About the Opportunity

Join a high-impact initiative supporting one of the largest public sector organizations in the country. We are seeking a Senior Azure Databricks Data Architect / Engineer to help modernize and expand a county-wide HR Data & Analytics platform.

This role is ideal for professionals with experience in government, public sector, or regulated environments who understand the importance of data governance, security, compliance, and scalability at an enterprise level.

You’ll contribute to a platform that directly supports workforce planning, hiring efficiency, and data-driven decision-making across multiple departments.

What You’ll Do

  • Architect and deliver secure, scalable data platforms on Microsoft Azure
  • Design and implement end-to-end data pipelines across multiple government systems
  • Build and optimize solutions using:
  • Azure Databricks
  • Delta Lake
  • Azure Data Lake Gen2
  • Implement Infrastructure as Code (IaC) using Terraform for repeatable, compliant deployments
  • Develop and manage CI/CD pipelines (Databricks Asset Bundles, GitHub) for controlled releases
  • Ensure data security, governance, and compliance across all solutions
  • Implement role-based access controls, data lineage, and auditability frameworks
  • Integrate systems using REST APIs and Azure Functions
  • Support enterprise data governance using Unity Catalog and Microsoft Purview
  • Collaborate within an Agile/Scrum delivery environment aligned to government standards

Required QualificationsCertifications (Required)

  • Databricks Certified Data Engineer
  • Microsoft Certified: Azure Solutions Architect Expert
  • Databricks Certified Data Analyst Associate
  • Microsoft Certified: Power BI Data Analyst Associate
  • Certified Scrum Product Owner (CSPO)

Public Sector / Enterprise Experience

  • Experience working in government, public sector, or highly regulated environments
  • Understanding of data compliance, governance, and security standards
  • Experience supporting large, complex, multi-stakeholder organizations

Technical Expertise

  • 2+ years (within last 4 years) of hands-on experience with:
  • Terraform (Infrastructure as Code)
  • CI/CD pipelines (Databricks Asset Bundles, GitHub, or similar)
  • 2+ years of experience:
  • Developing data pipelines using Python and/or Scala
  • Advanced SQL for data transformation and analytics

Azure & Data Platform Experience

  • Strong hands-on experience with:
  • Azure Data Lake Storage Gen2
  • Azure Databricks
  • Delta Lake architecture
  • Experience designing scalable, cloud-native data platforms

Data Governance & Security

  • Experience implementing:
  • Azure Active Directory (AAD)
  • Azure Key Vault
  • Azure Monitor
  • Microsoft Purview
  • Strong understanding of:
  • Data governance frameworks
  • Role-based and attribute-based access control
  • Data lineage, auditability, and compliance

Databricks & Analytics Engineering

  • Experience with:
  • Databricks notebooks and workflows
  • Declarative Pipelines and Lakeflow
  • Unity Catalog for enterprise data governance
  • Ability to build secure, high-performance data platforms supporting multiple departments

Integration & Interoperability

  • Experience developing and managing:
  • REST/HTTP APIs
  • Third-party system integrations
  • Ability to support cross-system data sharing in complex environments

Preferred Qualifications

  • Experience supporting HR systems, workforce analytics, or enterprise reporting platforms
  • Familiarity with government procurement or contract environments
  • Experience delivering solutions aligned to compliance frameworks (e.g., audit readiness, data controls)
  • Prior experience working with large county, state, or federal agencies

Work Environment

  • Hybrid (remote with occasional on-site collaboration in Los Angeles County)
  • Work alongside government stakeholders, SMEs, and enterprise IT teams
