Role Overview
To lead the strategic vision and comprehensive implementation of all environmental and sustainability initiatives across the Proponent's activities and assets. This role ensures world-class compliance with NEOM's Regenerative Development Management System, driving innovative and sustainable development.
Key Accountabilities & Responsibilities
- Lead, develop, and direct the Proponent's overarching environmental and sustainability strategies, objectives, programs, and action plans, with a strong emphasis on achieving net-zero carbon, EUI targets, and overall regenerative development.
- Translate the business strategy into annual environmental and sustainability operational plans and targets, ensuring performance is consistently monitored, measured, and reported.
- Actively participate in executive management discussions to shape the overall strategy and decision-making for sustainable development, including the adoption of global green building and infrastructure rating systems.
Team Leadership & Management
- Provide effective leadership, coaching, and motivation to a high-performing department, including Environmental Assessment Managers, Environmental Compliance Managers, Environmental Sustainability Managers, Energy Engineering Services Manager, Sustainable Infrastructure Managers, and Asset Commissioning Managers.
- Oversee the development of team capabilities and ensure optimal resource allocation to meet project demands and organizational objectives.
- Foster a culture of excellence, collaboration, and continuous improvement within the department.
Program Development & Implementation Oversight
- Direct the development and implementation of comprehensive environmental assessment and permitting programs, ensuring timely achievement of approvals and adherence to all NEOM and national regulations.
- Oversee the implementation and management of robust environmental and sustainability compliance programs across the entire supply chain, covering development, construction, operational, and decommissioning phases.
- Guide the integration of sustainability principles and good environmental practices into the design, construction, and operation of all projects and assets, including ambitious decarbonization targets.
- Ensure that all aspects of the NEOM Plan of Work (NEOM-NEN-PRC-029) are meticulously followed for master planning, design, construction, operational, and decommissioning activities.
- Lead the strategic direction for energy modeling, daylighting, and thermal comfort simulation programs, ensuring the achievement of project-specific and OXAGON EUI targets and adherence to relevant standards like IPMVP and ASHRAE guidelines.
- Oversee the implementation of sustainable infrastructure projects, including the management of Envision and SITES rating system schemes and the development of innovative carbon and biodiversity offset programs.
- Ensure the effective planning, leading, and managing of the commissioning process (CxA) for assets to achieve sustainable and integrated building performance in accordance with guidelines such as USGBC LEED BD+C and/or EBOM.
- Drive compliance with green building rating standards and codes requirements, including LEED, Mostadam, International Green Construction Code, Saudi Green Building Code 1001, and Saudi Energy Code 601.
- Compliance & Standards Adherence: Ensure all departmental activities and project deliverables strictly comply with NEOM's Regenerative Development Management System (RDMS) procedures and standards, as well as relevant international frameworks like IFC PS.
- Monitor and ensure continuous compliance with environmental and sustainability roles and responsibilities across all projects and report progress to executive management.
Stakeholder Engagement & Collaboration
- Develop and maintain effective relationships with key internal stakeholders, including Development, Project, and Sector teams (e.g., Enowa, Topian, Projects Sector), as well as the Executive Director.
- Cultivate strong relationships with external third-party stakeholders, including NEOM environmental departments, regulatory authorities, environmental consultants, service providers, developers, and tenants.
- Proactively engage with planning, design, construction, and operation teams on critical environmental and sustainability issues, including architectural and MEP building design.
Performance Monitoring & Reporting
- Direct the preparation and consolidation of departmental budgets and monitor financial performance against budget.
- Ensure that all environmental and sustainability departmental reports are completed accurately, timely, and in compliance with NEOM's policies, procedures, and standards.
- Prepare and present periodical management reports and progress reports to senior management, informing decision-making on various environmental and sustainability initiatives.
- Ensure all relevant environmental and sustainability data is collated across all Proponent projects (design, construction, operations) and reported to NEOM Environment using official mechanisms.
- Drive the implementation of best practices and innovative solutions in energy efficiency, sustainable design, green supply chains, and environmental data analysis.
- Oversee research into cutting-edge products and technologies related to energy and water efficiency and conservation and contribute to solving design challenges in a changing environment.

Experience & Qualifications Knowledge, Skills and Experience
- 15+ years of progressive experience in environmental and sustainability management, with at least 5 years in senior leadership overseeing multi-disciplinary teams in specialized areas like energy engineering, sustainable infrastructure, and commissioning.
- Extensive experience managing environmental and sustainability aspects of large-scale infrastructure and construction projects.
- Proven expertise in environmental impact assessment, permitting processes, and developing/implementing assurance and compliance systems.
- Demonstrated experience in carbon management and developing sustainable design and development strategies for the built environment.
- Exceptional strategic planning, project management, decision-making, and problem-solving capabilities.
- Outstanding leadership, coaching, and stakeholder engagement skills, with the ability to inspire teams and build successful relationships.
- Strong oral and written communication for diverse audiences.
- In-depth knowledge of regional environmental regulations and international standards (e.g., IFC PS, LEED, Mostadam, Envision, SITES, WELL, IPMVP, ASHRAE, Green Construction/Building/Energy Codes).
- Expertise in energy efficiency strategies, decarbonization pathways, embodied carbon management, sustainable infrastructure development, and asset commissioning.
- Familiarity with energy modeling software (e.g., IES, eQUEST, Energy Plus).
Qualifications
- Minimum of Bachelor's degree in Environmental sciences, Environmental Engineering, Sustainability, or a related field and/or Master's degree in relevant field equivalent from a recognized tertiary educational institution is required.
- LEED AP, WELL AP, Envision SP, ISO14001 - accreditation is highly desirable.
