Role:
The HR Systems Integration Lead will support the Department of Homeland Security (DHS) on the migration of enterprise Human Capital (HC) systems from legacy environments to a modernized target-state platform. The Senior Specialist owns assigned integration workstreams across the migration lifecycle — including discovery, source-to-target mapping, interface design, data migration, environment management, cutover planning, and post-go-live hypercare — and serves as a senior point of contact for OCIO, vendor integration teams, source system owners, and component HR partners.
This role requires deep working knowledge of federal HR data and process flows, integration patterns, secure data movement, and federal cybersecurity and privacy requirements. The Senior Specialist designs interface specifications, leads data migration cycles, drives defect triage, mentors journeyman specialists, and produces the technical artifacts required for Authorization to Operate (ATO), privacy compliance, and audit readiness.
Duties:
The HR Systems Integration Lead will:
- Lead source-to-target mapping for assigned HR data domains (personnel, position, pay, benefits, time and attendance, learning, recruitment, performance), including field-level mapping, transformation rules, reference data alignment, and exception handling.
- Design integration interfaces between legacy HC source systems (NFC EmpowHR, EPP/MyEPP, PCC2000, IRIS, USA Staffing, FedTalent, eOPF, OPM Retirement Services Online, webTA, BENEFEDS, TSP) and target-state platforms using REST APIs, SOAP services, SFTP, iPaaS, ETL/ELT pipelines, and message-based patterns.
- Develop interface control documents (ICDs), API specifications, data dictionaries, and transformation rule documentation.
- Coordinate with OCIO architects, source system owners, target platform vendors, and DHS enterprise architecture on integration patterns, reference architectures, and approved technology stacks.
- Lead resolution of complex mapping issues, including conflicting data definitions, deprecated codes, historical data anomalies, and multi-source reconciliation.
- Lead data migration cycles, including extract, profile, cleanse, transform, load, and reconciliation activities across mock loads, dress rehearsals, and production cutover.
- Develop and execute reconciliation queries that validate record counts, control totals, balance integrity (leave balances, retirement service credit, benefits enrollments), and downstream impact (next-pay-period accuracy, eOPF document continuity).
- Coordinate data cleansing efforts with HR functional teams, including duplicate resolution, missing data remediation, and historical correction.
- Lead defect triage, root-cause analysis, and remediation across data and integration defects; track defects in Jira, Azure DevOps, or ServiceNow through closure.
- Produce migration run books, cutover playbooks, fallback procedures, and post-cutover validation checklists.
- Coordinate non-production environment management across development, integration, system test, UAT, performance, and pre-production tiers, including refresh cadence, configuration baselines, and access controls.
- Support DevSecOps practices, including version control, branching strategy, code review, automated testing, and CI/CD pipeline coordination in accordance with DHS OCIO standards.
- Lead release coordination for assigned integration workstreams, including change advisory board (CAB) submissions, release notes, and post-release validation.
- Coordinate dependency management with parallel workstreams, including data conversion, security, identity management, and reporting teams.
- Maintain accurate environment status, configuration documentation, and release artifacts.
- Apply FISMA, NIST SP 800-53, NIST SP 800-171, the DHS 4300A Sensitive Systems Policy, and the Privacy Act of 1974 to integration design and data movement activities.
- Support Authorization to Operate (ATO) activities, including System Security Plan (SSP) inputs, control implementation evidence, and Plan of Action and Milestones (POA&M) remediation for integration components.
- Coordinate Privacy Threshold Analysis (PTA) and Privacy Impact Assessment (PIA) inputs with the DHS Privacy Office for integration interfaces handling PII and SPII.
- Apply data minimization, encryption-in-transit, encryption-at-rest, key management, and access control standards to integration design.
- Maintain accurate audit logging, monitoring, and incident response readiness for integration components.
- Serve as a senior consultative resource to functional teams, source system owners, target platform vendors, component HR partners, and APV leadership.
- Mentor journeyman integration and IT support specialists; review their work products for technical quality, accuracy, and standards compliance.
- Lead hypercare and post-go-live stabilization activities, including incident triage, user impact analysis, and rapid remediation in coordination with OCIO and vendor support teams.
- Prepare technical briefings, status reports, executive summaries, and migration metrics for leadership.
- Build and maintain SharePoint-based knowledge repositories, runbooks, integration catalogs, and support knowledge bases.
Education:
- Bachelor's degree in Computer Science, Information Systems, Software Engineering, Data Science, Business Information Systems, or related field. Equivalent senior federal HR systems experience may substitute based on contract terms.
Required Experience and Skills:
- Active DHS Public Trust or favorably adjudicated investigation; ability to obtain and maintain required suitability/access throughout the period of performance.
- Minimum 8-10 years of progressive experience supporting enterprise system integrations or HR/HC system implementations, including significant time on federal HR data domains.
- Demonstrated hands-on expertise designing and operating REST and SOAP integrations, SFTP-based file transfers, ETL/ELT pipelines, and iPaaS or message-based integrations.
- Demonstrated experience leading data migration cycles, including source-to-target mapping, reconciliation, defect triage, and production cutover.
- Working knowledge of federal HR source systems including NFC EmpowHR, EPP/MyEPP, PCC2000, IRIS, USA Staffing, FedTalent, eOPF, OPM Retirement Services Online, webTA, BENEFEDS, and TSP.
- Working knowledge of FISMA, NIST SP 800-53, the DHS 4300A Sensitive Systems Policy, and the Privacy Act of 1974.
- Strong written and verbal communication skills, including the ability to produce defensible technical documentation and translate complex integration concepts for non-technical stakeholders.
- Demonstrated ability to manage competing priorities, deadlines, and stakeholders in a fully remote environment.
Preferred Skills:
- Prior experience supporting DHS, DoD, or other federal HC system implementations or migrations (e.g., USDA NFC HCM modernization, DoD Defense Civilian Human Resources Management System, USPS HR Shared Services, or comparable enterprise HR transformation).
- Workday, Oracle HCM Cloud, SAP SuccessFactors, or PeopleSoft HCM integration experience or certification.
- Workday Studio, Workday EIB/CCB, MuleSoft, Boomi, Informatica, Azure Data Factory, or comparable iPaaS/ETL certification.
- AWS or Azure cloud certification (e.g., AWS Solutions Architect Associate/Professional, Azure Administrator/Solutions Architect).
- PMP, ITIL v4, Certified ScrumMaster (CSM), or comparable program management or agile certification.
- CompTIA Security+, CISSP, or comparable cybersecurity credential (helpful for ATO-adjacent work).
- Experience supporting Authorization to Operate (ATO), Privacy Impact Assessment (PIA), or System of Records Notice (SORN) activities.
