Position Summary:
The Senior Capture Manager (Cybersecurity & Compliance) will serve as a technical, client-facing leader supporting opportunity identification, capture strategy, proposal development, and post-award execution. This role supports federal, state/local, and regulated commercial clients and requires a strong blend of cybersecurity expertise, compliance knowledge, and execution leadership.
Success in this role requires the ability to translate complex security, risk, and compliance requirements into compelling solutions while supporting pipeline growth, partner engagement, and seamless contract execution.
Essential Duties and Responsibilities:
Opportunity Identification & Capture Support
- Identify, qualify, and pursue cybersecurity and compliance-focused opportunities across government and regulated commercial sectors (e.g., healthcare, financial services)
- Support capture planning by analyzing:
- Customer requirements and mission drivers
- Regulatory and compliance expectations (NIST, FedRAMP, HIPAA, SOC)
- Threat landscapes and organizational risk posture
- Participate in industry days, networking events, and partner meetings to expand Sabalinks’ pipeline and teaming relationships
Technical Solution Leadership
- Serve as a technical spokesperson for Sabalinks during proposal orals, solution presentations, and client briefings
- Translate complex cybersecurity, risk management, and compliance concepts for executive, audit, and technical audiences
- Shape solution architectures and methodologies aligned with Sabalinks’ cybersecurity and compliance capabilities
Proposal & Capture Execution
- Oversee and collaborate with capture and proposal personnel to:
- Shape technical solution narratives
- Define compliance approaches and risk-based methodologies
- Ensure alignment with solicitation requirements and evaluation criteria
- Contribute to win themes, differentiators, and solution positioning
- Support pricing strategy development in coordination with Sabalinks leadership
Post-Award Execution & Contract Finalization
- Lead post-award transition activities, including:
- Drafting detailed Statements of Work (SOWs)
- Translating proposal commitments into executable delivery guidance for assigned teams
- Serve as the primary coordinator for contract execution and signature, ensuring:
- Contractual requirements are finalized and accurate
- All documentation is properly executed and signed by both parties
Governance, Quality & Financial Support
- Provide governance and quality oversight to ensure project execution aligns with contractual, regulatory, and Sabalinks standards
- Support client invoicing coordination and contract administration activities
- Ensure consistency across proposals, contracts, and delivery artifacts
Education:
- Bachelor’s degree or equivalent experience or 5+ years of experience in capture management and/or business development supporting government or regulated commercial markets.
Qualifications:
- Strong technical background in cybersecurity, risk management, and compliance
- Ability to clearly communicate complex security concepts to executives, auditors, and technical teams
- Experience supporting capture efforts, proposals, or client-facing security engagements
- Familiarity with federal, state/local, and regulated commercial environments
- Strong coordination, documentation, and follow-through skills
- Ability to work independently in a part-time, remote environment.
- Expand Sabalinks’ portfolio by capturing new clients across federal, state/local, and commercial markets.
- Ability to travel up to 5% outside the DMV and 10% within the DMV, as needed
Working Conditions/Physical Requirements:
Small, fast-paced open office environment with moderate noise levels. Use of phones and computers for extended periods of time. Utilize office equipment and communication technologies for conference calls and teleconference meetings/webinars. Requires general mobility to move through the facility. Ability to lift to 25 pounds. Frequent interaction with staff and customers via phone, in person, email, and other mediums. Normal sitting and standing activities for an office environment. Some travel may be required.
