POSITION SUMMARY: The Senior HR Generalist provides advanced HR support to the Dry Creek Rancheria Band of Pomo Indians by ensuring consistent, culturally respectful, and legally compliant HR practices. This role supports recruitment, employee relations, training and development, and HR operations, with an elevated emphasis on TERO compliance, tribal sovereignty, and employment preferences for tribal members and Native American applicants. The Senior HR Generalist serves as a key resource to all employees, contributing to a professional, collaborative, and culturally aligned workplace.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Recruitment, Hiring & Onboarding
  • Lead full-cycle recruitment for key positions, ensuring Indian Preference and TERO requirements are applied accurately.
  • Collaborate with hiring managers to identify staffing needs and design job descriptions that reflect tribal expectations.
  • Manage interview screening, selection documentation, and hiring decisions in compliance with TERO.
  • Facilitate onboarding processes that reflect tribal culture, values, and community connection.
TERO Compliance & Tribal Preferences
  • Ensure full compliance with the Dry Creek Rancheria Tribal Employment Rights Ordinance (TERO) and all related policies and procedures.
  • Partner with the TERO Office to properly implement Indian Preference in recruitment, hiring, promotions, and workforce development.
  • Confirm that all job postings, hiring processes, and selection decisions reflect TERO requirements, including documentation of preference categories.
  • Support TERO workforce development initiatives, such as training pathways, job readiness, and professional development for tribal members.
  • Educate hiring managers and leadership on TERO expectations, compliance steps, and oversight responsibilities.
Employee Relations & HR Compliance
  • Provide guidance on complex employee relations issues with an approach that is sensitive, fair, and consistent with federal and tribal law and organizational policy.
  • Counsel management personnel, supervisors and employees on employee relations issues, performance management, and employee development and training.
  • Support internal investigations and prepare summaries, recommendations, and documentation while ensuring confidentiality.
  • Assist in the development, implementation and evaluation of new or revised Human Resources policies or programs, ensuring alignment with TERO, tribal sovereignty, and organizational changes.
  • Interpret and apply tribal and federal employment laws, including ADA, FMLA, FLSA, and tribal-specific regulations.
Training, Development & Organizational Culture
  • Develop and present training programs related to HR policies, harassment prevention, leadership, and career pathways.
  • Assist in creating engagement programs and recognition activities that reflect organizational values and encourage workforce development.
  • Serve as a cultural steward by promoting professionalism, respect, and community-oriented practices.
HR Operations
  • Assist with and answer employee inquiries with a service-oriented approach.
  • Prepare internal employee communications regarding HR policies and procedures.
  • Coordinate and participate in special projects or programs as assigned by the Director of Human Resources.
  • Maintain HRIS accuracy and confidential employee records in accordance with HR policy.
  • Prepare HR reports, including compliance metrics and employee data reporting.
  • Attend all required meetings and training.
  • Perform other duties as assigned.
QUALIFICATIONS
Education & Experience
  • Bachelor’s degree in Human Resources, Business Administration, or related field.
  • 5+ years of progressive HR generalist experience, including at least 2 years handling advanced or complex HR functions.
  • Experience in tribal government, tribal enterprises, gaming, or city/county government strongly preferred.
  • HR certification (PHR or SHRM CP) preferred.
KNOWLEDGE, SKILLS & ABILITIES
  • Strong understanding of tribal sovereignty and Indian Preference employment practices.
  • Advanced knowledge of HR practices and employment regulations across tribal, state, and federal domains.
  • Excellent communication, conflict resolution, and interpersonal skills.
  • High level of professionalism and ability to maintain confidentiality at all times.
  • Ability to meet attendance guidelines of the job and adhere to regulatory, and departmental policies and procedures.
  • HRIS proficiency; experience with MIP a plus.
  • Ability to identify any unusual, irregular, or illegal activities.
  • Ability to work collaboratively with diverse employee groups and leadership teams.
LICENSES, CERTIFICATES, REGISTRATIONS
  • Must have a valid state driver’s license with a clean driving record and be insurable with the tribe.
  • Must be able to obtain and maintain a Class A gaming license from the Dry Creek Gaming Commission.
PHYSICAL DEMANDS
  • Must be able to sit and/or stand for extended periods of time.
  • Must be able to lift and carry up to twenty-five (25) pounds.
  • Must be able to respond to visual and aural cues.
  • Must have manual dexterity to operate a computer and other necessary office equipment.
WORK ENVIRONMENT: Professional office environment with regular interaction across tribal government departments, enterprises, and community partners.
  • Requires occasional travel between tribal properties or to training/conferences.
  • Some evening or weekend work may be required based on organizational needs.
  • This is a fast paced, highly diverse work environment, and the position requires the ability to remain flexible, get along with all personality types, manage a number of priorities simultaneously and meet deadlines.
