Senior Planning Engineer - Oil & Gas (Tanks Experience)

Ra's Abu Fintas, Qatar

KEY ACCOUNTABILITIES


  1. Prepare the project’s baseline schedule/ three weeks look ahead schedule, including the relevant needed project resources (Human and equipment) - according to internal standards, technical and contractual requirements - review it with the PM for final approval in order to optimize the project’s cost (time, resources) and meet the contractual completion date.
  2. Prepare the project’s baseline budget (resources and materials), update it and review it with the PM for final approval in order to ensure project profitability and prevent unexpected expenses.
  3. Monitor the implementation of the schedule and the three weeks look ahead schedules (including the progress of execution, the subcontractors work, the shop drawings and materials submissions, the initialization and follow-up on procurement activities as well as the provision and use of resources), point out and analyze any identified delays/discrepancies, propose appropriate solutions to prevent exceeding the project completion date.
  4. perform cost control activities (quantities, past expenses and delays, present and future commitments and variation orders), prepare the cost breakdown and the cash flow in order to highlight and analyze budget deviations for future deviations prevention.
  5. Check on the cost allocation of resources (by reviewing invoices, timesheets,…) to make sure they are well entered on Butec Information System and according to the preset rules/codification guidelines and analyze any identified expenses that are affecting the budget.
  6. Follow-up on contractual events (disruptions, variations, extension of time), coordinate with the concerned party to evaluate and reduce their relevant impact on the contractual planning and the overall budget and prepare the Extension of time schedule.
  7. Monitor the productivity of labours and equipments in order to improve the estimation and the planning processes.
  8. Liaise with the client to defend the extension of time claim or any matters relevant to the planning.
  9. Prepare regular reports, provide a complete analysis of the major deviations in terms of planning and cost and propose appropriate suggestions to optimize the project’s cost.
  10. Learn from own and others experience in order to increase capability and skill level and lower the risk of repeating the same, or the same type of, mistakes.
  11. Coach planning & cost control engineer/officer at lower levels in order to integrate them in the work and train them to ensure their continuous skill level improvement.


QUALIFICATIONS, EXPERIENCE & SKILLS


  • Mechanical Engineering degree
  • Minimum of 10 years of relevant experience
  • Primavera skills
  • English language skills – written and spoken
