 is a field-based position providing hands-on servicing of boiler and cooling water systems for our existing customer base, including but not limited to chemical testing, monitoring, calibration, repair of chemical-feed-related equipment, and visual inspections of systems when necessary.

Description of Accountability:

Performs responsible operational, laboratory, and maintenance functions in a water treatment plant. An employee in this class performs a variety of operational, laboratory, and maintenance duties designed to produce safe treatment of potable water. Work is performed on an assigned or rotating shift and is subject to be called to return to work. Work includes monitoring the plant's operation through observation, mechanical readings and the results of standard chemical and biological tests and making necessary adjustments in the process as conditions or test results dictate. Other duties include performing standard laboratory duties and tests and assisting with plant and facilities maintenance. Work also includes substantial record keeping of work activities.</div>

<div>PHYSICAL DEMANDS: 
The work is medium work which requires exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to lift, carry, push, pull or otherwise move objects. The work may require specific physical characteristic and abilities such as heightened strength, mobility, dexterity and full range of motion. The following additional physical abilities are also required: manual dexterity, hearing, mental acuity, reaching, repetitive motion, speaking, talking, visual acuity and walking. 
 
WORK ENVIRONMENT: 
The work is generally performed in inside and outside environments, in extreme hot and cold weather, and exposed to various hazards such as loud noises, moving mechanical parts, electrical current, chemicals, fumes, odors, dusts, mists, gases, poor ventilation, working in confined spaces. Employee is also subject to the final OSHA standards on blood borne pathogens as a result of contact with biosolids. The work environment involves high risks with exposure to potentially dangerous situations or unusual environmental risks which require a range of safety and other precautions. Workers may be required to wear respirators when working around chemical tanks. Employees will also be required to wear other appropriate Personal Protective Equipment (PPE) such as masks, coats, boots, goggles, gloves, or shield.

The employee contributes 6.2% (FICA) and 1.45% (Medicare) for a total of 7.65% of their annual salary and the City contributes the same amount. Social Security benefits include retirement and disability payments and survivor's insurance.</div> 
Tuition Reimbursement: Tuition reimbursement is available to all full-time employees up to $2500 per fiscal year for job-related courses or required courses leading to a job-related degree. This is subject to department approval and an employee must complete probation before reimbursement is granted.<div>

Eligibility for reduced monthly benefits begins after you reach age 50 and complete 20 years of creditable service or you reach age 60 (age 55 if you are a firefighter) and complete five years of creditable service. Police Officers may retire early with a reduced retirement benefit after you reach age 50 and complete 15 years of creditable service as an officer.</div><div> 
457 &amp; 401K Supplemental Retirement Plan: The City of Goldsboro offers the NC Supplemental Retirement Plans, 401K and 457. The City contributes 4% to the 401K for all non-sworn full-time employees and 5% for sworn police officers (as approved by the Council) and the 457 plan is voluntary with no contribution by the City. 
 
The 457 and the 401k allow employees to set aside funds which is through payroll deduction and is tax deferred. Income tax is due when the deferred earnings are returned to the individual normally at retirement. 
 
Worker's Compensation: All City employees are covered under the North Carolina Worker's Compensation Act. This act covers those employees who suffer injuries as a result of an accident while performing duties. The Workers' Compensation program will pay medical expenses and a portion of the employee's salary, after 7 days, if the individual is out of work as a result of a work-related disability. 
 
Compensation, Performance Appraisals and Merit Process: The City of Goldsboro is committed to hiring and retaining high quality personnel. The eligibility for merit is based upon the following criteria:

SUMMARY: Under the general direction of the Division Manager, the Water Operations and Lab Supervisor is responsible for overseeing the operation and maintenance of the water treatment plant to ensure the efficient and compliant treatment of water. This employee is listed and recognized by the State of Colorado as the site-specific certified operator in responsible charge (ORC) for the water treatment plants.

Water Treatment Plant Operations</h4><ul><li>
Supervise and participate in the daily operation of a Water treatment plants</li><li>

MINIMUM QUALIFICATIONS (Education/Experience/Licenses/Certifications):</h4>
High school diploma or equivalent; valid driver&rsquo;s license; Bachelors of Science in Chemistry, Microbiology, or related field from an accredited college preferred; five (5) years experience in the water treatment and at least two (2) years supervisory experience; State of Colorado Class &ldquo;A&rdquo; Water Treatment Certificate or ability to obtain within six (6) months; ability to obtain State of Colorado Class &ldquo;D&rdquo; Wastewater Treatment certificate within six (6) months; CPR and First Aid required or ability to obtain within six (6) months; ongoing participation in Confined Spaces training.

Knowledge of: State, Federal, and Local laws and regulations that govern water treatment; microbiology; industrial pretreatment program; laboratory and plant operating procedures; sample preservation; methods, policies, materials, tools, and equipment used in the operation, maintenance, inspection, repair and installation of water treatment plant components; occupational hazards and corresponding safety measures; mechanical, biological, and chemical processes involved in the operation of a water treatment plant; Town personnel policies.

Skill in: applying technical knowledge; leadership; delegating; operating and maintaining equipment used in water treatment process; understanding and interpreting engineering specifications and drawings pertaining to plant expansions and improvements, performing, analyzing, and interpreting laboratory tests for purposes of making operational adjustments and completing required reporting; recognizing equipment and process problems and needed repairs; using proper protective equipment; effective communication.

Environmental Factors:</h4>
Work is primarily performed in water plants, wastewater plants, and facilities with raw sewage, chemicals, noxious odors, in confined spaced and at heights. Work is often performed outdoors in adverse weather. On-call requirements including ability to respond to emergency or abnormal facility situations outside of normal work hours.
