GENERAL DESCRIPTION:
Responsible to the WPCA Director for the operation and maintenance of the Water Resource Recovery Facility and pumping stations. Responsible for making effective and efficient use of plant equipment and personnel and ensuring that the plant is operated in accordance with Local, State, and Federal requirements. May be required to respond to after-hours emergencies. Assist the Director with the preparation of the annual budget for the WPCA Operations Division. Prepares Federal, State, and Local Permits, including but not limited to DMR, NAR, and MOR. Oversees Laboratory QA/QC Program. Must maintain EPA NetDMR account.
EXAMPLES OF DUTIES & RESPONSIBILITIES:
· Oversees the operation and maintenance of the Water Pollution Control Facility and associated pumping stations.
· Make certain that records and reports are properly prepared and maintained.
· Oversee the trucked waste disposal program.
· Oversee the operation of the Municipal Transfer Station.
· Makes certain that all equipment is properly operated and maintained.
· Interprets operational data and dictates sludge pumping and wasting rates to establish effective process control.
· Coordinates with outside agencies for sludge disposal.
· Develops training programs and oversees employee training.
· Assist the WPCA Director and Safety Officer in developing and overseeing the WPCA Safety Program.
· Maintains effective working relationships with vendors, sub-contractors, consultants, the general public and other departments.
· Maintains appropriate inventories of replacement parts and supplies.
· Works with the WPCA Director in requisitioning parts and supplies.
· Maintains plant operational data and plant database.
· May perform associated laboratory analysis for process control and Permit reporting.
· Performs other related duties as assigned by supervisor or as needed to ensure the most efficient operation of the Water Resource Recovery Facility.
KNOWLEDGE, SKILLS AND ABILITIES:
· Thorough knowledge and understanding of methods and practices associated with the operation and maintenance of an Advanced Wastewater Treatment Facility.
· Ability to evaluate and diagnose operational scenarios and provide effective responses.
· Ability to read and interpret meters, charts, graphs, and operational trends.
· Knowledge of laboratory analysis techniques associated with process control and permit reporting fora Water Resource Recovery Facility.
· Knowledge and ability to operate, interpret, and recommend improvements to SCADA systems.
· Knowledge and ability to utilize CMMS’s.
· Ability to read maps and drawings.
· Ability to understand and follow complex oral and written instructions.
· Ability to utilize computer skills to plot performance trends and record daily data.
MINIMUM QUALIFICATIONS:
· At least five (5) years of experience in the position of responsible charge at a Class 3, or above Water Resource Recovery Facility.
· Must possess and maintain a State of Connecticut Department of Environmental Protection Class III Wastewater Operators Certificate.
· Class I Laboratory Analyst Certification. State of Connecticut Driver’s License, Class II Collection System Operator License.
· Possess and maintain a State of Connecticut Commercial Driver’s License (CDL) Class B.

· The employee must regularly lift and/or move up to 25 pounds, frequently lift and/or move up to 50 pounds, and occasionally lift and/or move up to 80 pounds.
WORK ENVIRONMENT:
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
While performing the duties of this job, the employee may be exposed to fumes or airborne particles and caustic chemicals. The employee is exposed to moving mechanical parts, outside weather conditions, and vibration. The noise level in the work environment is usually moderate.
