Job Overview:
This role is conducted within the vision, mission, and strategic plan of the Insurance Authority. Reporting to the Director of Strategic Communication, the Senior Expert provides high-level leadership in shaping insight-driven messaging that translates complex policy and market intelligence into unified narratives safeguarding and advancing the Authority’s reputation. The role leads the design of evidence-based communication strategies, oversees execution across multiple channels, and ensures rigorous standards of accuracy, cultural relevance, and brand integrity. By guiding advisors and specialists, embedding data-led performance practices, and fostering innovation, the Senior Expert strengthens institutional credibility, stakeholder trust, and strategic influence in the marketplace.
Responsibilities and Tasks:

Lead the development and periodic enhancement of enterprise-wide strategic communication frameworks, ensuring full alignment with corporate vision, policy mandates, and stakeholder expectations.

Design audience-segmentation methodologies and message architectures that guide all outgoing narratives and safeguard brand consistency.

Conduct deep-dive research, sentiment analysis, and environmental scanning to identify emerging issues, opportunities, and risks affecting the Authority’s public image.

Advise the Director and cross-functional leaders on evidence-based communication strategies, providing clear recommendations and mitigation plans.

Craft high-impact key messages, speeches, op-eds, and thought-leadership pieces that articulate complex policy positions in accessible language.

Mentor Specialists and Experts on storytelling techniques, data visualization standards, and plain-language writing to elevate the overall quality of deliverables.

Cultivate productive relationships with priority external stakeholders including media editors, governmental peers, and industry bodies, to amplify Authority viewpoints and secure balanced coverage.

Coordinate with Legal, Policy, and Program teams to ensure communication output accurately reflects regulatory requirements and project milestones.

Define KPIs, dashboards, and evaluation methodologies that measure the effectiveness of campaigns, channels, and partnerships.

Analyze performance data, derive insights, and champion iterative improvements that increase audience reach, engagement, and sentiment scores.

Serve as a subject-matter expert during reputation-threatening incidents, preparing holding statements, Q&As, and decision-support briefs within stringent timeframes.

Maintain scenario-based playbooks and train internal spokespeople on crisis-response protocols to ensure organizational readiness.
