The Opportunity:
At Avèro, we guide transformation to deliver impactful results for the public sector. We are seeking an experienced Senior Business Analyst (SBA) to lead business analysis activities across large-scale ERP, EAM, and HCM modernization initiatives.
In this role, you will partner closely with agency executives, functional leaders, and technical teams to assess current-state environments, design future-state processes, develop actionable requirements, and support procurement and implementation activities.
The SBA plays a critical role in shaping modernization strategies and enabling our clients to make informed, confident decisions. This is a high-impact consulting role for someone who is analytical, collaborative, and eager to understand, discover, and deliver meaningful outcomes.
What You’ll Do:
Lead ERP, EAM, and HCM Assessment & Process Analysis
- Review and validate current-state business processes, system usage, data flows, and organizational pain points.
- Analyze documentation, process maps, policies, and system inventories to identify gaps, inefficiencies, risks, and improvement opportunities.
- Facilitate workshops to define future-state workflows, modernization goals, and best-practice process designs.
Drive Requirements Development
- Gather, refine, and document functional, technical, business, and integration requirements.
- Build and manage a comprehensive Requirements Traceability Matrix (RTM).
- Prioritize requirements with stakeholders to support objective vendor evaluation.
Support RFP Development & Procurement
- Draft and refine RFP requirements, evaluation criteria, scope statements, and submission instructions.
- Partner with procurement teams to prepare procurement-ready documentation.
- Support vendor Q&A and addendum development throughout the solicitation.
Lead Vendor Evaluation Activities
- Prepare evaluation scorecards, demonstration scripts, and RTM analyses.
- Facilitate proposal reviews, system demonstrations, reference checks, and evaluator scoring sessions.
- Consolidate findings into defensible, transparent evaluation summaries.
Contribute to Modernization Roadmaps & Decision Support
- Support Gap Analysis, Needs Assessments, and business case development.
- Develop clear recommendations and decision-support materials for leadership.
- Provide structured input to contract negotiation processes, including BAFO reviews and SOW validation.
Implementation Support
- Assist with system integrator RFP reviews and implementation planning.
- Support design validation, testing coordination, data conversion analysis, and training materials.
- Help ensure smooth transitions from legacy systems to modern ERP, EAM, and HCM platforms.
What You Bring
Required Skills & Experience
- 3+ years of business analysis experience, ideally supporting ERP, EAM, or HCM projects.
- Strong understanding of HR, Payroll, Time & Attendance, Finance, or ERP-related business processes.
- Demonstrated experience in process mapping, requirements development, gap analysis, data flow analysis, and workflow redesign.
- Ability to facilitate cross-functional workshops and communicate clearly with both technical and non-technical audiences.
- Experience supporting public-sector software evaluations, RFP development, vendor scoring, and implementation activities.
- Strong analytical and documentation skills, including producing RTMs, Gap Analyses, Needs Assessments, and evaluation summaries.
- Proficiency with tools such as Visio, Blueworks, Lucidchart, and Excel/Power BI.
Preferred Qualifications
- Experience with major ERP, EAM, or HCM platforms (Workday, Oracle, Infor, UKG, SAP, Dynamics 365).
- Prior public-sector consulting experience.
- Certifications such as CBAP, PMP, Lean Six Sigma, Prosci, etc.
- Familiarity with contract interpretation and procurement processes.

Pay: $45,000.00 - $55,000.00 per year
