Senior HSE Manager

The Senior HSE Manager is responsible for providing HSE leadership for the company, both in terms of HSE management systems and pragmatic on-the-ground planning and application of HSE principles to domestic projects & operations within RAK Gas. The role requires leadership at both strategic and operational levels and allows the right individual - working with and supported by Company leadership - to transform the HSE culture, systems and outcomes for RAK Gas.

KEY RESPONSIBILITIES:
  • Drive the definition & implementation of HSE management system(s) for Midsize projects & contractor HSE management, onshore production operations (Permit to Work, Isolation philosophy, Observation & Reporting, Behavioural safety etc.)
  • Responsible for Emergency response planning, procedures, testing and training
  • Supports Engineering & Operations on all matters of Safety case, License to operate, Integrity management
  • Supports assets & functions of the business. Leads the development & implementation of project & asset-specific HSE plans.
  • Plans, performs & encourages risk-based audits and surveys/inspections, to ensure compliance to Company standards. Recommends corrective and preventative measures as required. Follows-up with review, evaluation and reporting.
  • Responsible for Incident investigation & reporting, taking the lead on major incidents to identify root causes and implement corrective measures.
  • Knows main international safety standards & practices in design & operations (HAZID, HAZOP, SIL, QRA, ENVID etc.). Directs and manages risk assessments.
  • Drives, motivates, and organizes training for team of HSE & Operations supervisors. Oversees the development and application of HSE training & competency programs across the business.
  • Drives, Coordinates, Reports & Communicates on Sustainability initiatives
  • Key contributor to develop the HSE culture within RAK Gas. Provides technical advice, coaching, guidance and mentoring to all levels of the organisation. Acts as role model to raise safety awareness. Leads continuous improvement initiatives.
QUALIFICATIONS, EXPERIENCE, & SKILLS:
  • Bachelor's Degree in an Engineering or Science related subject.
  • Professional HSE qualifications and certification from an internationally recognized body.
  • Advantageous certifications: Auditing, investigations/root cause analysis, risk assessment tools.
  • At least 15 years of experience - of which at least 5 in an HSE role - working at operational and management level in technical functions within an Oil & Gas, Petrochemical, or Industrial environment.
  • Experience as both a practitioner and developer of HSE management systems.Experience in Behavioral safety, Engineering safety, Asset Integrity.
  • Ideally has worked previously in an HSE Manager role in a Middle Eastern working environment.
  • Strong & demonstratable ability to lead through influence as well as technical soundness
  • Excellent interpersonal skills at all levels of an organization. Ability to occasionally engage and present at leadership level, whilst grounded in own experience and interest in engaging with staff and contractors at operational level.
  • Proactive and self-motivated individual, with attention to quality, and strong sense of where they can add value to the business.
  • Excellent written/oral communication skills, able to communicate effectively with all stakeholders.
  • Must be willing to be "on-call" for emergencies when necessary
