards, noise hazards, physical hazards, and safe operating practices. Assists management to implement such programs. Maintains recordkeeping as directed.</li></ul>

Collects, documents and records site storm water samples.</li><li>
Maintains safety files and keeps the SDS spreadsheet up to date; keeps inventory of safety forms, supplies, materials and equipment for program use.</li><li>
Complies with all environmental, health and safety Federal, State, Local regulations, and company policies.</li><li>
Collects data and assists in regulatory reporting.</li><li>
Performs Risk Assessments with all departments to determine the potential hazards of new processes and projects (capital projects and others). Ensures that all applicable Federal, State, and Local regulations, along with industry standards, (ANSI, NFPA, ACGIH) are followed.</li><li>
Determines the potential health effects of any new chemical under consideration for use.</li><li>
Ensures compliance with chemical, noise and monitoring programs.</li><li>
Participates in emergency response functions such as material release first responders and First Aid teams.</li><li>
Develops and implements emergency evacuation plans and procedures.</li><li>
Supports and participates in management EHS audits.</li><li>

Position Requirements</b><b>:</b></p>
<p>
Education: Associate degree in Occupational Safety or Environmental Health and Safety. A bachelor&rsquo;s degree in these or a related field is preferred.</p>
<p>
Experience: 3-5 years previous experience working in an EHS position. Minimum job experience, professional development and continuing education may be substituted for educational experience.</p><br>

Skills &amp; Abilities:</b></p>

Must maintain a valid driver's license and remain insurable under Sabre&rsquo;s vehicle policy.</li><li>

Position requires work in a plant/manufacturing environment, indoor and outdoor conditions. Environment may include fluctuations in temperature, dust, and noise. Required PPE includes safety glasses, steel-toe metatarsal boots, hearing protection and hard hat always worn on the production floor in addition to other specific PPE that must be worn for specific tasks.</li><li>
Must be able to reach, grasp, handle, bend, kneel, sit, climb, and stoop. Must be able to push, pull, lift, and carry product up to 50 pounds.</li><li>

<ul><li>This role is strictly NON-HVAC focused. The Mechanical Supervisor is responsible for supervising and maintaining <b>firefighting systems, fire pumps, diesel generators, plumbing, water and utility mechanical systems.</b></li></ul><p><b>Key Responsibilities &ndash; Primary Scope (80%)</b></p><ul><li>Firefighting systems maintenance including fire pumps (diesel, electric &amp; jockey), hydrants, hose reels, sprinklers, fire water tanks, valves and piping networks.</li><li>Supervise routine testing, inspection and readiness of fire pumps as per QCDD and NFPA requirements.</li><li>Diesel Generator (DG) mechanical maintenance including engines, cooling systems, fuel systems, exhaust systems and emergency operation readiness.</li><li>Supervise maintenance of utility and building services pumps: potable water, booster pumps, drainage, sewage and sump pumps.</li><li>Plumbing and drainage systems maintenance across buildings and facilities.</li></ul><p><b>Secondary Responsibilities (20%)</b></p><ul><li>Coordinate with HVAC Supervisor during integrated mechanical works.</li><li>Supervise subcontractors and OEMs for fire pump and DG servicing.</li><li>Support emergency breakdowns and critical shutdown activities.</li><li>Ensure availability of spare parts and tools for mechanical systems.</li></ul><p><b>Mandatory Experience &amp; Screening Criteria</b></p><ul><li>Minimum 5 years hands-on experience in firefighting systems and fire pump maintenance.</li><li>Proven experience in diesel generator mechanical maintenance.</li><li>Experience in facility management, utilities or large building environments.</li><li>HVAC-only experience will NOT be considered for this role.</li></ul><p><b>Qualifications</b></p><ul><li>Diploma or Bachelor&rsquo;s Degree in Mechanical Engineering or related technical discipline.</li><li>Fire pump, DG or life safety system training is highly preferred.</li><li>Available in Doha on transferable visa.</li></ul><p>Job Types: Full-time, Permanent</p>
