Description:

The Senior Budget Analyst provides advanced financial, analytical, and budget support to senior leadership and program stakeholders. This role is responsible for monitoring and analyzing accounting functions, supporting financial operations, ensuring compliance with agency policies, and developing documentation, reports, and analyses to support decision-making.

The Senior Budget Analyst performs a wide range of duties across financial management, budget formulation and execution, accounting support, data analysis, and administrative functions. This role requires strong analytical capability, attention to detail, professional communication, and the ability to work onsite while independently managing complex assignments in a fast-paced, deadline-driven environment.

Key Responsibilities

  • Financial & Budget Analysis: Supports budgetary, analytical, and technical functions across multiple organizational programs. Applies accounting principles to diverse financial tasks and communicates budget and accounting information clearly.
  • Data Analysis & Reporting: Monitors, analyzes, and interprets financial data trends; prepares management reports; retrieves and evaluates financial system data using standard analytic methods.
  • Documentation & Records Management: Maintains, updates, and organizes financial documentation, manuals, bulletins, and project materials; manages records in accordance with approved file plans.
  • Invoice & Expenditure Review: Reviews and processes invoices; ensures compliance with agency procedures; maintains reconciliation reports; corrects expenditure discrepancies; supports invoicing accuracy and financial closeout activities.
  • Financial Systems Operations: Creates commitments, reviews obligations, prepares analytical reports, and assists with reconciliations, reclassifications, and appropriation closeouts.
  • Contract & Project Financial Support: Assists with contract and obligation closeouts, documentation for security-related projects, and preparation of unfunded requirement packages.
  • Operational Support: Supports programs related to law enforcement, security, compliance, or inspection activities that require accurate financial tracking and documentation.
  • Administrative & Reporting Tasks: Drafts research requests, prepares statistical products, develops technical presentations, maintains staffing spreadsheets, and completes budget administrative work for resource and operations teams.
  • Technology & Office Automation: Demonstrates advanced proficiency in Microsoft Office and agency systems; provides basic support for software, hardware, and automation tasks.
  • Stakeholder Communication: Works collaboratively with managers and staff; prepares documentation for reprogramming and reclassification actions; consolidates funding requests and verifies cost estimates.
  • Audit Support: Supports audit responses, validates financial documentation, and ensures proper reconciliation of accounts.
  • Special Projects: Conducts financial analysis across funding sources, prepares summary reports, and supports special projects identified by regional or senior financial leadership.
Requirements:

Education & Experience

  • Bachelor’s degree from an accredited college or university, including at least 24 semester hours in finance, accounting, quantitative methods, or a closely related field.
  • Minimum of four (4) years of experience in federal financial policy, procedures, regulations, and guidelines, with demonstrated ability to apply this knowledge to complex financial management assignments.

Required Knowledge, Skills & Abilities

  • Strong analytical and problem-solving skills with the ability to interpret financial data and identify trends.
  • Advanced proficiency in Microsoft Office, including Word, PowerPoint, Access, and intermediate Excel; ability to use financial systems and reporting tools.
  • Excellent verbal and written communication skills, including experience preparing executive-level presentations.

  • Professionalism and sound judgment when interacting with internal and external stakeholders.
  • Ability to work independently and within cross-functional teams in a fast-paced environment.

  • Strong organizational skills with the ability to manage documentation and maintain accurate financial records.
  • Ability to successfully obtain and maintain a federal background security clearance.

Work Schedule

Consistent, full-time onsite work expected Monday – Friday, eight hours per day in a focused, fast-paced office environment.

Work Environment: This position is performed onsite in a professional office environment in San Diego, CA.
