Minimum Qualifications
High school diploma or GED (bachelor's degree in biology, chemistry, environmental science, or related area preferred); three years of experience in construction inspections or related field; or an equivalent combination of training and experience. Ability to read construction plans, daily input and maintenance of accurate and complete field-activity records in an automated project-tracking system, good oral and written communication skills, knowledge of local and state road construction standards, and the ability to ensure administrative requirements are followed for multiple construction projects. Knowledge of the Virginia Erosion and Stormwater Management Program (VESMP) inspection and reporting requirements, including Stormwater Pollution Prevention Plan (SWPPP) reviews. Must possess, or be able to obtain, certification as a Virginia Certified Project Inspector for Erosion and Sediment Control and certification as a Virginia Certified Project Inspector for Storm Water Management. State certifications as Inspector for VESMP are required within 12 months of employment.
Current valid driver’s license and good driving record required. Based on the Virginia DMV point system, record must not reflect a total of six or more demerit points within the twenty-four months preceding the anticipated hire date, or a major violation of six demerit points within the preceding thirty-six months. Out of state driving records must be obtained by applicant and presented at time of interview. Record must reflect at least three years of history and be dated within thirty days of interview.
Pre-employment drug testing, FBI criminal background check, and education/degree verification required.
This position is a federally regulated DOT position and is subject to random drug testing and alcohol testing. The use of medical marijuana for this position is prohibited.
Duties
Responsibilities include providing field inspections of residential and commercial construction projects to ensure compliance with the county's Erosion and Stormwater Management, Floodplain, and Chesapeake Bay Preservation Ordinances; responding to citizen inquiries and concerns; performing inspections related to building permit applications, certificates of occupancy, and state acceptance; ensuring that all records relating to permitting and inspections are current and accurate; and ensuring adherence to appropriate administrative procedures for construction activities/projects. Perform other work as required.
This position is a part of an approved Career Development Plan (CDP) and offers career progression opportunities and salary incentives, as funding permits, based on performance, qualifications, and experience.
PLEASE NOTE: Position is open until filled (first review to begin December 29, 2025).

28 hours/week; shift varies Monday - Friday; 8:30 a.m. - 5:00 p.m.
