Job Description: Senior Cost Control Engineer

Position Summary

The Senior Cost Control Engineer is responsible for Managing, monitoring, and controlling project costs throughout the full project lifecycle. The role involves preparing and reviewing budgets, cost reports, cost risk assessments, cash flows, and forecasts. The ideal candidate must have strong experience in planning, Quantity surveying, and contracts management, along with a proven consultancy background. This position ensures that all projects remain within budget, contractual requirements are met, and financial risks are minimized.

Key Responsibilities1. Cost Management & Control

  • Prepare project budgets, baseline cost plans, and detailed cost breakdown structures (CBS).
  • Monitor, track, and control project expenditures against approved budgets.
  • Review and verify contractor/subcontractor cost submissions, variations, and claims.
  • Perform cost variance analysis and implement corrective actions when needed.
  • Develop monthly cost reports including committed costs, actuals, forecasts, and cash flow updates.

2. Quantity Surveying

  • Review and validate BOQs, quantity take-offs, and material consumption.
  • Evaluate contractor progress payments, measurement sheets, and re-measure works.
  • Provide commercial input on design changes, material changes, and construction methodologies.
  • Coordinate with QS team to ensure accuracy of quantities and cost implications.

3. Planning & Scheduling

  • Work closely with the planning team to align cost-loaded schedules with the project baseline.
  • Review contractors’ schedules, progress updates, and time impact analyses.
  • Ensure cost and schedule integration for accurate forecasting (earned value management).
  • Analyze delays, claim impacts, and prepare cost-related time extensions when required.

4. Contracts & Commercial Management

  • Review contractual terms and ensure compliance with cost-related clauses.
  • Support contract administration, cost evaluation of variations, and negotiation of claims.
  • Prepare commercial letters, notices, and documentation as per contract requirements.
  • Advise on procurement strategies and participate in tender evaluations.

5. Reporting & Documentation

  • Prepare monthly, quarterly, and ad-hoc management reports.
  • Present cost performance indicators (CPI, SPI), financial risks, and forecasted final costs.
  • Maintain a strong cost database and benchmarking tools for future projects.
  • Ensure all documentation is in line with consultancy standards and audit requirements.

6. Risk & Value Engineering

  • Identify cost risks, prepare mitigation strategies, and conduct cost risk assessments.
  • Participate in value engineering workshops to optimize cost and efficiency.
  • Evaluate alternative solutions and recommend cost-saving opportunities.

Required Skills & Competencies

  • Strong analytical and financial modeling skills.
  • Excellent knowledge of cost control methodologies and cost management systems.
  • Advanced skills in primavera P6, Excel, Cost Management Software (Aconex/CCS/COSTOS).
  • Strong QS and estimation background.
  • Solid understanding of FIDIC and contract administration.
  • High-level communication, Negotiation, and reporting skills.
  • Ability to work in consultancy environment with multiple stakeholders.

Qualifications

  • Bachelor’s degree in civil engineering / quantity surveying / construction management.
  • 15+ years of experience in cost control, planning, QS, and contracts.
  • Previous experience working in consultancy firms is mandatory.
  • Professional certifications are a plus (PMP, CCP, MRICS, PSP, etc.).

Pay: From AED28,000.00 per month
