Role Overview
The Senior Procurement Engineer manages end-to-end procurement of building materials for construction projects. The role ensures timely sourcing, cost control, vendor performance, and compliance with company and Saudi regulatory standards. It involves close coordination with engineering, project management, logistics, finance, and suppliers.
Key Responsibilities
1. Procurement & Sourcing

Develop and execute sourcing plans for building materials such as cement, steel, aggregates, insulation, waterproofing, HVAC accessories, electrical materials, and finishing items.

Identify, evaluate, and onboard new suppliers locally and internationally.

Prepare RFQs, compare quotes, and negotiate commercial terms to achieve best value.

Ensure all purchases meet technical specifications, project timelines, and budget requirements.
2. Vendor Management

Maintain approved vendor lists and conduct regular supplier performance reviews.

Build long-term relationships with key vendors to secure competitive pricing and priority supply.

Perform factory visits, quality checks, and capability assessments when required.
3. Contracting & Negotiations

Negotiate contracts, framework agreements, payment terms, and delivery schedules.

Work with the legal and finance teams to finalize purchase orders, contracts, and service agreements.

Ensure compliance with Saudi procurement laws, VAT regulations, and company policies.
4. Coordination with Internal Teams

Work closely with engineering and project teams to understand material specifications and technical requirements.

Coordinate with logistics and warehouse for delivery scheduling, shipping mode, storage needs, and inventory levels.

Support project managers in resolving material shortages, delays, or quality issues.
5. Cost Control & Reporting

Track cost trends in the building materials market and provide savings reports.

Prepare procurement status reports, comparison sheets, and spend analysis for management.

Monitor supplier invoices, delivery notes, contracts, and ensure proper documentation for audit purposes.
6. Compliance & Documentation

Ensure all procurement activities follow company SOPs, audit requirements, and ISO standards.

Maintain documentation for POs, contracts, tenders, warranty terms, and supplier correspondence.

Implement procurement best practices and continuous improvement initiatives.
Qualifications

Bachelor’s degree in Mechanical Engineering, or Industrial Engineering,

5–10 years of procurement experience in construction or building materials.

Strong knowledge of local Saudi suppliers, international procurement, and logistics.

Experience in SAP, Oracle, or similar ERP systems.

Understanding of technical specifications, BOQs, and engineering drawings.

Strong negotiation, communication, and analytical skills.
-
Fluency in English; Arabic is an advantage.
Preferred Skills

Experience working with mega-projects, contractors, or developers in Saudi Arabia.

Familiarity with vendor pre-qualification, tendering, and contract management.

Knowledge of HS codes, customs clearance documentation, and import procedures.
Ability to work under tight deadlines and handle multiple projects
