Senior HR Specialist

Job Overview We are seeking an experienced Senior HR Specialist to be stationed in the UAE, supporting the daily human resource operation of our local infrastructure contracting projects. The incumbent will independently take charge of performance management, end-to-end recruitment, and labor relationship compliance management. This role requires in-depth knowledge of UAE local labor policies and construction industry characteristics, helping the company build a standardized and localized HR management system, control employment risks, and provide stable human resource support for overseas project development.

Key Responsibilities

1. Employee Performance Management

  • Design and optimize the company’s employee performance management system tailored to the operational characteristics of Middle East infrastructure projects and UAE local employment regulations; formulate targeted performance appraisal plans, indicator systems and implementation processes for engineering positions.
  • Oversee the full-cycle performance management process across the company, including performance goal setting, ongoing employee coaching, periodic performance evaluation, result review and implementation. Track the execution progress of all departments and resolve various operational issues during implementation.
  • Conduct in-depth analysis of performance appraisal data and deliver regular analytical reports. Link performance results with salary adjustment, promotion mechanism and employee training system to boost overall team operational efficiency and talent development.
  • Popularize performance management policies to all employees, answer daily policy consultations, and foster a fair, efficient and positive performance-oriented working atmosphere.

2. Talent Acquisition & Recruitment

  • Formulate annual and quarterly recruitment plans based on the company’s development strategy, project demands and staffing quotas; fulfill recruitment needs for engineering & technical roles, project management roles and functional management roles efficiently.
  • Expand and maintain high-quality recruitment channels and talent pools across the UAE and wider Middle East region; source outstanding talents at home and abroad. Complete the whole recruitment process independently, including resume screening, interview arrangement, pre-employment background check, offer negotiation and onboarding follow-up.
  • Optimize localized recruitment procedures to improve talent matching degree, reduce recruitment costs and shorten the talent onboarding cycle; establish a sustainable core talent reserve system for infrastructure projects.
  • Be familiar with UAE local recruitment policies and visa application procedures; cooperate with relevant departments to complete pre-onboarding procedures for expatriate employees, including work visa and residence permit application.

3. Labor Relations & Employee Welfare Management

  • Ensure full compliance with UAE Labor Law and relevant local employment policies. Standardize the entire management process of labor contract signing, renewal, modification, termination and dissolution to effectively prevent overseas employment legal risks.
  • Handle employee lifecycle status changes including onboarding, probation confirmation, transfer and resignation; establish and improve electronic and physical personnel files, and maintain standardized overseas labor relationship ledgers.
  • Build a sound internal employee communication mechanism; promptly mediate labor disputes, handle employee complaints and suggestions, and maintain stable and harmonious labor relations.
  • Manage social insurance, commercial insurance and diversified employee welfare programs in the Middle East region; guarantee compliant company operation and protect legitimate rights and interests of both the company and employees.

Job Requirements

  • Educational Background: Bachelor’s degree or above in Human Resource Management, Business Administration or other related majors.
  • Work Experience: Minimum 10 years of practical HR working experience in the Middle East region, with proven UAE local working experience; candidates with infrastructure or construction industry working background are highly preferred.
  • Professional Competence: Proficient in three core HR modules (performance management, talent recruitment, labor relations management); capable of independently designing, building and rolling out localized HR management systems for overseas branches.
  • Policy & Regulation Awareness: Deep understanding of UAE Labor Law, local employment policies, visa application rules and expatriate employee management protocols; equipped with strong risk awareness and employment risk control capabilities.
  • Comprehensive Skills: Excellent cross-departmental communication, problem-solving and stress-resistance abilities; able to adapt to the fast-paced working environment of Middle East infrastructure industry; proficient in Office software and mainstream HR management systems.
  • Language & Soft Skills: Fluent in English (used as daily working language); Arabic speakers are preferred. Possess high professional ethics, a strong sense of responsibility and team spirit, and recognize corporate culture.
