Job Purpose
To lead and execute the organization’s talent acquisition and workforce planning strategy, ensuring the timely attraction, deployment, and development of high-caliber local and international talent aligned with business growth, operational priorities, and national workforce development objectives.
Key Responsibilities
1. Workforce Planning & Strategic Alignment

Lead the annual workforce planning cycle in alignment with business strategy and project pipelines.

Provide data-driven insights on headcount, capability gaps, and organizational design.

Ensure optimal workforce utilization and alignment with approved budgets and structures.
2. Talent Acquisition Strategy & Execution

Oversee the end-to-end recruitment process across local and international markets.

Develop and implement targeted sourcing strategies for critical and specialized roles.

Build sustainable talent pipelines to support current and future business needs.

Drive recruitment initiatives supporting Omanization and national talent development.
3. Selection, Assessment & Governance

Ensure a structured, competency-based selection framework across all hiring activities.

Facilitate assessments (behavioral, technical, psychometric) and support decision-making processes.

Maintain high standards of fairness, consistency, and governance in all recruitment outcomes.
4. Stakeholder Engagement

Act as a trusted advisor to business leaders on workforce planning and hiring strategies.

Align talent acquisition activities with operational and strategic priorities.
5. Employer Branding & Talent Development Pipeline

Contribute to positioning the organization as an employer of choice in the sector.

Support initiatives that strengthen long-term talent pipelines locally and internationally.
6. HR Analytics & Performance Tracking

Monitor and report on key metrics such as time-to-fill, quality of hire, and pipeline strength.

Provide insightful dashboards to support leadership decision-making.
7. Compliance & Governance

Ensure full compliance with company policies, Omani labor law, and governance frameworks.

Maintain accurate records and audit-ready recruitment documentation.
Qualifications & Experience

Bachelor’s degree in HR, Business Administration, or related field.

5–8 years of experience in talent acquisition and workforce planning, including exposure to local and international recruitment.

Experience in structured, industrial, or advanced sectors is preferred.
