About the Role
Safe City Group is hiring a Senior / Lead Business Analyst to support the modernization and delivery of critical enterprise platforms in the UAE.
This role is ideal for someone who can act as the bridge between business stakeholders, operations teams, technical teams, security/governance, and delivery leadership. The successful candidate will be responsible for turning business needs into clear, testable, prioritized, and traceable requirements.
This is not a passive documentation role. We need someone who can lead workshops, challenge unclear requirements, document business processes, define acceptance criteria, manage stakeholder expectations, support UAT, and help delivery teams build the right solution.
What You Will Do
- Lead requirements workshops, interviews, and discovery sessions with business and technical stakeholders.
- Capture, analyze, and document business, functional, operational, integration, reporting, and non-functional requirements.
- Produce clear and structured documentation, including:
- BRDs
- FRDs
- User stories
- Acceptance criteria
- Use cases
- Process flows
- Data-flow diagrams
- Requirements traceability matrices
- UAT scenarios
- Translate business needs into actionable work items for engineering teams.
- Work closely with solution architects, developers, QA, DevOps, security, and project leadership.
- Identify gaps, conflicts, dependencies, risks, and assumptions in requirements.
- Ensure security, compliance, auditability, access control, logging, and operational requirements are captured early.
- Support backlog grooming, prioritization, sprint planning, and release planning.
- Coordinate UAT preparation, execution, defect tracking, sign-off, and post-release feedback.
- Document current-state and future-state processes.
- Help standardize requirement-gathering and change-control practices.
- Maintain traceability from business requirement to technical implementation to test evidence.
- Support stakeholder reporting, status updates, risks, decisions, and action tracking.
Required Experience
- 6+ years of experience as a Business Analyst, Senior Business Analyst, Product Owner, or similar role.
- Experience working on enterprise software, digital transformation, government, transport, security, telecom, banking, insurance, logistics, or large operational systems.
- Strong experience writing BRDs, FRDs, user stories, acceptance criteria, process flows, and UAT test scenarios.
- Ability to understand complex business workflows and translate them into clear system requirements.
- Experience working with software engineering teams using Agile, hybrid Agile, or structured SDLC processes.
- Strong understanding of APIs, integrations, databases, user roles, permissions, workflows, and reporting needs.

Strongly Preferred
- Experience in UAE or GCC public-sector or regulated environments.
- Arabic language ability.
- Experience with traffic systems, transport systems, public safety, emergency response, smart city, enforcement, insurance, or customer-service platforms.
- Experience with Azure DevOps, Jira, Confluence, ServiceNow, or similar tools.
- Experience supporting system modernization or legacy-system replacement.
- Experience working with security, governance, risk, compliance, audit, or ISO-aligned environments.
- Experience creating requirements traceability matrices.
- Experience supporting CAB/change-control processes.
- Experience with data migration, reporting, dashboards, or operational analytics.
- Familiarity with BPMN, UML, wireframes, or process-modeling tools.

You are able to walk into an unclear business problem and create structure.
You can speak to operations teams in business language, then speak to developers in precise requirements language. You do not simply write down what stakeholders say; you test assumptions, clarify edge cases, document decisions, and make sure requirements can actually be built and tested.
You understand that weak requirements create delivery failure. You help prevent that by making scope, priorities, risks, dependencies, and acceptance criteria explicit.
Example Responsibilities
- Convert a verbal stakeholder request into a complete requirement package.
- Identify missing business rules before development starts.
- Define user roles, permissions, and approval flows.
- Document system integration requirements between internal and external platforms.
- Create UAT test scenarios linked to acceptance criteria.
- Track open decisions, assumptions, dependencies, and risks.
- Support release readiness by confirming business sign-off, UAT results, known issues, and operational handover needs.
- Help ensure security and compliance requirements are included before build, not added after delivery.
Pay: From AED15,000.00 per month

- Abu Dhabi: Reliably commute or willing to relocate with an employer-provided relocation package (Required)
