<div><p>The Delaware Department of Justice seeks dedicated Victim Service Specialists (VSS) to support the Criminal Division, with statewide vacancies in New Castle, Kent, and Sussex Counties.</p>
<p>
These positions are part of the Victim Witness Assistance Program within the Administrative Division and provide direct support to various units within the Criminal Division. Victim Service Specialists assist Deputy Attorneys General and work directly with victims whose cases fall under the jurisdiction of the Superior Court, Family Court, or Court of Common Pleas.</p>
<p>
VSS staff provide assistance to victims of crime and their families. Specific duties include notifying victims and witnesses of criminal case status, court dates, and hearing outcomes; working with prosecutors and victims to complete restitution requests; interviewing victims and witnesses to ascertain case facts and identify individual needs; assisting with case prosecution by educating victims and witnesses about the criminal justice process and preparing them for court proceedings; and making referrals to appropriate community resources.</p>
<p>
Victim Service Specialists are also responsible for maintaining ongoing contact with victims and witnesses to ensure their availability for required court appearances and may accompany victims and witnesses to hearings and trials as needed.</p>

<li>Provides victim assistance by accompanying persons to court when needed.</li>
<li>Manages a caseload and provides advocacy for assigned clients, which includes receiving and documenting cases; disseminating information and referrals to community resources for counseling, medical care, legal assistance, emergency funding, and/or other applicable resources; documenting services rendered, including crisis intervention, safety planning, emergency advocacy, and other related services; and/or, performing other related activities.</li>
<li>Serves as a liaison with victims of crime and/or victim family members and witnesses to exchange information and explain agency services, laws, rules, regulations, policies, and procedures for more complex cases.</li>
<li>Assists with trial preparation and informs victims of their rights.</li>
<li>Provides victim notification in compliance with the Victims&rsquo; Bill of Rights, which include notifications for Plea purposes, Court related events, case resolutions and others case notifications.</li>
<li>Research case records and data bases to locate and contact victims of crime and/or victim family members for appeals, pardons, commutations, and expungements.</li>

</p><p>Attorney General Andrea Joy Campbell is seeking a highly motivated person to join the Victim Services Division as a Victim Witness Advocate. Members of the Victim Services Division (VSD) are the primary liaisons for victims and witnesses in cases, investigations, and post-conviction federal habeas matters handled by the Attorney General&rsquo;s Office.</p><p></p><p><br>
The primary goals of the VSD are: (1) to provide crisis assessment and intervention to crime victims and witnesses; (2) to reduce the level of secondary victimization associated with victims&rsquo; and witnesses&rsquo; involvement in the criminal justice system and other collateral systems; (3) to assist in the investigation and prosecution of crimes by fostering an effective, supportive, and positive relationship with victims and witnesses; and (4) to ensure that crime victims and witnesses are provided with the rights and services mandated by M.G.L. c. 258B. The Victim Witness Advocates (VWA&rsquo;s) aid in investigations, prosecutions, and post-conviction hearings by working closely with victims and witnesses throughout the criminal justice process. VSD works with all the divisions within the Criminal Bureau, as well as other select divisions across the Office.</p><p>
</p><p>Primary Duties: The Victim Witness Advocate is responsible for providing information, support, and advocacy services to victims, witnesses, and their families throughout the criminal justice process at the District Court level. The ability to work with victims and witnesses on criminal cases. Duties include, but are not limited to:</p><p></p><ul><li><br>
 Working with Assistant Attorneys General, investigators, law enforcement partners, support service providers, and Trial Court personnel in the district court to ensure that victims receive rights they are entitled to as established in the Massachusetts Victim Bill of Rights (M.G.L. c. 258B).</li><li> Providing daily in-court support during all hearings and trials. This includes providing daily information, updates, and advocacy services to victims, witnesses, and their families throughout the criminal justice process at the district court level.</li><li> Reading daily ASCISS reports in anticipation of arraignments that may be coming into the district court for the day. Reach out to victims and witnesses prior to arraignments.</li><li> Assisting victims with filling out 209A/258E restraining/harassment order applications and providing in court support through those processes.</li><li> Placing victims on Bail Notification when necessary.</li><li> Providing crisis intervention, safety planning, and support service referrals for victims to other state and community agencies.</li><li> Responding to victim/witness inquiries, assess needs, and determine necessary support resources.</li><li> Coordinating interpreter services for victim and witnesses.</li><li> Providing victims and witnesses with post disposition services such as notification of release, CORI certification, SORB registration, and Probation information.</li><li> Maintaining an assigned caseload, physical case files, and updates in OnBase with victim/witness information.</li></ul><p>

Coordinates victim advocacy services and reporting requirements according to grant agreements with strict adherence to guidelines and timelines.</li><li>
Exhibits sensitivity towards victims of crime without prejudice regarding race, color, sexual preference, disability, creed, or previous criminal record.</li><li>
Provides general advocacy services including crisis intervention, support counseling, transportation, emergency housing, information and referrals.</li><li>
Provides legal advocacy including assistance with Orders for Protection, Harassment Restraining Orders, and accompaniment to court hearings, information and referrals.</li><li>
Advises victims of their rights, court hearings, court procedures and decisions in accordance with Minn. Stat. 611A and other applicable statutes. Maintains communications with victims to provide accurate and timely information regarding their cases.
</li><li>Assists victims with restitution and/or reparations process, prosecution process and victim impact statements.</li><li>
Responds to emergency requests for victims.</li><li>
Acts as a liaison and facilitates communications between victims and social services agencies, law enforcement, probation officers, the court system and other service and support agencies.</li><li>
Provides prosecuting attorneys with information regarding victims. Assists prosecuting attorneys in witness preparation; coordinates witness management on cases prosecuted by the County Attorney's Office, including self-initiating contact with witnesses in preparation for trial. Answers questions from attorneys and follows up on inquiries regarding victim or witnesses. Schedules appointments, phone conferences, and meetings with victims and witnesses as requested by the assigned attorney or as initiated by the victim or witness.</li></ul></li></ul><p>
</p><ul><li><ul><li>Assists victims by attending and/or escorting victims to trial; provides emotional support throughout the trial; explains plea offers/deals; assists victims in coordinating travel, lodging, and child care as required.</li><li>

Assesses the training needs of the community and professional groups and develops and presents training materials.</li><li>
Promotes community awareness of victimization issues by writing articles, press releases, public service announcements and presentations to local community and civic groups.</li><li>
Represents the County Attorney on local advisory boards and task forces as assigned.</li><li>
Communicates with the media as directed by the County Attorney.</li><li>
Researches, prepares and presents continuing education topics to county employees, law enforcement, other service providers and the community as directed.</li><li>

EDUCATION</b></p><p>
