Senior Manager - Projects Control

Dubai, United Arab Emirates

Location: Dubai South

Role Purpose
Lead and oversee project controls for the mega master plan development, ensuring robust planning, monitoring, cost management, and risk control. Provide the leadership team with reliable data and insights to drive informed decisions and secure successful delivery of the development within agreed cost, time, and quality parameters.

Key Responsibilities

  • Develop and manage the integrated Master Program across all project phases.
  • Monitor progress, highlight delays, and recommend recovery/acceleration strategies.
  • Ensure program consistency and integration across multiple workstreams and packages.
  • Establish project budgets, cost baselines, and cashflow forecasts.
  • Track project expenditures, cost commitments, and variances against budget.
  • Review and validate payment applications, claims, and variations.
  • Provide accurate cost forecasting and EAC (Estimate at Completion) reporting.
  • Develop and maintain risk registers with mitigation and contingency planning.
  • Oversee the change management process, ensuring all variations are reviewed, justified, and approved.
  • Provide early warnings on critical risks and recommend corrective measures.
  • Deliver executive-level dashboards and progress reports on cost, schedule, and risk.
  • Ensure project controls systems, policies, and reporting standards are consistently applied.
  • Present analysis and recommendations to COO and senior leadership.
  • Interface with Development, Design, Delivery, Commercial & Contract, and Infrastructure teams.
  • Coordinate with consultants, contractors, and external stakeholders on schedule and cost issues.
  • Lead and mentor a team of project control professionals.
  • Establish a high-performance culture and promote best practices in project controls.

Qualifications & Experience

  • Bachelor’s degree in engineering, Construction Management, or related field (Master’s preferred).
  • 15+ years of experience in project controls, with significant exposure to mega master plan or mixed-use developments.
  • Strong expertise in Primavera P6, cost management systems, and project control methodologies.
  • Knowledge of FIDIC or similar contract frameworks and claims management.
  • Proven ability to deliver high-quality controls and reporting at executive level.
