<div><div>ROLE PURPOSE:
 
The Project Officer will contribute to the implementation of a youth-focused intervention targeting Palestinian adolescents and youth aged 15&ndash;21. The intervention responds to the compounded challenges faced by adolescents, including limited access to quality education, psychosocial distress, and restricted livelihood opportunities, all while being underserved within the current humanitarian response.
Up to 200 adolescents and youth (female and male) will benefit from structured programmes focused on empowerment, campaigning, and expressive arts. The intervention aims to mitigate protection risks, such as harmful coping mechanisms, unsafe work, and unsafe migration by creating safe, structured opportunities that enable adolescents to build skills, express themselves, and actively contribute to their communities.
The Project Officer will be responsible for supporting the design and implementation of integrated youth development programmes that position adolescents as active agents of change, while strengthening their resilience, skills, and sense of belonging.
The project officer will be responsible of 6 team members who will be together developing the outreach call and selection criteria to identify suitable youth interested and eligible for the program. Then provide them with
1) Capacity building on life skills package aligned with Life Skills For Success Common approach ( 200 A&amp;Y), after that the officer will lead his/her team to offer the A&amp;Y two different tracks
A) Advocacy and Campaigning Programme:
 
This track aims to equip adolescents with leadership, advocacy, and problem-solving skills through hands-on, youth-led campaigns addressing community issues. The programme supports participants to transition from beneficiaries to active agents of change by strengthening their confidence, identity, and civic engagement.
The programme includes, but is not limited to:
<ul><li>Training on designing and leading advocacy campaigns
</li><li>Implementation of youth-led initiatives (online and offline)
</li><li>Mentorship from experienced youth campaigners
</li><li>Facilitation of community dialogues and stakeholder engagement forums
</li><li>Referral pathways to MHPSS services for adolescents experiencing distress
</li></ul>This track will be managed in a close coordination with SCI-Egypt CO Advocacy and Campaigning manager.
B) Expressive Arts Programme:
 
This track provides adolescents with opportunities to explore creative expression as a tool for awareness-raising and social change. Participants select from creative modalities such as singing, movement, visual arts, photography, and/or expressive theatre to address topics relevant to their communities.
The programme includes engagement with specialized facilitators to guide the creative process, resulting in youth-led outputs such as performances, exhibitions, or other artistic products that amplify youth voices and perspectives.
 
This track will be recruiting a consultant to deliver capacity building and assess eligibility for each track and the SCI community facilitators will be mentoring up to 25 A&amp;Y per facilitator during this journey. 
 
Overall, the intervention seeks to foster collaboration among adolescents, community members, and stakeholders, contributing to strengthened community resilience and the development of a network of young advocates capable of driving positive and lasting change.

1. Operations Planning and Implementation
<ul><li>Lead the planning, implementation, and monitoring of the youth development component, ensuring timely and quality delivery of all programme activities targeting Palestinian adolescents and youth (15&ndash;21 years).
</li></ul><ul><li>Oversee the full programme cycle, including outreach, selection, and onboarding of up to 200 adolescents and youth, ensuring transparent and inclusive selection criteria are applied.

</li></ul><ul><li>Ensure that all programme activities, including Life Skills capacity building, Advocacy and Campaigning, and Expressive Arts tracks, are implemented in alignment with project objectives and Save the Children policies, including safeguarding, code of conduct, gender equality, inclusion, and health and safety standards.
</li></ul><ul><li>Lead the rollout of the Life Skills for Success (LS4S) common approach training package, ensuring quality delivery and meaningful engagement of participants.

