Pima County Reginal Wastewater Reclamation Department is seeking candidates for the position of Wastewater Treatment Plant Manager. This high level position is responsible for overseeing the management, operations, and maintenance of one or more treatment plants. This is a leadership role, and the ideal candidates should possess a Grade 4 ADEQ Wastewater Operators License and have ample operations and supervisory experience, preferably with direct technical and leadership experience and strong troubleshooting skills.
Essential Functions:

<ul><li>Administers the operations and maintenance of a Wastewater Treatment Group and associated facilities;

</li><li>Coordinates facility/system operations, maintenance, and modifications with departmental staff and contractors and assures that all work is in compliance with local, state, and federal mandated requirements;
</li><li>Coordinates the implementation of special projects that may require a plant shutdown for the installation of new equipment or repair of existing equipment with operations, maintenance, and contractors;
</li><li>Ensures that all staff are properly trained in safety, health, and compliance regulations to create a safe workplace for all;
</li><li>Directs the collection, analysis, and reporting of quality and quantities of effluents, biosolids, and other byproducts of the wastewater treatment processes.
</li><li>Plans and directs the implementation of information management and automated supervisory control systems and maintains comprehensive documentation of all operations, maintenance, and modification activities associated with assigned facilities.
</li><li>Directs the control authority requirements of the pre-treatment program.
</li><li>Develops and administers the wastewater Treatment Operating Group Operations &amp; Maintenance (O&amp;M) budget and assists in the development of the departmental budget.
</li><li>Assists design and construction engineers by providing operations and maintenance input to wastewater facility and system development and implementation plans.
</li><li>Researches, develops, and submits routine, recurring, and special reports to management and other agencies.
</li></ul>Minimum Qualifications:
Bachelor&rsquo;s degree from an accredited college or university in civil or sanitary engineering, biological science, chemistry, environmental science or environmental engineering or a closely related field as determined by the department head at the time of recruitment AND five years of experience in the operation and maintenance of a major secondary wastewater treatment facility, INCLUDING two years which must have been in a supervisory or managerial capacity.

OR:
Current Arizona registration as a Professional Engineer with proficiency in sanitary engineering AND four years of experience in the operation and maintenance of a major secondary wastewater treatment facility, INCLUDING two years which must have been in a supervisory or managerial capacity.
OR:
Four years of experience with Pima County as a Wastewater Technical Services Manager, Wastewater Maintenance Supervisor, Wastewater Treatment Plant Maintenance Manager, or Wastewater Operations Manager or similar level position working in the operation and maintenance of a major secondary or advanced wastewater treatment facility.

About the role
Manager, Operations - Wastewater
The Operations Manager - Wastewater is responsible for all localized activities of the transfer, storage, and disposal facility (TSDF) including health &amp; safety, compliance, staffing of operations department and waste management. Reporting directly to our Facility Manager the Operations Manager - Wastewater is accountable for the profitability and efficiency of all facility operations while maintaining a safe work site and complying with regulatory agencies. Expected to provide strong leadership to employees within the facility to maximize operations.
Responsibilities:<ul><li>
Develop maintain, and promote an elite workplace of quality performance, appearance, and effectiveness.</li><li>
Set clear expectations, lead, coordinate, train, and direct plant/driver employees on initiatives from Corporate and Divisional leaders.</li><li>
Coordinate and communicate all phases of operations including receiving and shipping loads, processing materials, and laboratory discharge compliance.</li><li>
Ensuring all preventative maintenance obligations are consistently met and ensure that the facility is audit ready.</li><li>
Coordinate with our other locations daily to provide support to our sales team, operations, and the needs of our clients.</li><li>
Work with local authorities and agencies to ensure compliance while completing and submitting required reports as needed.</li><li>
Analyze facility budget requests, sales, and activity reports, and other performance data to measure productivity and goal achievement while identifying areas in which cost reductions and program improvements can be made.</li><li>

Pay Transparency

The pay range for the primary location of this position is: $91,200.00 - $121,400.00 USD. For hourly roles, this is the annualized salary. To calculate the hourly rate, divide by 2080.

Birdie&rsquo;s client, Muller Engineering Company, is a mid-sized civil engineering consulting firm providing engineering design, program management, environmental planning, and construction management services for projects in transportation, stormwater and floodplain management, water and wastewater utilities, and structural and bridge design. They specialize in public-sector infrastructure across water/wastewater, stormwater/flood control, transportation (roads/bridges/trails), and environmental and structural services.
WHAT YOU WILL DO
<ul><li>Lead the planning, design, and delivery of municipal water and wastewater infrastructure projects that support reliable service for local communities
</li></ul><ul><li>Serve as a primary point of contact for key municipal clients, building trusted relationships and ensuring projects are well-managed from concept through completion
</li></ul><ul><li>Serve as technical lead overseeing for hydraulic modeling, alternative analysis, and QA/QC of design packages
</li></ul><ul><li>Manage project scope, schedules, and budgets to deliver high-quality work on time and within budget
</li></ul><ul><li>Review and guide the preparation of construction documents, specifications, and technical reports
</li></ul><ul><li>Mentor and support a small team of 2&ndash;3 engineers, promoting high-quality work, collaboration, and professional development
</li></ul><ul><li>Work closely with clients to understand needs, solve challenges, and deliver practical, cost-effective solutions
</li></ul><ul><li>Support business development efforts through client engagement and proposal development, contributing to long-term client relationships and repeat work
</li></ul>WHAT YOU WILL BRING TO THE ORGANIZATION
<ul><li>Bachelor&rsquo;s degree in civil engineering; Master&rsquo;s degree is a plus
</li></ul><ul><li>10+ years of experience in water and wastewater planning, design, and project management
</li></ul><ul><li>Active Professional Engineer (PE) license or ability to obtain Colorado licensure
</li></ul><ul><li>Experience leading project teams and managing consultant or internal resources
</li></ul><ul><li>Strong communication, organization, and problemsolving skills
</li></ul><ul><li>Familiarity with water and wastewater modeling, design, and industrystandard software
</li></ul><ul><li>A collaborative mindset with a focus on quality, accountability, and client service
