Program Summary

Project HOPE is providing humanitarian assistance to the conflict-affected population in Gaza. The current response portfolio focuses on Health, Mental Health and Psychosocial Support, Protection, and WASH programming through Project HOPE programs and local partnerships.

Position Summary

Reporting to the Security Coordinator, the Security Officer supports the implementation of safety and security management systems for Project HOPE operations in Gaza. The Security Officer assists in risk monitoring, incident reporting, guard supervision, access control, and daily security operations to ensure the safety of staff, assets, facilities, and programs.

The role serves as the operational focal point for security matters at field and facility levels and supports compliance with organizational security policies and procedures. This position is being advertised contingent upon award; while the recruitment process will proceed as part of organizational preparedness, no formal offer will be extended until funding is confirmed PRINCIPAL RESPONSIBILITIES

  • Support the implementation of security policies, SOPs, and contingency plans under the guidance of the Security Coordinator.
  • Monitor the local security environment and provide timely updates on incidents, emerging threats, and contextual developments.
  • Conduct routine site security assessments of offices, guesthouses, warehouses, and program locations to identify risks and recommend mitigation measures.
  • Ensure proper implementation of access control systems, visitor logs, and perimeter security measures.
  • Support in crowd management and ensure order is maintained at operational sites.Act as the first operational point of contact during security incidents and immediately report to the Security Coordinator.
  • Prepare timely and accurate incident reports, including follow-up documentation and recommendations.
  • Support incident reviews and contribute to lessons learned processes.
  • Maintain proper documentation of all security events and actions taken.
  • Contribute to partner security platforms for reporting humanitarian security incidents.
  • Supervise and coordinate Security Guards to ensure adherence to duty rosters, SOPs, and code of conduct.
  • Provide on-the-job coaching and daily briefings to guard staff.
  • Monitor guard performance and report concerns or disciplinary issues to the Security Coordinator.
  • Support management of guard service contracts and ensure compliance with contractual obligations.
  • Support staff movement tracking procedures, including travel notifications and security clearances as required.
  • Provide security briefings to staff and visitors when necessary.
  • Ensure communication systems (phone trees, emergency contacts, warden systems) are functional and regularly tested.
  • Assist in implementing evacuation, relocation, and lockdown procedures when required.
  • Support the implementation and testing of Emergency Action Plans (EAPs).
  • Participate in crisis management processes and assist the Security Coordinator during emergencies.
  • Ensure that emergency equipment (fire extinguishers, first aid kits, communication devices) isavailable and operational.
  • Maintain appropriate coordination with local authorities, community representatives, and relevant actors as directed by the Security Coordinator.
  • Support information sharing with other humanitarian organizations when required.
  • Ensure all security activities are carried out in compliance with Project HOPE policies, humanitarian principles, and local regulations.
  • Promote adherence to the organization’s Code of Conduct and uphold professionalism, neutrality, and integrity in all interactions.

Minimum Qualifications

  • 1-3 years of field security experience in complex and unstable environments
  • Secondary school certificate required; additional security or safety training is considered an asset.
  • Previous experience working in NGOs is preferable
  • Emergency response experience
  • Strong interpersonal and communications skills; ability to relate to and motivate national staff effectively
  • Creativity and the ability to work with limited resources.
  • Extremely flexible with the ability to cope with stressful situations and frustrations
  • Excellent decision-making skills.
  • Must work independently under difficult conditions.
  • Advanced First Aid training
  • Ability to exercise sound judgment and make decisions independently
  • Fluency in Arabic and English both written and oral.

This position is based in Gaza. Given the current conflict conditions, candidate must be able to work in a rapidly changing environment.

Position will be in resource-deprived environment with austere living conditions.
