Job Purpose
This role is conducted within the vision, mission, and strategic plan of the Insurance Authority. Provide advanced legal drafting expertise that enables the Authority to issue world-class laws, regulations, and guidance aligned with its strategic policy agenda. Reporting to the Director of Law, Regulation & Guidance Drafting, this role will integrate rigorous comparative analysis, impact assessment, and stakeholder intelligence to convert policy mandates into clear, enforceable, and internationally harmonised legislative texts. The Senior Expert will safeguard statutory coherence and regulatory integrity by orchestrating end-to-end drafting cycles, embedding evidence-based methodologies, and championing quality benchmarks that enhance legislative transparency and predictability. Through mentorship and methodological innovation, the position elevates departmental capability, accelerates delivery of strategic reforms, and strengthens the Authority’s standing with domestic legislators and global standard-setting bodies.
Responsibilities

Lead the end-to-end drafting of primary and secondary legislation, regulations, and interpretive guidance, ensuring technical accuracy, legal soundness, and alignment with higher-order statutes.

Develop structured drafting plans, outlines, and clause matrices that translate policy objectives into coherent legal provisions, coordinating inputs from policy owners and departmental peers.

Conduct comparative legal analysis to benchmark draft texts against regional and international best practice, recommending adaptations to maintain competitiveness and compliance with global obligations.

Design and supervise comprehensive regulatory-impact assessments, quantifying economic, social, and compliance costs to inform decision makers prior to promulgation.

Critically evaluate stakeholder submissions, empirical data, and academic literature to generate evidence-based recommendations that strengthen draft instruments.

Prepare authoritative briefing memoranda, explanatory notes, and policy papers for senior leadership and legislative bodies, articulating rationale, expected outcomes, and implementation considerations.

Plan and facilitate formal consultation rounds, public hearings, and targeted workshops, ensuring transparent engagement and traceability of feedback in line with the Authority’s governance model.

Negotiate technical wording changes with external counterparts and internal legal reviewers to secure consensus while safeguarding policy intent and regulatory enforceability.

Represent the department in inter-agency working groups and international forums, articulating the Authority’s position and capturing emerging trends that may require future legislative amendments.

Design and continuously refine drafting templates, style guides, and procedural toolkits that institutionalise best-practice legislative drafting methodologies across the department.

Peer-review complex drafting outputs produced by Consultants, Experts, and Specialists, issuing structured feedback and certifying readiness for Director-level approval.

Coach junior drafters through targeted knowledge-transfer sessions, case-study reviews, and on-the-job guidance, building sustainable internal capability and succession depth.

6+ years with Bachelor’s degree, 4+ years with Master’s degree, 2+ years with PhD
