WASTEWATER OPERATOR IN TRAINING
 The Wastewater Operator in Training is responsible for learning to operate machinery, pumps and related equipment in water or wastewater treatment facilities.
 RESPONSIBILITIES
 <ul>
<li>Operates a variety of equipment/machinery including valves, pumps, motors, belt presses, disinfection equipment, vehicles, etc.</li>
<li>Conducts routine testing, monitoring and maintenance of production wells, water/wastewater unit processes and basic laboratory analyses.</li>
<li>Performs and documents treatment process and maintenance of treatment facility equipment. Documents plant performance including daily flow, electrical and chemical usage and dosage.</li>
<li>Responds to call outs and after-hours emergencies to repair treatment equipment, pumps, motors, sensing devices, instrumentation and electrical support.</li>
<li>Ensures facilities are clean, neat and secure.</li>
<li>Provides customer service functions when necessary.</li>

Purpose of Classification:
The purpose of this classification is to operate water and wastewater treatment facilities in compliance with federal, State and Local regulations for the operation of water treatment, distribution, storage facilities and/or wastewater collection, lift stations or treatment facilities.
This classification is safety sensitive, subject to random drug testing in accordance with the County&rsquo;s Drug &amp; Alcohol Policy.
Essential Functions:

Performs all aspects of operation, sampling, monitoring, and testing required to maintain compliance with federal, State and Local regulations that govern water treatment and wastewater operations; performs laboratory analysis; and physically checks equipment to ensure correct operation feed, dosages, and calibrations necessary to properly operate facilities and systems.
Assists in the performance of regular and unscheduled repairs and maintenance on plant equipment and machinery; conducts weekly checks of the treatment plant; rotates equipment; changes and connects chlorine and other specialized water treatment plant equipment; monitors chemical feed equipment, operates solids processing equipment; and operates load lugging trucks.
Collects potable water and wastewater samples and performs laboratory analysis such as pH, turbidity, chlorine levels, fluoride levels, dissolved oxygen levels, and total suspended solids, total volatile solids, and temperature on grab samples; and calibrates lab equipment and instruments.
Monitors the Supervisory Control and Data Acquisition systems for any changes that may impact the plant processes such as pressure changes, chemical pumps faulting out, distribution storage tank levels, chemical tank levels, turbidity levels, and filter function.
Prepares reports and records testing results; completes forms and various paperwork; enters data into the computer; and receives telephone calls and responds to customer complaints.
Maintains a safe and clean work environment (both inside the facilities and on the grounds) per OSHA and DeKalb County standards.
Participates in continuing education classes and testing to qualify for the Georgia and DeKalb County certification and licensure requirements.
Minimum Qualifications:
High school diploma or GED required; previous experience in a water or wastewater utility or coursework in Biology, Chemistry, Engineering, or a related field is preferred; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job will be considered.

Section 1 – Position Summary
 Under the direction of the Plant Supervisor, performs, plans, organizes, manages, and supervises the operation, maintenance, renewal, and monitoring of wastewater facilities and associated systems including, but not limited to, headworks, liquid streams, solids handling, odor control, structures, SCADA, and lift stations; performs and/or manages a variety of work assignments to ensure acceptable asset condition, water quality, and health and safety standards are met or exceeded; and performs and/or manages related work as required to ensure efficient and effective facility operations.
 
Section 2 – Major Responsibilities
 
1. Work collaboratively with the Plant Supervisor, and Lead Wastewater Plant Operator(s) to manage treatment operators; assuring optimal process efficiency, proper monitoring, and regulatory compliance.
 2. Monitor facility operations by observation, collecting and testing samples, and reading instrumentation (SCADA) to ensure compliant and efficient operations.
 3. Perform and manage a range of treatment facility activities including, but not limited to, operation of equipment, maintenance, monitoring systems, managing equipment performance and process data, process improvement, record keeping, and preparation of standard operating procedures (SOPs) as necessary.
 4. Provide adequate, timely, and essential information for preparation of the budgets, reports, and studies.
 5. Assist in the preparation of work schedules and monthly, annual, and special reports on treatment facility management, renewal, operation, and maintenance.
 6. Respond to stakeholder inquiries regarding facilities and odor complaints in a timely and effective manner.
 7. Train, lead, and mentor staff, including assisting in evaluating the performance of staff; provide leadership by example and be a positive role model for NTMWD employees.
 8. Create service requests for needed repairs and renewal; coordinate with maintenance personnel; and plan, perform, and implement maintenance procedures for treatment assets and lift stations (includes inventory control and management).
 9. Vigilantly monitor the facility for any breaches of security and alert appropriate law enforcement agencies and/or supervisors, as appropriate for the situation.
 10. Maintain thorough logs and records in both written and electronic form as required; use these records to improve the function and efficiency of various operations.
 11. Maintain facility grounds and general housekeeping, as well as the appearance of the facility, in collaboration with other staff and outside contractors.
 12. Assess, plan and monitor systems and assets during emergencies and scheduled shutdowns; troubleshoots, diagnoses, and reports problems; responds to emergencies; and schedules and coordinates responses, repairs, clean-up, remediation, etc.
 13. Observe safety guidelines as required by State statues and as prescribed by the NTMWD. This includes identifying and mitigating safety hazards as well as assisting in the implementation of safety programs.
 14. Coordinate with personnel to receive shipments, monitor unloading processes, record into inventory, and check shipment documents for compliance to standard.
 15. Learn and comply with applicable NTMWD policies and procedures.
 16. Assume the responsibilities of direct supervisor(s) and subordinates as required.

 1. It often requires an irregular work schedule and overtime hours. Specific physical conditions require frequent work with chemicals, tools, machinery, moving mechanical parts, etc.

Essential Duties:</div>
Monitor, adjust and test wastewater quality at the Wastewater Quality Control Facilities; take readings of various meters for pressure, flow and water levels.
Maintain proper wastewater quality levels according to established guidelines; assure proper procedures for obtaining, handling and transporting wastewater samples; test, record and adjust equipment in response to wastewater quality characteristics; utilize appropriate lab equipment.
Monitor facility equipment and systems including valves, pumps, motors, tanks and gauges; adjust equipment as necessary; perform skilled maintenance and minor repairs as appropriate; refer major repair needs to appropriate personnel.
Monitor and adjust chemical dosages for wastewater effluent; perform maintenance on pumps, including changing oil, lubricating and changing the packing; maintain and service injectors and chlorinators throughout the system; replace filters as needed.
Receive and log phone calls from members of the community concerning wastewater problems; respond to inquiries and provide information; resolve issues as appropriate; arrange for service dispatch as needed.
Maintain the Wastewater Quality Control Facilities in a clean, orderly and safe condition.
Operate a tractor, skip loader and various hand and power tools; utilize welding equipment as necessary; operate a computer and assigned software.
Maintain various records related to wastewater quality, work orders and assigned activities.
Attend meetings and in-service training sessions as assigned.</div>

EDUCATION AND EXPERIENCE 
 
Any combination equivalent to graduation from high school supplemented by college-level course work in math, chemistry or related field and two years journey-level experience at the level of Wastewater Plant Operator I. 
 
LICENSES AND CERTIFICATIONS 
 
Valid California driver's license. 
Valid California Wastewater Treatment Plant Operator Grade II certification.<div>
