The mission of Community Health Centers, Inc. is to provide high-quality, patient-centered primary care services for all members of our community. We are seeking a highly skilled and motivated Senior HR Assistant & Benefits Administrator to join our dedicated team. This vital role is primarily responsible for managing employee benefits, ACA compliance, 401(k) administration, and HR/HRIS data integrity in a complex and fast-moving environment. This role is best suited for someone with strong experience in benefits operations, compliance, and HR systems, who can work independently and manage detailed, high-volume changes.
Primary Duties & Responsibilities

- Manages full-cycle benefits administration including new hire enrollments, Life Event and eligibility changes, terminations, COBRA, and annual open enrollment.
- Oversees Employee Wellness Program, including employee engagement efforts, health screenings, participation incentives, technical support, and HRA eligibility.
- Makes data-driven recommendations to improve existing benefits offerings, participates in evaluation of new or alternative benefits options, and helps facilitate implementation of new benefits plans and/or carriers.
- Provides benefits support to employees and prospective employees and develops communication tools to enhance understanding of the company's benefits package.
- Continuously identifies, analyzes, and implements process improvement opportunities within benefits administration to enhance efficiency, accuracy, and employee experience.
- Ensures accuracy of benefits eligibility, enrollments, payroll deductions, and carrier alignment, resolves discrepancies and processes monthly benefits invoices.
- Responds to Short-Term and Long-Term Disability claims and assists employees with questions regarding disability benefits and eligibility.
- Oversees ACA compliance activities and data both inside and outside of HRIS including monitoring measurement periods, tracking eligibility, and 1095-C/1094-C reporting. Ensures HRIS is configured accurately.
- Administers 401(k) plan to include monitoring eligibility and entrance dates, contribution changes, and payroll coordination. Sets up newly eligible retirement meetings with plan advisor, provides employee education and support, answers questions, and resolves issues. Is a member of the Retirement Committee and attends periodic meetings as needed.
- Provides back-up support to HR Director for employee leaves and accommodations. Effectively interprets and applies company leave policies as well as FMLA and ADA regulations and best practices.
- In partnership with the HR Director, is responsible for processing new hire 90-day evaluations and probationary releases once all requirements are satisfied. Manages ongoing performance evaluation process according to company policy.
- Coordinates with the HR Director and Payroll to process changes to employee positions, locations, FTEs, and similar. Makes changes in HRIS and files change forms and supporting documentation.
- Supports other general HR processes including hiring, Forms I-9 and E-Verify, performance reviews and raises, benefits verifications, terminations, and employee training. Is responsible for managing the tuition reimbursement program.
- Maintains HRIS data integrity, runs personnel and benefits reports, and supports external audits. Maintains confidential documents, information and files, and performs periodic internal auditing and archiving duties. Ensures the accuracy and completeness of HR records.
- Attends HR Committee meetings, helps coordinate employee appreciation events and other special events, creates monthly birthday calendar, and sends flower arrangements as appropriate.
Qualifications & Education Requirements
- Strong experience in benefits administration and compliance with a thorough knowledge of health plan designs and features
- Full cycle experience with ACA compliance and 1095-C/1094-C reporting
- Ability to manage multiple eligibility rules and frequent employee changes
- Experience administering 401(k) plans
- MS Outlook, Word and Excel proficiency and HRIS experience
- Familiarity with general HR functions and processes
- Strong attention to detail and data accuracy
- Strong analytical and problem-solving skills
- Excellent organizational and time management skills
- Proven ability to work effectively in a team environment as well as independently

Pay: From $65,000.00 per year