o Expressive Arts Programme, including the management of external consultants and supervision of community facilitators mentoring youth participants led by the project coordinator.
<ul><li>Support the Project Manager/project senior officer and Finance team in monitoring budgets related to the youth component, ensuring efficient utilization of resources.
</li></ul><ul><li>Develop and regularly update detailed workplans, activity trackers, and budget monitoring tools for the youth empowerment component.
</li></ul><ul><li>Coordinate with the MEAL team to support baseline/endline assessments, monitoring activities, and documentation of programme results.
</li></ul><ul><li>Produce high-quality reports (monthly, quarterly, and annual), case studies, and success stories, ensuring timely submission to internal and external stakeholders.
</li></ul><ul><li>Build and maintain strong working relationships with relevant stakeholders, to support effective programme delivery and sustainability. 
</li></ul>2. Capacity Building and Technical Support
<ul><li>Lead the development of Terms of Reference (TORs) for consultants (particularly for the Expressive Arts track) and manage the selection and onboarding process.
</li></ul><ul><li>Adapt and contextualize technical training materials, including Life Skills, campaigning, and creative expression methodologies, in coordination with Save the Children technical teams and external experts.
</li></ul><ul><li>Oversee and support the delivery of TOT for the recruited staff to deliver the life skills training to adolescents and youth
</li></ul><ul><li>Oversee and support the delivery of capacity-building activities for adolescents and youth, ensuring participatory, inclusive, and age-appropriate approaches.
</li></ul><ul><li>Provide technical guidance and coaching to facilitators and service providers to ensure quality implementation of youth-led programming.
</li></ul><ul><li>Ensure effective mentorship structures are in place, including supervision of community facilitators supporting youth throughout their participation journey.
</li></ul><ul><li>Strengthen linkages with service providers, including MHPSS services, ensuring appropriate referral pathways for adolescents experiencing distress.

Youth Program Facilitators work closely with program leadership and fellow staff members to provide a safe, engaging, and enriching experience for children throughout the summer. You will help lead daily activities, support student learning, manage behavior, and create an environment where every child feels valued and encouraged to succeed.

The Youth Services Specialist contributes to the effective operations of the library by providing a variety of literary, educational, cultural programs, activities, and services for youth aged birth-18 and their caregivers. This position is responsible for working collaboratively with all other library departments, outside agencies, and organizations for the planning and implementation of a wide variety of programs. Reports to the Community Library Manager/Library Lead.
<h3 class="jobSectionHeader">ESSENTIAL JOB FUNCTIONS</h3>
Provides reference and readers advisory services in the Teen area and Children's area, or as needed at other service points; provides instructional use on library resources (books and digital) and assists patrons with inter-library loan requests; instructs teens, tweens, and their caregivers in information gathering, research skills, and digital literacy skills.
Provides friendly, courteous, and accurate service to all library users.
Develops, presents, and evaluates workshops and programs for children, teens, and their caregivers.
Creates displays for the Teen area or Children's area, and other areas of the library as directed.
Assists the Regional Librarian for Children&rsquo;s and Teen Programming in the preparation of the annual Youth Services budget, providing timely updates on the use of funds.
Collaborates with Regional Librarian for Children&rsquo;s and Teen Programming and the library&rsquo;s administrative team to prepare short and long- term goals to serve children, teens, and their caregivers.
Participates in regular team communications to discuss and develop programming themes, special event planning and participation, patron policies, expectations, issues and concerns, library communication, and community involvement.
Keeps informed about outcomes of departmental community needs assessments to identify patron needs in order to create tailored services and programs for children, teens, and their caregivers.</div>
Coordinates with community schools and other organizations and agencies in order to promote library services, materials, and programs.
Creates informational material, bibliographies, pathfinders, blog posts and/or other resources highlighting books or topics related to children&rsquo;s and YA literature, interests, etc. for the library, the website, or other public information venues; contributes to the monthly staff newsletter; creates internal procedures manuals and troubleshooting guides.
Actively encourages the use of the library and invites community members to participate in library events and activities.
Represents the library at professional meetings, activities, and conferences as assigned; prepare written reports for the Library Director about these events and new learnings.
Remains current on trends in children&rsquo;s and teen literature, programming, and culture through consortium meetings, workshops, and other appropriate seminars.
May perform opening and closing procedures.
Monitors the behavior and conduct of patrons in the Teen Room and Children&rsquo;s Area and intervene as necessary to ensure appropriate conduct.
Seeks out and applies for grants and additional funding; administers funds received and prepares necessary reports.

Education and Experience:
Bachelor&rsquo;s degree; OR, an Associate&rsquo;s degree with six (6) years of related work experience; OR, 8 years of related work experience is required; PLUS Experience working with and for children and/or teens required. OR Requires a Bachelor&rsquo;s degree; four (4) years of directly related work experience with children and/or teens; or equivalent combination of education and experience.
