The Position



The City of Riverside is accepting applications for the position of Senior Plan Check Engineer to fill one (1) vacancy in the Building and Safety Division of the Community and Economic Development Department. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months

Under general direction, to supervise and perform complex and professional structural engineering work in the review of construction plans and documents or in the application of general building code principles for the protection of life and property; to supervise assigned personnel conducting plan checks; and to perform related work as required.

Work Performed

Duties may include, but are not limited to, the following:
  • Perform complex and advanced professional structural engineering and building code review of engineering calculations and plans submitted with applications for building permits to determine conformance with International Code Council (ICC) model codes and related municipal codes.
  • Maintain building plans and records as related to the Plan Check function.
  • Answer questions from engineers, architects, developers, contractors and the general public regarding City regulations and policies.
  • Conduct field inspections as necessary; investigate field problems affecting property owners, contractors and maintenance operations.
  • Assist at the counter in calculating fees, issuing permits and dispensing general and technical information.
  • Prepare reports and conduct oral presentations on plan check related matters.
  • Assist in the development and revision of building related codes and policies.
  • Make authoritative interpretations of applicable laws, regulations and policies.
  • Coordinate plan review activities with other City departments, divisions, and with outside agencies, developers and engineers.
  • Review, analyze, and evaluate preliminary plans for the community including complex structures such as high-rise buildings, commercial developments, mixed use, residential tracts, industrial facilities, and participate as a member of the Development Review Committee.
  • Review building plans for compliance with state and local fire and life safety codes and standards.
  • Supervise plan check activities; assign, train, and evaluate subordinates.
  • Perform plan check on complex structures.
  • Assist the Assistant Building Official and Building Official in related administrative matters which include personnel, policies, procedures and systems review and revision.
  • Perform structural observations of buildings in matters related to emergency or disaster response to ensure safe occupancy of buildings and structures.

Qualifications

Education: Equivalent to a Bachelor's degree from an accredited college or university with major work in civil, structural engineering, or architecture and possession of a certificate of registration as a professional civil engineer or structural engineer in the State of California.

Experience: Three years of professional experience as a plan checker preparing and/or reviewing plans for conformance with International Code Council (ICC) model codes and California Code of Regulations, Title 24, the California Building Standards Code.

Necessary Special Requirements
  • Registration in California as a Professional Civil Engineer or Structural Engineer.
  • Possession of an International Code Council (ICC) Certification as a Plans Examiner within 12 months.

Highly Desired Qualifications
  • CASp certification as a Certified Access Specialist through the Division of the State Architect (DSA).
  • Experience performing electronic plan review services.

  • An equivalency statement from an evaluation company certified by the National Association of Credential Evaluation Services (NACES) at https://naces.org/members/ or the Association of International Credential Evaluators Inc. (AICE) at http://aice-eval.org/members/.
  • An advanced-level degree from an accredited US college or university.
